2 Remote Terminal Unit (RTU)

2.1 RTU General Requirements

x The RTU shall be programmable based on microcomputer interconnection system,


with real time clock, synchronized by an external source, process Input and Output
(I/O) modules, CPU, memory and data transmission equipment.
x The RTU shall be modular type and expandable by adding additional I/O modules.
x RTU shall be fully equipped for the actual amount of data to be acquired and
commands to be executed (i.e. refer to point 2.13) plus a 10% spare capacity for each
type of data (e.g. DPI, SPI, DC, SC, AI-current, AI-RTD) with all the needed accessories.
In addition, each RTU shall be expandable and have spare space of 25% by adding
Input and Output cards only, without need to change the pack plan rack and without
RTU panel rearrangement.
x The RTUs shall be capable of operating with ungrounded or grounded (either polarity)
input power supply of 24 VDC.
x The RTUs shall be capable to perform PLC functions (e.g. logical operations) easily and
effectively as per IEC 61131-3 standard including any necessary license.
x The internal logic and data base parameters shall reside in an EEPROM programmable
memory, to allow download/upload of database and programming information. The
EEPROM shall hold all station addressing, communication line configuration, baud rate
setting and diagnostic settings.
x Availability of diagnostic tools to monitor fault inside the RTU related to hardware and
firmware (e.g. buffer overflow, communication failure, firmware halt, time sync
failure, module failure, SD card removed, etc.) and capability to transmit this data to
Master Station as two grouped alarms (Major & Minor).
x Facility for Database and parameter setting by menu-controlled dialogues from a local
PC and remotely from central location with remote downloading function.

x I/O modules shall be replaced without reprogramming, redefinition of configuration
parameters or rewiring of any RTU part.
x The RTUs to be supplied and installed shall provide at least the following functions:
1. Single command outputs, double command outputs (direct execute & check
back before execute).
2. Single and double state digital inputs.
3. Analogue measured inputs.
4. Sequential Event Recording (SER) with time stamping of events at the RTU.
5. RTU time synchronization from master station via NTP, and all NTP parameters
shall be configurable basis (e.g. polling interval, Sync time out, local time
format, etc.).
6. Self testing and diagnostic functions for detection and reporting of any error.
7. Automatic safe mode re-starting function.

x The RTU should have a common port for parameter / Firmware downloading and
diagnostics capability.
x The RTU shall include a remote downloading and diagnostics communication with
separate authentications.
x RTU shall be capable of operating normally within ambient temperature range up to
+65 Degrees Celsius and humidity up to 95%.

2.2 Data Transmission

The RTU shall be capable to communicate with two distribution control centers
simultaneously in different modes (e.g. Active-Listen, Controlling-Standby, All active,
etc.) as per standard communication protocols.
The RTU should be implemented with standard IEC 60870-5-104 communication
protocol.
RTU shall have standard Ethernet communication interface port (RJ 45) which shall be
connected to any communication devices via IEC 60870-5-104.
The RTU shall be communicated to distribution control centers over DEWA RF mesh
network by using standard Ethernet communication port (RJ 45) for interface with
DEWA RF mesh network through RF bridge module.
RTU shall have the facility of configuring the following parameters under IEC 60870-5-
104 communications protocol:
x 2 IP addresses for control centers.
x 2 IP addresses for NTP.
x 2 IP addresses for remote access (future use).
x 2 IP addresses for syslogs (future use).
x Gateway IP addresses.
x Subnet IP addresses.

x RTU IP addresses.
All details and parameter settings used under IEC 60870-5-104 protocol shall be
provided.
Time out parameters under IEC 60870-5-104 communications protocol (i.e. t0, t1,
t2 and t3) shall be configurable basis.

2.3 Integration with IEDs

The RTU shall be capable to interface with IEDs (e.g. Advanced DC charger) available
within distribution secondary substation via standard Modbus protocol interface in
case required.
RTU shall have dedicated communication interface ports (RS485) to be connected to
available IEDs.
All details and parameter settings used under Modbus protocol shall be provided.

