What is PMS?

The Presidential Management Staff (PMS) is the primary government agency responsible for providing technical assistance and decision inputs to the Presidency in exercising overall management of the development process. (Executive Order No. 130 s. 1987) As a catalyst for meaningful reforms, it is a team of highly driven professionals, constantly striving for the highest levels of excellence to proactively support and enhance the Presidency, as it works to build a better quality of life for the Filipino people.

Vision We are a team of highly driven professionals, striving for excellence in supporting the Presidency achieve a better quality of life for every Filipino. Mission To provide relevant and timely information to the Presidency and help build and nurture a bureaucracy marked by good governance and leadership by example. Goals Sustainable Growth and Development towards Poverty Alleviation (Societal Goal), Good Governance (Sectoral Goal), and Well-Informed Presidential Decisions (Provision of Decision Inputs for the Presidency, Monitoring and Evaluation of and Facilitation Work on Presidential Priorities and Management of Presidential Engagements, and Secretariat Support to Presidential Bodies).Responsive Technical Assistance and Advice to the Presidency (Organizational Outcome).

CORE VALUES Drive for Excellence PMS is a multi-disciplinary and grounded on professionalism and drive for excellence. Flexible, Dynamic, and Extensive Reach PMS work is anchored on the needs of the Presidency. Hence, it is on-call and if necessary, operates 24/7 to deliver its services effectively. To do this, PMS have networks on-site and on the ground, through its central and field units, and across sectors through its policy and monitoring units which are structured to cover critical sectors and anticipate critical issues/developments. Integrity and Passion for Anonymity In all its work, PMS has put premium on integrity and anonymity. PMS works quietly and performs tasks according to the day-to-day and long-term needs of the Presidency.

History

The Presidential Management Staff (PMS), became the PMS as it is known today, on 08 July 1976 pursuant to Presidential Decree No. 955. In January 1987, under former President Corazon Aquino, the PMS was given a fresh mandate to serve the Presidency as the Presidents primary technical support arm. (EO 130, 30 January,1987) Since then, PMS became the primary staff of the President on matters related to development management, working along the legacy of its three (3) predecessor Offices, namely:

Program Implementation Agency (PIA) which provided staff work on socio-economic programs for then President Diosdado Macapagal (created under Executive Order No. 17 dated 24 August 1962);

Presidential Economic Staff (PES) which provided staff support on economic matters for then President Ferdinand Marcos. (created under Executive Order No. 8 dated 01 February 1966, which later became the National Economic and Development Authority or NEDA); and

Development Management Staff (DMS) which became President Marcos staff support on national development concerns (created under Executive Order No. 250 dated 29 July 1970, which was later reconstituted and renamed the Presidential Management Staff or PMS per Presidential Decree No. 955 dated 08 July 1976).

With a dynamic, multi-disciplinary staff grounded on professionalism and drive for excellence, PMS serves the people by serving the Presidency.
