Minutes of the meeting held on 04-12-2007 in the chamber of the CPMG, Orissa Circle
under the chairmanship of the CPMG Shri A.N Nanda to discuss the implementation of
MOU points between Department of post and BSNL

At the outset, Shri J.Ganta GM (Mktg.), BSNL, Orissa Telecom Circle has appraised the
CPMG about the MOU between the Postal & BSNL for dealing & transaction of BSNL
product & services and also the development happened in the earlier meeting (held on
19-02-2007) with all the Postal Directors of Orissa. Consequently the minutes released
jointly in this regard by both BSNL & Postal Circle has been reviewed and discussed
point by point.
The following items of previous meeting minutes held on 19-02-2007 (marked in Blue
Color) have been discussed point by point and conclusion drawn in the meeting has
been drafted (in Black Color) as follows.

It was agreed in principle that BSNL will entrust all postal outlets (including SubPost Offices and authorized branch post offices) in Orissa, for collection of bill
amount for Landline, WLL, mobile services. Sundergarh SSA model i.e. Pay by
date for time sensitive bills will be forwarded for implementation.
a) The Postal side will provide a Classified List of Post Offices in Orissa
showing the names of all Head Post Offices with group of post offices under
them in each revenue District. The Postal side will also provide a PIN code
directory of Orissa showing the names of post offices in alphabetical order.
b) All Post offices from the level of a Sub Post Office upwards will start
collecting the amount of telephone bills immediately.
(c) The BSNL will publicize authorization of all post offices in Orissa from the
level Sub-Post Office upwards to accept the amount of telephone bills, for
information of members of public.

Orissa Postal Circle will collect the telephone bills amount from the premises of
subscribers through postmen with a normal extra charge of Rs 5/-. Taxes
applicable as usual will be payable by BSNL extra. The BSNL agreed to
publicize this facility for benefit of customers.

BSNL will avail itself of the e-payment facility offered by the Department of
Posts in identified 52 locations in Orissa, in pattern of pilot project now being
implemented in Karnataka circle. The charge for each collection irrespective of
amount is Rs 5/-. Taxes applicable as usual will be payable by BSNL extra. It
was agreed by both sides to start the service in Bhubaneswar on pilot project
basis.

POSTAL-BSNL will publicize through appropriate media/Direct Post

for information of Public.

The E-Payment service for collection of amount of bills will start

immediately from about 188 computerized post offices across the state. The
BSNL will provide access to their servers for the purpose of viewing the bills of
the customers who will come to post offices for depositing amount without bills.

It was agreed by both sides that BSNL would dispatch all kinds of telephone
bills including Landline, WLL, Mobile, and Internet etc through postal channel
throughout Orissa. DoP will accept bills for dispatch under Bill Mail Service. The
mails will be dealt with under business post for which token extra charges for
additional services/ pre-mailing activities will have to be paid by BSNL. Postal
side will give a formal proposal mentioning the prevailing tariff for approval by
CGM, BSNL, Orissa circle.

In addition to the usual charges (present rate is Rs.3/-) for Bill Mail
Service/National Bill Mail Service, the BSNL will pay the following charges
under Business for pre-mailing activities for dispatch of all kinds of bills as per
DoP rates/ Gazette Notification.

BSNL will avail itself of current services such as Speed Post, e-Post, Express
Parcel Post, Media Post, Logistic Post and the services to be introduced in
future. BSNL mentioned that they are utilizing these services at present.

media Post and Logistics Post

BSNL agreed to entrust retailing of SIM cards of Prepaid and Postpaid cellular
connections, Recharge Coupons, IT Cards, Sancharnet Cards etc to all units in
Orissa Postal Circle.The commission structure for prepaid products will be same
as applicable to primary franchisee without making the Deptt. Of Posts to pay
any upfront/ advance. The commission structure for postpaid products shall be
same as that of DSA and can be increased upto that of franchisee, subject to
the approval of the CGMT. The Operating & Accounting procedure will be
finalized by the postal side.

(a) Retailing SIMS and RCVs will be started immediately in 35

Head Post Offices and 35 Mukhya Dak Ghars, the list of which has already
been supplied to BSNL. The revenue district wise list of such post offices is
supplied by Postal side.

(b) The commission / discount structure for both Post-paid and prepaid services will be same as for DSA as per the S & D policy of BSNL and as
decided by BSNL corporate office from time to time. The commission /discount
structure will be supplied by the BSNL.

BSNL will avail the Direct Post Service of DoP for advertising/ popularizing
BSNL products by circulation of advertising materials whenever there is an
occasion for this. Volume discount admissible to corporate customers will be
allowed to BSNL.

Direct Post Service is a very good media for marketing of BSNL

services by delivering the information directly in the premises of public. BSNL
will avail it.

BSNL will entrust the job of address verification for all telecom services
including mobile services to Orissa Postal Circle throughout Orissa. BSNL
offered Rs 25/- as the charge per verification as against Rs 30/- proposed by
Postal side, which is pending acceptance. Operating and Accounting procedure
for the job will be finalized by postal side.
Postal side will carry out verification of subscribers of both Mobile and
Landline/WLL telephones using Address Web Service.The Postal side
proposed Rs.30/- as the charges per case the following break up but BSNL
side mentioned it as high. On further negotiation, the BSNL mentioned to
consider the proposal of accepting Rs.30/- as the charges for case.

Considering Orissa postal circle as a single unit, the BSNL will allow volume
discount/ corporate discount offered to high caller subscribers, after centralized
billing system for whole circle is implemented. To start with, this will be
implemented at SSA level separately for basic and mobile services as
accounting procedure for both are different. This is subject to condition that the
consolidated bill for an SSA is paid by Postal side at a single online counter on
or before pay by date.
GM(F),Orissa Circle told that, the volume discount can be extended to Orissa
Postal circle, treating it as a single unit after collecting the payment details from
the SSAs.
