District Proposal Does Not Make Teachers a Priority
The PEA and district bargaining teams met last Thursday for the final scheduled bargaining date of
the school year. We were introduced to the new electronic evaluation system that the district wants
to institute. Some security questions were answered and a few still remain to be discussed. Overall
the program does have promise, but your PEA bargaining team will make sure that contract
language is written to provide protections for unit members with an on-line evaluation system.
The district also introduced the idea of suspending the PAR program and spending time coming up
with a new teacher support program. We will continue to look into this idea; however, PEA
recognizes that there must be a support program in place as a new one is being developed. And it
was dj vu when the district proposed cutting elementary lunch from 50 minutes to 30 minutes.
Havent we been through that a dozen times already? No way! The rest of the day was spent going
over other articles. Here are the current positions:

PEA District
Staff meetings PEA wants to limit the time you can be
kept beyond the contracted day to 30
minutes.
The district says they will let you know
an end time, but reserve the right to
continue to keep you as long as they
want.
Leave Bereavement - Status quo
Paternity & Adoption - PEA and
PUSD agree to increase to 7 days
The district wants you to bring proof
you actually went to a funeral.
Class size PEA proposed 24-1 in K-3 and 25-1 in
4-5. We also want balanced classes
within those levels.
PEA proposed reducing the Speech
Language Therapists caseloads from
75 to 62.
PEA proposed limiting Resource
Specialists caseloads to special
education students only.
The district wants the ability to go up
to 30-1 in K-3 and 32-1 in 4-5. They
also want to get rid of class
maximums.
District said no.

Evaluations Status quo The district wants to bring in electronic
evaluation procedure. District also
wants informal observations to be used
in evaluations. If administrators walked
through your room for 5 minutes and
saw something they didnt like, they
could use it in your evaluation.
Elementary
Lunch
Status quo The district wants to reduce the duty-
free lunch from 50 minutes to 30
minutes.
Safety PEA proposed that members be voted
onto the safety committee.
The district wants to reserve the right
to add or delete people to the safety
committee as they see fit.
Summer
School
PEA wants to continue to follow MOU
for summer school.
The district wants to include current
evaluations in summer school selection
and widen criteria for choosing
teachers, contrary to what the MOU
says.
Non-
discrimination
Clause
PEA and PUSD are in agreement. PEA and PUSD are in agreement.
Work Year PEA supports adding one paid day to
calendar, but wants the day to be
expressly defined. PEA wants student
start day pushed back one day to
accommodate the additional day.
The district agrees to one paid day, but
wants teachers to come back one day
earlier this August.
Benefits PEA wants fully paid benefits to be
restored.
The district proposed an increase in
contributions to benefits in the first
year of a 3-year deal and no additional
increases the other two years. The
district offered family vision.
Salary PEA proposed 10% for 14-15. The district offered 9.5% total over the
next 3 years.
At first glance, because you received no increase this year and only 1% last year, the district
proposal might seem appealing, but when you look at the districts finances, its clear to see, this

compensation offer is not nearly enough. Even the Deputy Superintendent, Enrique Palacios said to
us a few months ago, there was going to be so much money Abe [Doctolero, Asst. Supt., Ed
Services] wouldnt be able to find enough programs to spend it all on! This was said at a meeting
during which we expressed concerns about the cost of class size reduction being implemented
without all the funding in place. We were reassured the district had plenty of money to fund
CSR and would have plenty of money to give a substantial salary and benefits increase as well.
With that in our minds, you can see why were not satisfied with being offered a tiny fraction of the
increased funding the district is receiving.
The district has acknowledged that our members came though when times were bad and we began
paying a significant portion of our health benefits. Since then, we have seen those costs rise and
rise and, with little or no salary increases, it has adversely affected our members take-home
pay. Now that times are good and the district has enough money to contribute toward increases in
both salary and benefits, their counter proposals show that once again teachers are not a priority.
Its reflected in the LCAP too the district is spending their money on more programs and more Ed
Services priorities, not on attracting and retaining highly qualified teachers. A budget is about
priorities and the districts actions show that we are last on the list after everything else has been
funded.
What can you do? Make sure your rep has your personal email so you can stay informed. Over the
summer, we plan to continue to develop our organizing plan to kick off in the fall when school
resumes. Lets let our new Superintendent know that we expect to be valued! Plan to come to
board meetings and rally to push them to a settlement. If you have some time this summer to get
