constituted the inquiry committee with the following members.


1. Dr Mobin Associate Professor Department of Pediatrics BMC
2. Dr Dost Mohammed, Principal Medical Officer BMCH
3. Babu Abdul Sattar, Matron BMCH
The terms of reference were as under:
1. To determine the factors behind the unfortunate incident on
Thursday, 20th March 2014.
2. To pinpoint the person/persons involved from within our staff.
3. To suggest remedial measures to prevent these incidences
from occurring in future.
The persons interviewed were Dr Hussein Zarkoon (Duty Doctor), Dr
Younus Zarkoon (Junior Registrar) and Staff Rahila (Duty Nurse).
Given below is an account of the personnel statements:
A) Dr Hussein stated that he assumed charged as evening duty
doctor at 2:00 PM. He did admit that he was busy in the ward
and did not round the Nursery. At 3:20 PM he saw Staff Rahila
banging his office door. When he inquired about the reason
she asked him to accompany her to Nursery but did not give
any reason. He accompanied the Staff to the Nursery where
he saw a large number of people . There the staff told him
that the baby had been stolen. He came back and informed
his ward in-charge at 3:56 PM, who told him to contact the
RMO. The RMO came with him and interviewed the mother at
4:15. In a short while the police arrived and they were taken
to the police station where they recorded their statements
three hours later.

B) Staff Rehana was interviewed next. She said that a young lady
named Sumeera who purportedly was from MSF (Doctors
without borders) Came at 3:00 PM and asked for this very
baby to be transferred to QPH hospital. The staff then talked
to the baby father (as per her perception) via mothers mobile
and the person she spoke to consented to the shifting of the
patients. The staff then handed over the patients to the
mother who then gave it to the NGO woman. In the next 10
minutes the mother raised hue and cry that her baby was
stolen. The two Nursing students who were present at that
time also corroborated Staff Rehana story. The Staff then went
downstairs in panic to call Dr Hussein. The rest of the story is
the same as told by Dr Hussein.
C) The third person that was interviewed was Dr Younus, whose
case is curious to say the least. He was neither the duty
doctor nor was supposed to be t here but was mentioned in
the police report specifically. The reason is that he was
mentioned by the baby uncle as being instrumental in the
transfer of the baby. His account is as under:
I was contacted by Mr. Ihsan who had heard that my own son was
admitted in MSF . He asked me to get his relatives baby admitted
and I told him that space is always as issue and I can tell him if
space is available. I swear that I did not know that parents of this
baby nor did I ever speak to them about transferring the baby. I did