2.4 RTU Digital Outputs

Operation of control outputs shall have the following features as a minimum:


x Relay output based with Opto-isolated up to 2.5KV.
x The switching current of relay output shall be 5 Ampere.
x Operation of control outputs shall be via a select-check-execute command
sequence.
x The RTU shall operate the control point selected only after the execute command
has been received.
x Command output time shall be adjustable by means of software for each
individual command up to 60 seconds.
x An alarm that describes the error should generate in case of wrong sequence
of the command.

2.5 RTU Digital Inputs

The digital inputs shall be opto-isolated up to 2.5KV. In digital input points, the status
(open / closed) of two state devices such as Load Break Switch, Fault Interrupting
Switch, etc. shall be acquired by 2 independent potential - free contacts, one for each
position and shall be reported as douple point indication. Position indications shall be
checked for validity and undefined states like open and closed (1 | 1) or neither open
nor closed (0 | 0) shall be alarmed. The RTU shall provide for run-time-monitoring,
adjustable to the device operation parameters, to avoid alarming of undefined states
while the equipment is operating. Also chatter blocking function and delay function up
to 60 seconds as a minimum should be configurable for each individual digital point
through RTU programming.
The digital input points shall be used as input to PLC logics for generating logical
operation status and transmit it to SCADA system for Load Break Switchs, transformer
CBs and Earth switchs (in case required).

The RTU shall allow the SCADA system to demand - scan digital input data even if the
data has not changed.

2.6 Analogue Inputs

In analogue measurements, the information to the analog input modules of the RTU
shall be given in the form of analog current supplied by the output of measuring
transducers or from CT & VT sensors. Analogue measurements shall be transmitted to
the master station 15 bit + sign bit.
For DC analog input modules, the following current input ranges shall be available:
- Unipolar 0-10 mA, 0-20 mA.
- Bipolar +/- 10 mA, +/- 20 mA.
Analogue signal parameters for each individual input shall be configurable through
RTU programming (e.g. Threshold level, polarity, input range, cyclic transmission, etc.).
The circuits of the analog input module shall be totally separate (i.e. each input has
own + and – point at the module).
For direct CT analog module, CT input range shall be configurable 5 Amp / 1 Amp; and
all the signal parameters for each individual input shall be configurable through RTU
programming (e.g. Threshold level, zero suppression, etc.). The primary current from
field transformer shall be configurable up to 3000 Amp in RTU configuration
RTD analogue inputs shall be available for measuring temperature with all normal
analog point configuration setting (e.g. Threshold level, polarity, input range, cyclic
transmission, etc.).
The cyclic transmission period shall be configurable up to 15 minutes as a minimum.

2.7 RTU Firmware

The Contractor shall use standard firmware as much as possible. It shall not be
necessary to perform modification to firmware, logic, or data for expansion within the
sizing parameters defined for the RTU. Contractor shall deliver all firmware files and
any required tools.
At the time the RTU is accepted, all firmware delivered must be up to date and in final
form, including all standard firmware changes and field changes initiated by the
Contractor or the Contractor's suppliers prior to acceptance. The firmware
documentation must reflect these changes.
Any Firmware update requirements (e.g. due to required functionality or required
security updates) during project execution till final issuing of Defect Liability Clearance
Certificate, shall be provided and implemented by the Contractor or the Contractor's
suppliers with official release note after DEWA approval.
In any case, changing of EPROMs or similar devices shall not be necessary when
updating RTUs firmware.

