Getting Started
New AVCS Customers
Your Admiralty Chart Agent will provide you with the following materials when you subscribe to AVCS for the
first time:
AVCS Licence
This may be supplied with the AVCS Start-Up Pack on hard media, e.g. floppy, CD, etc. or separately by email. The initial licence pack will contain the following:
A Schedule A, this is a PDF document listing the Folios and ENC Units that the user is licensed for. It
also lists the Home CD where the licensed ENCs are held. This is particularly useful as it prevents
unnecessary loading of those CDs that do not contain any licensed ENCs.
A set of ENC Permit files (PERMIT.TXT and ENC.PMT) for each ECDIS installation.
AVCS Certificate (a PDF document showing your vessel and license details).
For an initial installation, or a reinstallation of AVCS on a purged ECDIS you will need all of the above
materials. If you are applying a weekly update, you will only need the latest AVCS update disc and possibly a
new ENC Permit file. If you want to install additional coverage on the ECDIS you will need the latest base
disc(s), the latest update CD and a new set of ENC Permit files.
Pre-installation Checks
Data Cleansing
New AVCS customers who had previously subscribed to other ENC services are strongly recommended to
remove (purge) all ENC Permits and ENCs from the system before installing AVCS. There is a good reason
for doing this as previously installed ENCs may become out of date if they are not licensed in AVCS. If the
system is not purged redundant ENCs may remain in the system database (SENC) and be available for use,
even if the previous license has expired. However unlicensed ENCs cannot be updated and the user may be
unaware of this if inadvertently navigating on one. Instructions on how to remove ENC Permits and ENCs
are described later in the Data Cleansing section.
Currently an AVCS Update CD will not be available if the customer joins AVCS coincidentally with a re-issue of the
AVCS Base CDs. This may change in the future with the incremental issue of the AVCS bases.

Background
The ECDIS authenticates the source and integrity of encrypted ENCs from Service Providers against a preinstalled Public Key. The Public Key can be formatted in one of two ways, either an ASCII text file (.PUB) or
an X509 Certificate (.CRT). Newer ECDIS (manufactured since 2003) often come with the IHO.PUB and/or
IHO.CRT pre-installed as the IHO are the Scheme Administrator (SA) for the S-63 ENC Data Protection
Scheme. The UKHO is a certified subscriber to this scheme. However, for historical reasons, it does not use
the IHO Public Key. AVCS ENCs are currently authenticated against the PRIMAR Public Key. The reason for
this being that many legacy ECDIS are configured to authenticate against this Public Key. The UKHO will
migrate to the IHO public key in the future when it is considered safe to do so without causing any
inconvenience to existing users.
Emergencies
In certain circumstances it may be necessary for a vessel to get access to an AVCS ENC at very short
notice, for instance, if having to divert from the planned route in a medical emergency. See Emergency
Chart Permit Generation in the Getting Help section.

Data Management
Charting Functions
All AVCS ENC management operations are carried out from the Install and Update functions accessed
through the Charts menus.
When the system is first started and with no AVCS ENCs or installed the following screen will be displayed.
The screen identifies (bottom right) that Unofficial ENC data displayed. Please refer to paper chart. This is
a default message as only the world vector shoreline is loaded in the system.
Clicking on the Charts button (Circled above) will produce a drop down menu with several options as
follows:
1. Open, this allows the user to open and view imported AVCS ENCs using the World Vector Chart or
Vector Chart options.
2. Save Current, this allows the user to save a particular AVCS ENC in a Vector Chart list identified
in 1 above.
3. Install, this allows the user to install and manage ENC permits, remove charts, install base charts.
The Vector option should be selected in the case of AVCS ENCs.
4. Update, this allows the user to install and apply updates to imported charts. The Vector option
should be selected in the case of AVCS ENCs. Although there is also an option to install updates
manually. In these instances the ECDIS operators manual should be consulted.
5. Arrange, in cases when more than one chart is loaded in the viewer the user can choose to view
these simultaneously in the following modes, Cascade, Tile Vertically and Tile Horizontally.

6. Vector Chart Settings, this lets the user customise the display of ENC symbols in the viewer.
7. Display Options, among the options available are User Maps and External Cursors. Users can
find out more details about these options by consulting the ECDIS operators manual.
8. ENC Symbols (Chart 1), if users are uncertain about the meaning of a particular on screen ENC
symbol they can use this option to seek clarification.
Select Yes to display the Install window. The Install window contains functions which allows users to
carry out the following:
Install and remove AVCS ENC permits from the ECDIS. It also enables the user, in cases of emergency,
to manually install individual AVCS ENC permits strings. These may be supplied, by phone, fax, etc. from
an Admiralty Chart Agent or direct from the UKHO (see Emergency Chart Permit Generation).
Check the latest edition and update numbers together with their issue dates of installed AVCS ENCs.
If there are no pre-installed ENCs or Vector Charts the only INSTALLED CELLS in the list will be the
vectors charts used to construct the world vector shoreline. This is the backdrop used to depict the world
and all charts of this type are always prefixed in the list with 7c.

