Subject: Protest by SNEA (I) in Kerala Telecom Circle- planned motives of some vested
interest which needs immediate and independent inquiry.

Respected Sir,
Your kind is well aware about the protest being held by SNEA (I) for about two
months. One side CGM Kerala Telecom Circle is projecting as if this protest is merely to get
favor in transfer and posting and other side Protesting association is projecting as if this
protest is against the corrupt practice of CGM Kerala Telecom Circle. In either case BSNL has
lost a lot owing to this protest which is ultimately affecting the benefits of other section of
the employees in BSNL. As CGM Kerala had the option to end this protest at the initial stage
by forming an independent committee to analyze the demands of the association in the light
of the Policies/Guidelines of the company and even should have taken the intervention of
BSNL CO or court of law if the said protest is really for the wrong cause. But he has preferred
the path of victimization by deploying police force, serving show cause notice, dies-non etc
to crush the democratic voice in BSNL. After such long protest when our beloved company
has already lost a lot, CGM Kerala has started diluting his initial stand and is now trying to
appease the protesting officers just by modifying the transfers and posting. Such action by
CGM Kerala will definitely give a ray of doubt into minds of all that who is correct. Moreover
SNEA (I) is one of the recognized executives association in BSNL and their allegation about
corrupt practice of CGM Kerala in waiving off/reducing penalty of Rs 30 imposed against
Nortel, vender For GSM expansion cannot simply be ignored.

Now in this scenario, when the stand taken by administration is taking a fast U turn, we
believe that simply these allegations cannot be ignored now. Therefore, I request your
goodself to kindly take note of this complete episode and constitute an independent enquiry
and/or hand over to investigation agencies so that this protest simply shall not ends with
getting some favor in transfer and posting else other section of employees who are really
affected by the productivity of the company may start another protest to permanently stop
the game played by the vested interests in BSNL.