2.8 RTU Enclosures

The Contractor shall provide and install enclosures meeting the following
requirements:
1. Protection class of the enclosures shall be IP64 as minimum. The conducted
environmental tests shall be verified by DEWA and test certificates shall be provided.
2. Provisions for bottom cable entry shall be provided with proper sealing to maintain
the IP protection class of the enclosures.
3. Suitable safety ground within the enclosure shall be earthed through copper wire
of at least 16 sq. mm to main substation earth bar, and enclosure door shall be
earthed through flexible copper braided wires of at least 16 sq. mm.
4. Miniature Circuit Breakers (MCBS) with alarm contact shall be used for main RTU
DC supply, AC supply, DC supply for digital input and DC supply for digital output.
5. Convenience outlets at 230 V AC, shall be provided.
6. Sensors for temperature alarm and heater with controller.
7. Lighting System with door limit switch.
8. Door limit switch with free contacts for door open alarm.
9. Dummy control test point device should be included for testing purpose (i.e.
double point indication & double command).
10. Clear labling for all components and wires.
11. Ventilation System (in case required) with necessary protections that provides
sufficient cooling for the components inside the enclosure to maintain high
operation performance of RTU.
12. Separate padlocks shall be provided for RTU enclosure and Local operation
switches.

2.9 Control Disable Switch

A manual key type selector switch (Local/Supervisory) shall be provided to locally


disable the control output for RMU switches by breaking the power supply connection
to the control output. The key-type selector switch shall be installed at RTU panel and
supervisory indication shall be transmitted to master station.
Dummy control test point command shall be permitted even the the selector
(Local/Supervisory) switch set to Local mode.

2.10 Local control

Local control facility shall be provided through selector switch with spring return for
the Local close/open operation for each RMU motor (SW1 & SW2) at RTU panel to
control RMU switches when the selector (Local/Supervisory) switch of related RMU set
to Local; and local control shall be disabled when the selector (Local/Supervisory)
switch of related RMU set to Supervisory.

2.11 Interconnections

All connections between the RTU's termination facilities and field signal wiring shall be
done by contractor through barrier-terminal blocks with knife-switch isolation,
mounted in the RTU panel to enable isolation for each signal individually and should
have clear label indications. CT/VT terminal blocks shall be provided to islolate CT/VT
connection during measurment transducer maintenance.

2.12 Interposing relays

Interposing relays 24 V DC for tele-commands shall be provided by the Contractor.


Plug-in type relays and sockets shall be used with sockets directly mounted on a DIN
rail. It shall operate within ambient temperature reange of +65 Degrees Celsius and
humidity up to 95%. It shall be according to IEC 61810 standard.
The pull in voltage shall be 18 V DC as a minimum for the coil, and continuous current
shall be 5 A as a minimum for the contacts.
All necessary arrangements must be made so that the plugging - in and out are easy
and performed without any risk of damaging of relay parts. The relays shall be fitted
with a visual operation indicator, without test button.

2.13 RTU physical Input / Output point capacity


Actual amount of data to be acuired and commands to be executed for each RTU shall
be as per the following secondary distribution substation schemes:
A. For One RMU with One transformer:
1- 40 nos. Digital Inputs (7 nos. DPI, 26 nos. SPI).
2- 8 nos. Digital Outputs (3 nos. DC, 2 nos. SC).
3- 2 nos. Analog Inputs (1 no. AI MN - current, 1 no. AI MN - RTD).
B. For One RMU with Two transformers:
1- 54 nos. Digital Inputs (9 nos. DPI, 35 nos. SPI).
2- 8 nos. Digital Outputs (3 nos. DC, 2 nos. SC).
3- 4 nos. Analog Inputs (2 nos. AI MN - current, 2 nos. AI MN - RTD).

The above mentioned I/O signal type points plus 10% spare points from each signal
type shall be available and fully wired up to RTU terminal block interface.
Full detailes of RTU module structure to accommodate the I/O point capacity plus the
10% spare points as well as 25% space spare shall be provided.

2.14 RTU Spare parts

The Contractor shall furnish a list of recommended spare parts to maintain reliable
RTU operation. The contractor shall also include a separate price schedule of 10 %
spare as minimum for all breakdown RTU components to be valid till final issuing of

Defect Liability Clearance Certificate, and DEWA reserve the right to request quantity
fully or partialy.

2.15 RTU Test Equipment

The Contractor shall supply 5 portable RTU test sets (latest version notebooks) with all
required RTU software licences, tools and cables to carry out RTU configuration and
diagnostics. Each test set shall be capable of emulating communications from both the
SCADA system and the RTU. Test sets shall be capable of passively monitoring all
communication traffic on a channel without interfering with channel operation.
In addition, one complete RTU (with full card capacity) shall be provided as test RTU
along with required simulating kit for maintenance, testing and training purposes.

