GENERAL
Access to the buildings and facilities under the control of the Company, and provisions for
people with disabilities, shall comply with the requirements of the relevant building legislation,
in particular the Building Code of Australia (BCA). The BCA prescribes a minimum standard of
provision to be in accordance with Australian Standard AS 1428.1. Where appropriate, every
effort should also be made to incorporate the requirements of AS 1428.2 - 1992. In addition,
some aspects of AS1428.4 noted herein are required to be complied with. Qantas will make
the final determination of the extent of non-statutory provision of facilities for people with
disabilities to be provided within building projects. This decision will only be made following
consultation with the Head of Procurement & Property Business Services.
Provisions for access and facilities for people with disabilities should be integrated, in almost
all cases, with those for the able-bodied, thus minimising feelings of segregation that may
otherwise be experienced. Particular attention shall be paid to toilet facilities, lifts, door sizes
and swings, floor finishes, hand rails, services, access and parking. Each level of each
building where toilets are provided shall incorporate at least one unisex accessible toilet, at
least one chilled water drinking fountain wherever drinking fountains are provided, which is
able to be operated by those with disabilities, and where applicable, one car parking bay
adjacent to an entrance at ground level.
Building entrances shall normally be at ground level without steps or shall be accessible by
way of ramps at the required gradient. Door threshold steps should ideally be avoided with the
maximum permitted where necessary for weatherproofing being 20mm. Threshold steps will
only be acceptable with the express approval of Qantas.

VERTICAL CIRCULATION
Lifts where provided shall comply with AS 1735.12.
Stairs for vertical circulation shall be provided with handrails to both sides of all flights and
shall comply with Clause 9.2 of AS1428.1.

SPECIAL REQUIREMENTS FOR PEOPLE WITH


DISABILITIES
The following requirements, including any additional to AS1428.1, shall be satisfied:

TOILETS AND SHOWERS


Refer to 'Design Guidelines Furniture & Fittings' (PQMS DG006) for details of PWD
requirements for these spaces.

3.2

DOOR CLOSERS
Closers suited to the application should be adjustable to the least closing force required.
Ensure that closers are adjusted to the lightest closing force necessary for satisfactory
operation. Two-way swing doors may be approved where appropriate.

KICK PLATES ON PWD TOILET DOORS


Provide stainless steel kickplates - 'Design Guidelines Doors, Hardware & Locks' (PQMS
DG007).

3.4

SWITCHES
Provide switches with large toggle for easy on/off action for people with hand impairment. To
be installed in disabled access toilets where and if switches are required and where nominated
by Qantas.

3.5

TAP FITTINGS
Provide basin mixer with 160mm extended lever option with fixed cast outlet and cascade
aerator, integrated flow control & temperature limiter incorporating AAA water conservation
rating.

3.6

HAND BASIN AND CANTILEVER BENCH


Provide semi-recessed basin fitting with heavy duty bracket and waste tie to provide free
access space under for wheelchair as per AS1428.1.

3.7

WC PAN AND CISTERN


Provide Pan with concealed trap and cistern with push button option incorporating large easy
push down dual flush buttons.

3.8

MIRROR
Provide clear anodised aluminium framed upright mirror 1000 x 450mm and mounted 800mm
above floor.

3.9

CATHETER SHELF
Provide accessary bathroom shelf fixed at pedestal height.

3.10 DRINKING FOUNTAIN


Refer 'Design Guidelines Furniture & Fittings' (PQMS DG006) for the dual fountain type
serving able bodied and PWD users.
Install a gully trap adjacent to serve the unit.
A pressure reduction valve shall be fitted to allow easier push button action.

3.11 RAMPS
The maximum gradient for ramps exceeding 1200mm in length shall be 1:14. Refer Figure 1
in AS 1428.1. Prefer change of texture (eg. different sized aggregate) to distinguish landings
on long ramps. (Refer AS.1428 Part 4 Tactile ground surface indicators).

3.12 STAIRS
As recommended in AS 1428.1 provide a strip of contrasting colour or texture on the stair
tread nosing - refer Section 6 stair treads.

3.13 SIGNAGE
Refer AS 1428.1 and Section 18.

3.14 UNISEX TOILET FACILITIES


When providing toilets for wheelchair users it is preferable to allow access for their assistant.

3.15 WORK SURFACES


In the context of Company facilities, work surfaces may mean, for example, office work desks,
training room table accommodation, lecture theatre seating/accommodation or workshop
benching. Where work surfaces are provided for wheelchair users, dimensions shall be
generally to those required under AS 1428.2 Clause 24.

3.16 HEARING AUGMENTATION - LISTENING SYSTEMS


These are described in AS1428.2. (Clause 21) See Section 19.

3.17 KITCHENETTES
Where kitchens/kitchenettes are briefed, working areas should comply with the
recommendations set out in Appendix A of AS1428.2 to the extent that these proposals are
applicable to the equipment and services required. These requirements should be compared
with the needs of non-disabled users, and the most appropriate functional outcome
determined.
Bench tops should be a minimum 860mm to a maximum of 870mm high.
