S CAD A S YS TE M
1.0 SCOPE:
The scope of work covers design, supply, testing, installation and commissioning of
SCADA System for remote monitoring of EHV switchyards adjoining the switchyard of EHV
Consumer from Maharashtra State Electricity Transmission Company Limited (MSETCL)'s
nearby manned substation. The communication link will be either PLCC or Fibre Optic (FO) cable
depending upon site conditions/length of line. Substation layout indicates the details of the
switchyard(s) to be monitored and the details of the substation, where the work station of
SCADA is to be installed for remote monitoring. The system shall include Substation
Communication Gateway cum RTU (SCGRTU) to interface with Numerical Relays and
Multifunction Meter and on board Digital I/Os in unmanned switchyard and provide the
information to remote work - station. Supply of UPS for the SCADA at the manned substation is
also in the scope. The SC/ RTU shall have provision for additional Alarm/ status monitoring &
control, which are not available through numeric relays, e.g. CB/ isolator status. The scope shall also
include supply and laying of any cables required for the functional requirements of the SCADA
system as also supply and commissioning of Gateway and PLCC modem as applicable for data
transfer to MSETCLs remote (Manned) Station, from where the data is to be transferred to
the Load Dispatch Centre.
2.0

General Requirements:

2.1 The HMI cum workstation of SCADA will be placed in the manned remote Substation control
room of MSETCL. The SCADA system shall acquire and monitor the parameters of
unmanned substation and also enable control through the SCGRTU units. SCGRTU shall have
in-built Serial (RS232) and Ethernet interface (10/100Mbps), to be made available for communication to
Remote MSETCL station over PLCC (Serial RS232) and FO Network (over Ethernet). SCGRTU
shall also be able to communicate over Ethernet to an optional Local HMI.
2.2
The SCADA system envisaged shall also communicate data on real time basis to the
existing SCADA System at MSETCL's Load Dispatch Center(LDC), Kalwa / Ambazari (whichever
is nearby) using PLCC links. Matching of protocol of the proposed system at (manned
substation) with existing SCADA at LDC. Ne cessary gateway / pr otocol con vert er / har dwar e

2.3
A single SCGRTU unit for entire sub-station or baywise IED for monitoring &
controlling each bay in the substation should be provided. If single SCGRTU is used, the same
shall have redundancy in the power supply circuit. The SCGRTU/bay controller IEDs shall be mounted
in a panel (cubicle) of size 2312 x 800 x 800 mm unless otherwise specifically approved by the
purchaser. All the SCGRTU/ / bay IEDs shall be interlinked with each other through fiber
optic ring network. Minimum speed of the fiber optic network should be 2.5 MBPS. The
SCGRTU shall communicate with the numerical relays / meters provided in the local substation.
2.4
Time synchronization of SCGRTU shall be possible. A GPS receiver for time
synchronization, with an accuracy of 1milli second, shall also be included in the scope.
2.5
Parallel redundant online UPS shall be provided (including necessary distribution
panel) for the SCADA. UPS batteries shall provide backup for 2 hours (minimum).
2.6
The system should be scalable and it should he possible to expand the
capacity by at least 50% than the supplied capacity.
3.0

Requirements of SCADA Master:

3..1
The SCADA Master shall be a server grade PC, based on Windows
operating system.
3.2

The SCADA system shall be designed to comply with international


Industry Standards for software, networking and open protocols.

3.3

The SCADA Software offered must have been in use in electrical


substation application for

at

least

two

years as on the date of

tender submission. Necessary supporting documents

shall

he

I/O

submitted alongwith the offer.


3.4

The

PC

hardware

shall

be

of

server

grade,

capable

of

continuous operation at site.


3.5

The SCADA Master shall collect, process, and store real- time data
from the SCGRTU/ bay IED units.

3.6

One dot matrix and one LaserJet printer shall be provided on


SCADA LAN network

3.7.10.

later on.

3.7.11.

The system shall sound audible alarm with distinction between trip
and non-trip alarms/ events.

3.8

The

proposed new SCADA master should be able to integrate the

data from the

new SCGRTU (at client end) as well as the data

from the existing RTU (if available in the MSETCL manned end)
and send all the information on single PLCC link to remote LDC
station at Kalwa or Ambazari over IEC 870-5-101/104 protocol.

4.0

Re q uire m e nts of R T U/ St atio n - c o ntroll e r /G ate way : Each


SCGRTU shall perform the following functions -

The hardware should be provided with following features:

4.1.1

Robust power supplies capable of withstanding surges &


operate at +/- 20% of rated voltages.

4.1.2.

FLASH memory for storing software and

configuration.

possible to update/upgrade the software by simply reprogramming the


FLASH memory.
4.1.3.

Real Time Clock with very high accuracy of minimum 100

ppm or better.

4.1.6.

applicable to unprotected equipment in EHV substation environments.

4.2.

Facility to monitor alarms and status inputs of

various auxiliary contacts. Both single contact (N/O or

N/C) and

double contact (N/O & N/C) inputs should be possible. It should


be possible to invert status of the input through software.
4.3

4.8

4.9

4.10

4.20
