Owner Scope:

+ Architectural and Structural Design
+ Soil Investigation
+ M&E Design
+ Conduct the bidding
+ Help the owner to evaluate bids and select a constructor.
+ Manage the project in the construction process.
Bidding process:
1. WE prepare a estimated cost, sample of Bidding documents, Cost beakdown
structure and Work Breakdown Structure, drawings.
2. WE sent out the invitation to potential companies to bid
3. WE help the owner to evaluate bids
4. We report the bidding evaluation to the owner and help them to select the
constructor.
The process to evaluate a bid:

Evaluate the responsbilities of each bidder

Evaluate the commercial proposal - double check the proposed price

if every check is good - recomend the owner to select that constructor / if the
bidder does not meet the requirements, come back with next lowest bidder or
reject all bids and re-bid

+ A responsive bid is the one that meets all the terms, conditions and specification
of the bid. The bid must comply with the content requirements of the bidding
documents

+ A responsible bidder is one that has the overall capability to satisfactorily perform the
contract
In this project, a bid of SECCO Co., Ltd. Was found non-responsible due to following
reasons:

SECCO did not confirm acknowledgementof four addenda. Failure to acknowledge


the addenda may cause dispute during project execution.
The proposed project organization is inappropriate for construction with the nature of
Schaeffler Project.

Evaluation of commercial proposals of bidders:

BOQ of each bidders are compared with each other and with WEs estimate.
The commercial proposal of SECCO gave a lowest price which is less than WEs
estimate by 15%. However they did not win the bid as they was consider to be nonresponsible to complete the project.

The design process:


Design base on the building regulation, conceptual design and requirments of the owner.

The constructions documents consist of 2 major components: The project manual and the
