(he NCCA has been in&ited b' the "epartment of +oreign Affairs 0 %N/$CO National Commission4 to be on the Philippine delegation
to ensure that the &ie,s of the culture and arts sector are properl' presented in the Philippine position. am happ' that 'ou ,ill be
a&ailable to represent the NCCA on the delegation. shall submit a proposal to the Commission at its ne6t meeting, regarding 'our

(he NCAA inputs shall be combined ,ith those of other agencies and the resulting draft ,ould be the Philippine inter&ention on the

n behalf of the NCCA Goard of Commissioners, ma' in&ite 'ou to be a member of the $pecial Committee that ,e are constituting for
1998, to e&aluate applications for the ne, NCCA Competiti&e Brants Programs for Culture and Arts /6hibits and for Publication. (he
program for Publication is intended for the de&elopment of self2sustaining publications and audio2&isual materials on +ilipino cultural
heritage and artistic e6pression. On the other hand, the program for Culture and Arts /6hibits shall assist cultural institutions in the
design and mounting of e6hibits illuminating aspects of Philippine culture and arts.
Brants from the National /ndo,ment +und for Culture and Arts under R. A. No. H<5F ha&e in the past been made on recommendation
of the Committees concerned. /ach committee had a budget and grants ,ere processed as recei&ed, being e&aluated in the light of the
Committee ?s appro&ed program and other acti&ities for the 'ear.
(he ne, competiti&e grants program 0 described in the attached Proponent ?s Buide to NCCA Brants Programs4 are in addition to
Committee2based grants and has the aim of reaching talented artists ,ho ma' other,ise be outside the NCCA Committee net,or7.
$pecial /&aluation Committees are being constituted from among recogni!ed artists, including those ,ho ma' other,ise not be
a&ailable to ,or7 ,ith the NCCA. (he first set of applications 0 those recei&ed as of @une 154 are the ones that ,e propose to submit to
the $pecial Committee.
-e are hoping that 'ou ,ill =oin us in this underta7ing ,hich ,ould in&ol&e possibl' one or t,o meetings at most, so that the NCCA
communit' can benefit from 'our e6perience. -e ,ould also be &er' interested in 'our suggestions on ho, to further encourage artists,

(he /nglish $tudies Program of the "/C# is one of its 7ind in the Philippines. (he term : studies L signals a conceptual shift from
/nglish as a unidisciplinar' field to /nglish as an interdisciplinar' area of stud'. (he program ?s focus continues to be the /nglish
#anguage but it builds on an interdisciplinar' curriculum ,hich enables each student to relate language stud' to literature and culture.
(his orientation is reflected in man' of the courses ,hich ,e offer to our students. : /nglish for the Professions, L for e6ample, e6plores
the different ,a's /nglish ma' be used in the ,or7place in the Philippines. : #e&els of /nglish #anguage %se L e6amines the &arious
registers of /nglish in the countr' and in the ,orld. Our facult' are li7e,ise the first to introduce Critical #inguistics, Critical "iscourse
Anal'sis and other related fields ,hich build on an interpla' of #anguage, #iterar' (heor' and Critical Practice. All /nglish $tudies

(he "/C# staff has meticulousl' compiled data to Iuantif' the criteria on the CO/. Gut since final e&aluation, after all, ,ill ha&e to
consider Iualitati&e grounds, should li7e to highlight some strengths of our /nglish #anguage program. (hese are* 1. ts curricular
program
Onl' the "/C# has a full2blo,n /nglish $tudies* #anguage program ,hich includes the G.A., ).A., and Ph. ". le&els. t is the onl'
program ,ith a G.A. in /nglish $tudies thus pro&iding a solid undergraduate matri6 for its graduate offerings.
2. (he integration of curricular and e6tra2curricular programs ,ithin one structure, not disparate ones.
Combined under one ,ing are the ntensi&e /nglish Program for foreigners, the $ummer nstitute for (eachers of #anguage and
#iterature, the /6tension Programs on Professional Communication, and the three2tiered curricular program on /nglish $tudies. (his
structure ma7es possible a sharing of &ision and resources through a mutuall' enriching arrangement.
<. A large enrolment in, and turnout of graduates from all three le&els of the /nglish $tudies Program 0 please see figures in the
attached report4.
n this respect, the "/C# has had a strong impact on /nglish language education and /nglish related professions such as la,,
ad&ertising, mass communication, human resource de&elopment, foreign ser&ice, tourism, etc.
E. ts interdisciplinar' orientation, thus challenging traditional borders of the discipline.
(he curriculum pro&ides solid bac7ground in the sub2fields of linguistics and the &arious approaches to it. t has, ho,e&er, opened itself
up to other disciplines b' pro&iding for electi&es. (he facult' ha&e also introduced Critical "iscourse Anal'sis and other related fields
,hich build on an interpla' of #anguage, #iterar' (heor' and Critical Practice. All /nglish $tudies ma=ors are gi&en adeIuate
bac7ground in #iterature. (hus, the facult' ?s research and publications in language, literature and culture do&etails ,ith this
interdisciplinar' perspecti&e.

(he "/C# facult' ha&e designed distance education modules for : Problems in Rhetoric L , a course to,ards the ).A. in #anguage
$tudies 0 "istance /ducation )ode4 and for Communication and Communication 0 +reshman /nglish4. (he "istance /ducation
program e6plores alternati&e approaches to teaching the /nglish #anguage9 li7e,ise, it ,idens access to /nglish #anguage $tudies in
the Philippines.
F. (he solid Iualifications of its facult' and the %ni&ersit' ?s continuing facult' de&elopment programs
No other "epartment of /nglish can match the number of Ph.". and ).A. degree holders in the "/C# and the =unior facult' ,ith ).A.
units. Almost all ha&e been producti&e in terms of research and publications. (he facult' ha&e been e6posed to centers of 7no,ledge in
&arious parts of the ,orld.
H. ts &aluable ser&ice to a large Beneral /ducation /nglish Program 0 B./.4. (he "/C# ser&ices bet,een 2,5>> to <,>>> through its
regular B./. course offerings and through the ancillar' ser&ices of the #anguage #aborator', the #earning Resource Center and the
Audio23isual Rooms.
-ith these distincti&e features and Iualit' in&ol&ement in the spheres of teaching, research and e6tension am confident the
