CCC a new system

The new system has the following characteristics:


THE CCC is issued by the Principal Submitting Person (PSP), who is a professional
architect, professional engineer or a registered building draughtsman who submits
building plans. These individuals, who were previously known as the qualified
person, are now known as the Principal Submitting Person [PSP] under the
amended Act.
Building plans are still required to be submitted and get approved by LA
LA are allow to inspect the site at any time and to issue a notice if there is a breach
and issue a notice in writing to a PSP to stop issuance CCC if the breach is not
rectified
The issuance of CCC is restricted to only technical issues concerning health,
safety and essential services. For the Non-technical issues will have to be resolved
between the Owner and the Local Authorities at the planning and building plans
approval stage
THE CCC will only be issued after the building has been completed according to
the building plan approval

Six essential services for issuance of CCC


Clearances for Six [6] essential services from the following authorities: it means that
the department has confirm and accept the work.
1. Tenaga Nasional Berhad [TNB] - confirmation of electrical supply,
2. Water authorities [SYABAS, JBA, LAP, JAS etc] - confirmation of water supply,
3. Sewarage Services Department (Jabatan Perkhidmatan Pembetungan) [JPP] confirmation of connection to sewerage treatment plant or mains,
4. Department Safety and Health (Jabatan Kesihatan & Keselamatan Pekerja)
[JKKP] - clearance from lifts and machinery department,
5. Fire and Rescue Department (Jabatan Perkhidmatan Bomba & Penyelamat)
[Bomba] - clearances for active fire fighting systems and,
6. Roads & Drainage Department [PBTs Internal Departments or JKR].

The roles and responsibilities of PSP


Inform local authority of the commencement of construction works on site
SUPERVISE construction works on the site

REPORTING if there is any breach of construction, explaining reasons for breach


and stating recovery actions in the event of a breach during construction
ENSURING 21 forms G are completed
Upon satisfactory completion of the Works and obtaining the six [6] essential
services departments, then PSP issue the CCC to owners and developers and
present a copy to the LA and the Professional Board

The benefits of the CCC system


VACANT Possession (VP) can be issued together with the CCC. This can overcome
problems that are facing by the CFO where home buyers receive the house keys but
cannot move in because the CFO has not been issued
responsibility process in the matrix form, where actions can be taken on the
responsible party in the event of failure in a building, hence the work quality will be
ensured
It seeks to provide better protection for house buyers, cut red tape or bureaucracy
in local government and create a more efficient public delivery system.