2.16 RTU Training requirements and documentation

RTU training shall be conducted by certified trainer from OEM to get full RTU
engineering knowledge and all required facilities for theoretical and practical training
shall be available. Training plan shall be approved by DEWA, to give full knowledge on
all engineering activities related to the RTU and develop the skill and competence of
the trainees so that they can maintain, troubleshoot and configure RTU for existing
data structure or to meet the expansion of data structure in future.
Class room training for minimum 5 working days shall be conducted for 5 engineers at
least before starting commissioing activities, and In addition active participation
during installation, commissioning and testing including instructor lessons to refresh
the given training.
Contractor shall arrange documentations in separate parts namely: design,
installation, configuration and maintenance.
As built drawings for outstation equipment including but not limited to, Functional
design specification, wiring lists, data sheets and configuration shall be provided.
In addition to the supplied documents mentioned above, the contractor shall also
supply a softcopy form for all the documents.

2.17 Type Tests

The RTU shall have passed type test carried out at approved labs and in
accordance with IEC standers to demonstrate that the RTU comply with the
ratings stated in these standards. As a minimum, following type tests shall be
furnished:
- Dry heat test.
- Dielectric test.
- Impulse voltage withstand test.
- High frequency disturbance test.
- Mechanical requirement test.
- Contact performance test.
- Electrostatic discharge (ESD) test.

- Electromagnetic radiation susceptibility test.

2.18 Security Requirements

Security requirements for RTU construction and operation in networked environments


shall be considered with reference to IEC-62351 where bidders shall submit
compliance statement to the attached BDEW clauses and compliance sheet. Also RTU
shall pass Cyber Security tests (e.g. Pentration test, Denial Of Service test, etc.) to
demonstrate that the RTU complies with standards.
Security requirements shall include but not limited to:
1- Authentication and authorization of the users (e.g. users shall be identified and
authenticated with personal accounts, RTU shall require each user to be
successfully authenticated before allowing any action, multiple roles with different
levels access privileges).
2- Password Complexity - The system shall force passwords with complexity rules.
3- Login Logging - Successful and failed login attempts shall be logged.
4- All firmware images / patches to be available as signed package and RTU should
validate signature during firmware upgrade and allow only the signed firmware
image for upgrade.
5- Assurance of the integrity of the transmitted data (e.g. Sensitive data shall be
transmitted in encrypted form only).
6- Strong Encryption - Strong industry standard encryption shall be used in all
configuration and Software update activities with the RTU.
7- Strong Hashing Algorithms (e.g. SHA512) - Strong industry standard hashing
algorithms shall be used to store all passwords
8- Minimum exposed ports - all unused and unnecessary tcp / udp ports shall be
closed (disabled) on the RTU by default.
9- Exposed Service Banners - Ensure the RTU does not disclose information through
service banners.
10- Installable Certificates- The RTU shall allow installation of customer SSL
certificates.
11- Login lockout - The RTU shall temporarily lockout access to web interface as well
as the underlying Linux operating system after a predetermined number of login
failures.
12- In active session timeout after 15 minutes on all interfaces.
13- Every user is given only those rights that he needs to fulfill his work based on
configurable Role Based Access Matrix.
14- Protection against virus infection and Trojans.
15- Hardening of the system and administratively enabling / disabling communication
ports for individual IP based shall be possible, so that only those services and ports
are activated, that are required for working, however others are disabled.
16- Feature Support for centralized LDAP based authentication and authorization.
17- Firmware integrity and configuration file integrity check.
18- Event or Alarm generation on SD card removal (in case the RTU firmware is stored
in SD card and the card slot it exposed for external interference).
19- Security features of RTU configuration tool shall be considered.

20- Management ports shall be fully segregated from the data communication
network.
21- Assurance, that in the case of a system crash, a restoration is possible without loss
of data.
22- Demonstrate deep security vulnerability scan of RTU Operating system (e.g.
VXworks, Linux etc.) with best known vulnerability scanners like Nessus, Rapid7,
Qualys Vulnerability Management etc.
23- Operation of RTU in a protected environment (physical security).

