Condolences to Bob Kane on
the loss of his wife, Shirley. Together
they symbolized the very essence of
volunteerism _ beautifying The
Springs. Shirley was right there,
urging Bob on. She will be missed.
Our next meeting will be on
November 17th and we hope to see
you then. 6:30 p.m. at the clubhouse.

Minutes of the Board of Directors Meeting
Wednesday, September 16, 2009
To be approved by BOD at Wednesday,
October 21, 2009 Meeting
The Board of Directors of The Springs
Community Association, Inc. met at the
Clubhouse on Wednesday, September 16,
2009. Board members present were:
Jerry Alexandrowicz, President; Patrick
Grady, Vice President; Bob Johnston,
Treasurer; Ted Kaiser, Secretary; Directors
Bob Shakar, David Forthuber and Donald
Ullrich. Emil “Skip” Scipioni, Community
Association Manager was also present.
Call to Order: After a quorum was
established President, Jerry Alexandrowicz
called the meeting to order at 7 p.m.
President’s Report: No report.
Secretary’s Report: A motion was
made by Bob Johnston and was seconded
by Bob Shakar that the minutes of the
August 19, 2009 Board of Directors
meeting be approved with no changes.
The motion was approved unanimously.
Treasurer’s Report: Bob Johnston
noted that we have $30,959 in the
Operating accounts, $349,110 in the
money market accounts and $290,050 in
the Reserve Account. Currently there is
$224,815 in accounts receivable. Year to
date net income is ($10,359).
Property Manager’s Report: Emil
“Skip” Scipioni, Property Manager,
reviewed the needs and accomplishments
of the Association, which are summarized
in the manager’s report previously
distributed to the Board members. A copy
is also available in the September
Newsletter. The manager asked the Board
to carefully review the planned project
items.
• Community Garage Sale:
Management received a request for a
“Community Garage Sale”. It was the
consensus of the Board and those
members in attendance that since
there was little interest, there should
not be a garage sale.
• Gate Module for Property
Management Software: The
manager informed the Board that he

meeting” online demonstration of the
gate module available for the
property management software
(TOPS – 212 Software) currently
used by the management company
(Don Asher & Associates). The cost is
$795. Patrick Grady made a motion,
which was seconded by Ted Kaiser, to
purchase the software. The motion
carried unanimously.
• Asphalt Repair & Resurfacing:
Management informed the Board that
a scope of work and specifications
were developed for repair and
resurfacing of selected damaged
areas. Requests for proposals were
sent to six companies. Those who
responded were: Advanced Paving &
Seal Coating ($55,417), All Asphalt
Services ($44,300), Asphalt
Preservation Systems ($70,520), and
D-2 Site ($35,200). After discussion,
the Board directed Management to
have all the above listed companies
re-bid on the cul-de-sac repairs and
resurfacing only and to contact
references for all companies.
• School Bus Stop Parking:
Concern was raised over the parking
on grass and roads by parents at the
school bus stops. The Board asked
management to come up with an
equitable solution.

