SHALFLEET PARISH COUNCIL STANDING ORDERS-GENERAL AND FINANCIAL EFFECTIVE:1.

Meetings Meetings of the parish council shall be held on the second Wednesday of each month (except Agust) unless otherwise agreed at one of the following venues: halfleet !" #rimary chool$ %he halfleet &all$ Wellow 'iterary (nstitute$ or the )ewbridge !ommunity !entre at such times that are advertised. At the Annual Meeting of the #arish !ouncil first business shall be the election of a !hairman and +ice,!hairman who at that meeting shall ma-e and sign their declaration of office.

(n the absence of the !hairman and +ice,!hairman any councilor may preside exercising all the powers and duties of !hairman in relation to the conduct of the meeting. /. Membership of !ommittees. At the annual meeting of the parish council membership of committees $sub,commitees$ and representation on outside bodies shall be decided and approved. 1uorum %hree members shall constitute a 2uorum$ but a motion to suspend standing orders shall not be moved without notice unless two thirds of the membership are present. A council may not sit in the event that the meeting is in,2uorate. +oting Members shall vote by simple show of hands. 5ecord of voting (f a member re2uires $ the !ler- shall record the names of members who voted on a proposal so as to show votes for$ against$ or abstentions. !asting vote. (n the event of an e2uality of votes the !hairman shall have a second or casting vote. 5ules of debate. %he commonly accepted rules of debate shall apply at all meetings of the council$ the proposer of the motion having a right of reply.

18. 5ecision of a previous resolution. A decision (whether affirmative or negative) of the council shall not be reversed within a period of six months unless strong material new reasons arise such as to render the original decision invalid or unsafe. 11. !lerA !ler- shall be employed by the council under such pay and conditions that are recommended by the )A'!9 '!! and applicable for the current level of council activity. A written contract shall be issued within one month of commencement of employment. #roper :fficer Where a statute$ regulation $or order confers functions or duties on the #roper :fficer of the council he9she shall be the !ler-.

All councilors on assuming office shall agree to be bound by the provisions of the !ode of !onduct adopted by halfleet #arish !ouncil in ;une *81*. %he !ler- shall agree to be bound by an employees code should such an order be incepted. 1.. "mergency <ecisions %he !ler- shall be authori=ed to act in cases of emergency or where circumstance re2uire appropriate expedient action$ such action should be reported in full at the next meeting of the council. Where it is possible such action shall be sub>ect to prior liaison with the !hairman or +ice,!hairman (Local Government Act 1972). 1/. 1uestions. a) ?eneral :n every normal agenda time is allocated at the end of meetings to allow members of the public to put 2uestions to the council$ this is for information only and may involve items not on the current agenda. )o decision or formal debate may ta-e place until the said item is placed on the next agenda advertised$ and considered at a subse2uent meeting. b) 5ight to ma-e 5epresentation. (i) Any member of the public wishing to ma-e representation to the council$ on an item which is considered to be the business of the council (ie agenda item) may spea- at a council meeting at the start of the agenda te! for a period not exceeding fifteen minutes prior to councilors formulating their comments. Members of the council will then be allowed$ at the discretion of the !hairman$ to as- 2uestions to members of the public. uch representation shall be sub>ect to prior written re2uest submitted to the !ler- at least */ hours prior to the meeting. " # Where a group of members of the public wishes to ma-e representation on an item which is considered to be the business of the council$ and is listed on the agenda they will be re2uired to nominate a representative$ from amongst themselves to spea- for a period not exceeding fifteen minutes . uch representation shall be sub>ect to prior written notice given to the !ler- at least */ hours before the meeting. (iii) %he !hairman will reserve the right to limit the number of spea-ers on any given item of business and his9her decision will be final. (iv) (f after spea-ing for the allotted time$ any member of the public or group persistently interrupts proceedings@ the !hairman$ after due warning to that person9s may order that they be removed and ad>ourn the meeting for such a period as necessary to restore order. (v) Any member of the council$ with a pre>udicial interest in any item before the council$ will be entitled to attend the meeting to ma-e representation$ give evidence or answer 2uestions in the same way as any member of the public and under the same constraints laid down by the council in these standing orders$ $efore %ea& ng the 'o(n' % 'ha!$er)

FINANCIAL STANDING ORDERS 1. 5esponsible Ainancial :fficer. %he !ler- shall act as the responsible financial officer of the council except where a separate officer is employed to discharge this function.

"xpenditure :rders for the payment of money shall be authori=ed by resolution of the council and signed by at least two members$ the exception to this being any minor expenditure made by the !ler- under petty cash imprest arrangements. !ontracts. a) Where a contract for wor- or goods is to be issued that exceeds B0888 but does not exceed B18888$ the !ler- shall give at least three wee-s public notice of such intention via public notice or agenda listing. Where possible such contracts shall comply with the spirit of best value. b) !ontracts for goods or execution of wor-s below B0888 in value may be awarded by the council as considered best providing proper estimates have been sought and consideration to value has ta-en place.

(ndemnity and &ealth and afety All contractors executing services to the council to values as defined in standing order .a above or in circumstances where ris- is high must have full indemnity insurance to current values as re2uired by the (sle of Wight Cnitary !ouncil.