2.19 Factory Acceptance Test

FAT shall be conducted and witnessed by DEWA at manufacturer’s premisis perior


to shipping, and FAT test book covering all required RTU functionalities and
firmware tests along with connection diagrams (i.e. for current available signals
and future required signals), acceptance norms and details of test instruments
shall be submitted well in advance for DEWA approval. Further inspection of
cabinet and complete assembly shall be performed as an Integration FAT for RTU
cabinet at manufacturer’s premisis or contractor premises perior to installation.

2.20 Site Acceptance Test

SAT shall be performed for each site to provide sufficient evidence of correct
configuration, testing and commissioning of the Remote Terminal Unit for the
Substation. SAT test book covering all tests along with connection diagrams (i.e.
for current available signals and future required signals), Point to point test for all
signals, acceptance norms and details of test instruments shall be submitted well
in advance for DEWA approval.

2.21 Warranty
Two years warranty shall be provided on materials, design and workmanship from the
date of Taking Over Certificate (TOC to be issued after 60 days of reliability run period)
after final commissioning.
Defect liability clearance certificate (DLCC) shall be issued to contractor after
successful completion of warranty period.

3 RF Mesh Remote Bridge connection with RTU


x RF bridges will be installed in a separate panel in the substation by RF mesh vendor
prior to RTU installations; however, contractor shall consider required Ethernet and
DC cables in their scope for connecting RF bridges with RTU panel.
x The specification of Ethernet and DC Cables are as follows.
¾ Ethernet Cable: Pre-fabricated CAT6 SFTP with shielded RJ45 connectors.
¾ DC Cable: 14AWG, 1 Pair.
x Both cables should be laid and terminated in separate Coppex with necessary Coppex
fasteners between RTU and RF Mesh Remote Bridge by contractor.

x Contractor shall install separate MCB inside RTU Cabinet for RF Remote Bridge DC
Cable connectivity.
x DC system shall be provided to feed RF mesh remote bridge with 24 VDC power
supply and current rating of 0.5 Ampere, with backup supply for four hours backup
battery through safely and smooth charger in full load during interruption of AC
supply.

4 General Requirements

x It is the responsibility of the contractor to design, supply, install, testing and


commissioning of RTU up to DCC Spectrum. The RTU integration with DCC Spectrum
will be limited to data transfer over IEC-104 communication protocol and NTP time
synchronization as per RTU technical specification details; in addition to conduct end
to end test with DCC Spectrum from field side.
x RTU configuration is contractor responsibility and SCADA system configuration is
DEWA responsibility.
x RTU type shall be approved through DEWA prequalification process.
x All the used materials shall operate within temperature reange of +65 Degrees Celsius
and humidity up to 95%.
x Any material first time to be used in DEWA, shall be subject to DEWA approval; and
Warranty / Guarantee letter for 8 years as a minimum shall be provided.
x Samples for all materials (e.g. cable, wiring lugs, ferrules, terminal blocks, interposing
relay, transducer, labels & etc) shall be submitted for DEWA approval.
x Proper wiring and healthiness of RTU I/O points used for future requirements shall be verified
during SAT.
x In case measurment transducers shall be used; transducer type shall be self powered
transducer with accuracy class 0.5 as a minimum. It shall operate within temperature
reange of +65 Degrees Celsius and humidity up to 95%. And it shall be approved by
DEWA.
x Drawings and function description sheets shall be provided by contractor for DEWA
approval before starting the work.
x Method of statement and risk assessment shall be provided by contractor to cover all
RTU work activities.
x RTU engineers performing site activities shall be certified by RTU OEM to carry out RTU
commissioing works, and shall be approved by DEWA .
x DC system shall be provided to feed RTU with 24 VDC; with backup supply required for
total 10 number of close/open operations of the RMU motors with 4 hours battery
backup duration in full load to handel all montoring and control functions, through
safely and smooth charger during interuption of AC supply.