The bottom section of the Install window contains all the functionality to manage a customers licenced
holdings.
NOTE: AVCS ENCs listed above in grey are unlicensed and as such have no corresponding AVCS ENC
Permits.

When Vector is selected the following dialog box is displayed select Yes to continue.
A Vector Chart Update dialog will be displayed at the bottom of the main display.
If option 2 is selected the system allows the user to browse to an alternate location using the Browser for
Folder dialog box as follows:

If option 3 is selected the following ENC Updates dialog is displayed. Select Browse and a Select Directory
dialog is displayed enabling the user to define the destination directory where the update exchange set is
located. Click OK when update is located to continue.
Click Update to apply the updates to the system database (SENC). The dialog can be exited by clicking on
the Done button.

Data Cleansing
The Data Cleansing section above highlights the need for new AVCS customers, who had previously
subscribed to other ENC services, to remove (purge) all ENC Permits and ENCs from the system before
installing AVCS. It also outlines the reasoning behind this recommendation; the following section outlines the
method of carrying this out on this ECDIS.

NOTE: Users may receive a CRC or Checksum error when installing AVCS ENC permits to the system.
There are two conditions where this could occur. Firstly the wrong dongle or USB device is connected to the
system or the AVCS ENC Permits have been created for the wrong Userpermit/System. Care should be
taken on vessels with multiple ECDIS that each set of permits is delivered to correct corresponding system.
From CD
If selecting the From CD button the system will automatically
search the CD-ROM drive for the appropriate PERMIT.TXT file.
If one cannot be found the following Cant find permit files
message will be displayed.

Otherwise all permits will be installed after which the following message is presented to the user.
Click the OK button and a message box will be briefly displayed informing user that the permits are being
installed. On completion the following Encrypted ENC Permit List window will be displayed listing all installed
AVCS ENC permits and their status.
From Disk
If selecting the From Disk option the user has the option to browse to any internal or external drive through
the following Browse for Folder dialog.
The user should browse to the destination folder where the AVCS ENC permits are located and click OK.
The same process is then carried out as for the From CD

The user can select the Yes option but this will mean acknowledging the same message for all the ENC
permits on the licence. In these instances it is better to select the No option. This message is normally
triggered on vessels with multiple ECDIS with different userpermits. If the No option is selected the following,
rather misleading, message is displayed.

However the following Encrypted ENC Permit List dialog box is displayed where it can be clearly seen that
the NOT all have been installed.
NOTE: In the example above the AVCS ENC permit GB104811 was already installed on the system.

following link http://www.ukho.gov.uk/ProductsandServices/ElectronicCharts/Pages/AUS.aspx and by following the
instructions in the Digital Products Downloads box. These are contained in a series of zipped files named
AVCS_WKWW_YY_BaseN, where WW is the week number, YY the year and N is number of the base.

When all the updates have been applied the Vector Chart Update box will be updated similar to the
following screenshot:
At this point the user has the option to view all applied updates. In the example above GB100002, Update
001 indicates that a Light/Fog signal were modified and a Buoy, special purpose/general was inserted. The
user can use the scroll function to identify further objects that were associated with Update 001.

It is important that the user now repeats the base and update installation for all remaining AVCS Base CDs
that the user is licenced for.
NOTE: Make sure that ALL the AVCS Base CDs have been installed and updated before installing the
latest Update CD. Updates cannot be applied unless the ENC base file and the associated
updates are present in the system database (SENC).

The latest AVCS Update CD is available for download from the UKHO website. This can be found using the following
link http://www.ukho.gov.uk/ProductsandServices/ElectronicCharts/Pages/AUS.aspx and following the instructions in the

Getting Help
Many of the difficulties that could be experienced when using AVCS with this system can be avoided by
carefully following the instructions in this guide. However, issues that are known to have caused confusion in
the past are detailed below in the Frequently Answered Questions (FAQ) section. Note that the FAQs in this

Who should you contact?
You will receive the most effective support if you address your initial query to the correct organisation. This
will usually be the manufacturer of the ECDIS equipment, or the Admiralty Chart Agent you obtain your
AVCS charts from, but in certain circumstances you may need to contact UKHO Customer Services.
Problem
Hardware problems: difficulties with the keyboard, mouse, display or main
system console, failure of a floppy disk or CD drive.
Software problems: difficulties with configuring or using the ECDIS system
software, interfacing problems.
Chart installation problems: problems with installing certificates, permits and
AVCS ENCs, standard error codes displayed (see AVCS User Guide).
Chart content problems: display anomalies or mismatched data displays.
Problems that have not been resolved by your Admiralty Chart Agent.
