Region a l Defen s e Spen d in g
Thr ough the m id a n d la te 1980s , r egion a l d efen s e expen d itur e in cr ea s ed a t
a n un pr eced en ted r a te. Given the d eclin e in d efen s e s pen d in g in the Un ited
Sta tes , Eur ope, a n d the for m er Soviet Un ion s in ce 1989, this ha s r es ulted in
a d oublin g of the A s ia n s ha r e of the wor ld m ilita r y expen d itur e over the pa s t
d eca d e. A lthough gr os s figur es s hould be tr ea ted ca r efully, it is likely tha t
d efen s e expen d itur es in Ea s t A s ia a n d A us tr a la s ia in 1992 a m oun ted to s om e
$105 billion (figur es a r e in U.S. d olla r s un les s other wis e in d ica ted ), a n d tha t
this will in cr ea s e to m or e tha n $130 billion by 1995-by which tim e it will
equa l tha t of a ll Eur ope (n ot coun tin g the s ta tes of the for m er Soviet Un ion ).

coun tr ies ), the r a te of gr owth r em a in s ver y high. In South Kor ea , for exa m -
ple, the d efen s e bud get for fis ca l yea r (FY) 1993 is 9.8 per cen t higher tha n
the FY 1992 bud get ($12.3 billion com pa r ed to $11.2 billion ).9 In Ta iwa n , the
d efen s e bud get for FY 1994 will be 12.6 per cen t gr ea ter tha n tha t for FY
1993.10 In Chin a , the in cr ea s e for 1993 is 12.5 per cen t, which is the four th
con s ecutive yea r tha t it ha s gr own by a d ouble-d igit per cen ta ge.1" On ly in
Ja pa n ha s the r a te of gr owth s lowed , with the two per cen t gr owth in 1993
bein g the s m a lles t in cr ea s e in 33 yea r s .12 On the other ha n d , in Southea s t
A s ia , the pictur e is r a ther d iffer en t, with the high gr owth r a tes of the la te

(JDA ) ha s s ta ted in con n ection with Ja pa n 's en ha n cem en t of its techn ica l
in telligen ce collection ca pa bilities : "It is highly im por ta n t for Ja pa n , which
follows a n exclus ively s elf-d efen s ive pos tur e, to m a in ta in wa r n in g a n d s ur -