HOMEOWNER’S FORUM:
• Ron Kenney thanked the Board for
the improvements to the property.
• David Stevens asked the Board what
has been spent on legal fees for the
wall.
• Donald Saxon addressed the Board
regarding the status of the property,
which he owns, on S.R. 434 and
asked the Board for their opinion on
their proposal. No opinions were
rendered.
• Marion Bayne notified the Board of
his intention to submit a request for
interior renovations to the clubhouse.
OLD BUSINESS:
• Access Authorization: Patrick Grady
reported that website authorization
for guest access has been installed
and tested. Its availability has been
announced in the newsletter.
• S.R. 434 – County Interaction: Bob
Shakar reported the status of the
County’s plans to install a 6-foot
black vinyl chain link fence between
the sidewalk and retention ponds on
the South side of S.R. 434. The SCA
is asking for aluminum fencing and
possible columns. Seminole County
has agreed to move the traffic
control box to the opposite side of
S.R. 434, off SCA property, as well as
install conduits under the roads for
future irrigation of the median. Also
in discussion is the possibility of trees
in the median.
NEW BUSINESS:
• Policy 1 Re-Write: Ted Kaiser
reported that he has proposed a re-
write of Policy 1, which has been
reviewed with input from a few
Board members. It will be another
month before it is presented to the
Board for approval.
• Board Suggestions for 2010 SCA
Budget: Bob Johnston disseminated
a draft of the proposed 2010 budget
showing current 2009 approved
budget, year to date spending and
projected spending. The Audit/
Finance Committee will be working
o n a p ro p o s e d b u d g e t t o b e
presented to the Board at the
October meeting.
• Wall – Second Phase: Bob Shakar
will be soliciting additional bids for
the second phase (Easterly section)
of approximately 1300 feet. He will
also request a bid for a 700 feet
section on Markham Woods Road. He
is also seeking bids for land clearing
of these same areas.
• Nominating Committee: Ted Kaiser
addressed the Board on the request
for the Nominating Committee. A
motion was made by Don Ullrich and
seconded by Patrick Grady to
approve the following
recommendations made by Ted
Kaiser:
• That Ted Kaiser be appointed
Chairman of the Nominating
Committee and Bob Johnston
and Don Ullrich be appointed as
members of the committee, as
the documents require 3
members.
• That the October and November
newsletter and website carry an
announcement of submitting
 names / resumes by those persons
who desire to seek a seat on the
Board of Directors. That these
announcements in printed form be
available in the management office
for pickup. That these intentions be
submitted in a sealed envelope
address to Ted Kaiser, Secretary, at
the Business Office and must be
received by 5 p.m. on November 11,
2009. That these be run in the
December newsletter as received.
That an announcement seeking
candidates be put on the reader
board commencing October 12, 2009.
• That Michelle Davis be appointed
chair to oversee the ballot counting
and Karen Fatizzi be co-chair to
coordinate the voting process on
January 20, 2010. That they submit a
list of proposed workers by December
9, 2009 (Wednesday) to be in the
December packet for review /
approval at the December 16, 2009
Board of Directors meeting.
• That Michelle Davis, Karen Fatizzi,
and Emil “Skip” Scipioni be tasked to
review the procedures for the election
that have been used in the past,
update as required and provide to the
Board by December 9, 2009 for
review at the December 16, 2009
meeting.
The motion carried unanimously.
• Don Ullrich made a recommendation to
establish the following dates for a “Meet
the Candidates” forum at the clubhouse:
Sunday, December 6, 2009 from 3 p.m. –
5 p.m. and Saturday, January 9, 2010
from 3 p.m. – 5 p.m. There was no
objection by the Board, but it was noted
that these meetings were not Board
sponsored.
• Property Maintenance Violation
Enforcement: The manager reported that
approximately 150 property violation
letters were sent out. There are several
properties that have received the final
notice. The manager asked the Board for
direction as to the next step. Discussion
ensued. Ted Kaiser made a motion that
those properties that are vacant and have
landscape maintenance violations should
be sent a letter drafted by management
of the respective associations. The letter
will address the violation and required
maintenance, billing the lot owner for the
work. The motion was seconded by
Patrick Grady and carried unanimously.

• Valley Crest maintained and cleaned up
three vacant properties at the expense of
the owners .
• Began clean up of greenbelt area.
• Maintenance cleaned south run canal.
• Painted signs and light posts on Springs
Blvd.
• Completed power washing on Springs
Blvd.
• Completed the painting of speed bumps
on Springs Blvd.
• Repaired irrigation line breaks as they
occurred.
• Repaired posts damaged by MV accident.
• Cold patched roadways.
• Replaced all a/c filters.
ENTRANCE:
• Electric motor repaired front entrance
landscaping and streetlights.
• SCA maintenance spent a lot of time
w o r k i n g w i t h t h e f r o n t e n t ra n c e
landscaping fixing the irrigation leaks as
they occurred.
GATE:
• Processes for gate-entry passes and
parking policy have been implemented.
• Interior of gatehouse should be painted.
MEN & WOMEN’S SPA:
• Orkin treated the spas.
• Made repairs to brick walkway from
gazebo to pool area.
PROPERTY INSPECTION:
Property inspections revealed the following
maintenance and improvement needs in the
community.
• Frame and paint signage on Springs Blvd.
• Landscape in the courtyard of the spas
needs to be replaced and the pool
decking and coping should be painted.
