apologise and order an
inquiry as to how it turned

allegedly committed suicide by hanging himself
from a tree at Takhtupura
village here yesterday.
Jagjit Singh,
who owned five
acres,
was
forced to sell
his land to
Jagjit Singh repay loans he

banks and some local moneylenders over the past few
years. Of late, he used to
take land on lease for cultivating crops to make both
ends meet. He also worked
as a labourer to earn extra
money for the family.
Despite being a hard
worker, he could not meet
daily expenses of his family
and was still under debt, the
details of which could not
be available immediately.
His widow Harjit Kaur said
her husband was in depression due to poverty. Yesterday, he went out in the
evening and did not return.
In the morning, his body
was found hanging from a
tree on the outskirts of the
village. The police took the
body into custody and sent it
for a post-mortem examination at the district hospital.

As part of the drive against
spurious pesticides stored in
godowns, Agriculture Department officials of Bathinda district collected more samples
today. In Bathinda, officials
had collected around 100
samples of insecticides.

the district and samples from
about 11 godowns had been

University, Patiala, that
employees recruited after
January 1, 2004, were not
eligible for pension. The
government said the rules
of the state government on
pension were applicable to
the university also.
The government told this

with the Secretary, Higher
Education A Venu Prasad.
The meeting was held on

who had received a complaint about the university

demolished by some persons
in a midnight swoop following which the police was put
on high alert. Tension prevailed as police and civil

Civil Services Combined
Competitive (main) Examination, 2013, has forced the
PPSC authorities to reduce
the minimum qualifying
marks per paper for the
main exams of the PSCSCCE, 2015, from 33 per cent
to 25 per cent.
However, the minimum
aggregate
percentage
required to qualify in the
main examination continues to be 45 per cent for
general category and 40 per
cent for Scheduled Castes
and Scheduled Tribes.
In case the PPSC does not
get the required number of
candidates, it can use its
discretion to relax the
aggregate percentage from
45 per cent to 40 per cent for
general category and 40 per
cent to 35 per cent for
reserved categories. However, the minimum marks

A scam of issuing no-objection certificates (NoC) to
several plots located in
unauthorisied colonies here
has surfaced in the Rewari
Municipal Council (RMC).
The Rewari Superintendent of Police (SP) has
formed a special investigation team (SIT) to
probe the fraud. A case of
forgery and criminal conspiracy has been registered against some RMC
officials.
The action has not only
created a flutter among
local property dealers, but
has also set the alarm bells
ringing for the tehsil officials, who registered these
plots without verification.
In his complaint to the
police, Manoj Kumar, a
local boxing coach, said he
had purchased a plot in the
Uttam Nagar locality in his
wife Sharda Devis name
in 2011. The RMC had, at
that time, issued an NoC to
the plot on the basis of

dengue have been reported
in three days.
Dr Deep, Deputy Civil
Surgeon (vector-borne disease), said 14 confirmed and

Dr Jaswant
Singh Neki
today passed
away at his
Delhi home

longed illness. He had been
suffering from age-related
problems and diabetes. Dr
Neki, 90, is survived by a
daughter and a son. His son is
a medical specialist, while his
daughter is a PhD.
Dr Neki passed away
peacefully today. He had
been ill for long. He was in
hospital until a while ago
but wanted to come home.
So we brought him back. We
had recently shifted to a
new residence in Hemkund
Colony in Delhi, Kanwarjit
Neki, the wife of former PGI
Director said. His cremation
will take place at Delhis
Lodhi Road crematorium at
noon tomorrow.
Formerly the head of
department of psychiatry at
AIIMS (from 1968 to 1978),
Dr Neki assumed charge as
PGI director in 1978 and
served in the position until
1981. He was chosen by the
WHO as a consultant to
Tanzania in 1981. Upon his
return, Dr Neki and his
family made Delhi their
home with Dr Neki continuing to practice privately. He
was also a renowned Sikh
scholar, known for his poetry collections.

Virbhadra reviewed the

The committee, comprising officials from the
police, education, health,
information and public
relations, agriculture and
horticulture departments,
will prepare a plan to curb
the menace overshadowing the younger generation, he said.
He also suggested a separate office of Superintendent of Police with a
team of police and drug
officials to nab drug peddlers. The urban local
bodies and gram panchayats should also be given

responsibility
to
report about any illegal
cultivation of drugs on private and government
land. Any person giving a
clue about drug trafficking or any such associated
activity would be rewarded, he stated.

Two soldiers of Armys elite
counter-insurgency force and
two unknown militants were
killed in a fierce gunfight in
north Kashmirs frontier
Kupwara district today.
The encounter erupted at
the Rajwar forests in Handwara, nearly 95 km from
here, when a joint search
operation was launched by 21
Rashtriya Rifles Battalion
and the Special Operation
Group of the J&K Police after
a tip-off about the presence of
militants in the area late last
evening. The Armys Special
Forces were also involved in
the operation.
The contact with militants
was established in the forest
at 11 pm and a fierce gun battle ensued which continued
intermittently through the
night resulting in elimination of two militants whose
identity is being ascertained, said Deputy Inspector General of Police, north
Kashmir, Gareeb Das. In
the initial gunfight, two of
our soldiers were injured.
They later succumbed to
their injuries, he added.
The slain soldiers have
been identified as Jagdesh
Prashad of Rajasthan and
Chatin Shaikya of Assam.
Sources said a group of
four
militants
was
entrenched in the dense
forests and two of them
reportedly managed to give
the security forces the slip.

into a major controversy as
the Kashmir valley today

and bovine slaughtering in
full public gaze.

Valley, including Anantnag, Tral and Pulwama,
people in an open defiance of the court order
slaughtered bovine animals in full public view.
While reiterating an over
150-year-old law banning
voluntarily slaughtering or
killing cow or the like animals as being unconstitutional, the J&K High Court
in response to a PIL on
Wednesday had directed the
state police to ensure strict
compliance with the existing law in the state.
Separatists and other religious organisations had
called for protests against
this order after Friday
prayers and a complete
shutdown in the region on

OMEN own only one-hundredth of the world's property, even as they make up half
the world's population. Land
ownership a strong tool of empowerment-eludes them, despite the guarantee of
legal framework. Privately owned land is
overwhelmingly held in the name of men
across rural and urban India. Women provide more than half of all agricultural
labour yet one national-level survey
revealed that less than 13 per cent of privately held land nationwide rural and
urban was in the name of women. This
national average has come about by inclusion of states like Kerala, where women
own 43 per cent of landed property. Daughters inherit property from their mothers in
a few matriarchal communities in the
South. In northern states, women's right
over property remain entangled in moorings of the past, despite progressive laws.
The gap between women's and men's
education and income levels is narrowing gradually, women's participation has
grown phenomenally in the labour force
(from 19.67 per cent in 1987, to 25.7 per
cent in 2001) but the disparity in property ownership remains stark and seemingly intransigent. Despite a significant
amount of interest by the state, NGOs
and a few international donor agencies in
the recent years to increase women's
access to emerging economic opportunities, there has been a virtual silence in
engaging with women's efforts to acquire
or retain control over landed assets.
Criminal cases related to property ownership of women in urban areas, such as
Panchkula, would reflect the enormity of
social bias that runs through society
against women's true empowerment.
Anuradha Adhikari received a two-canal
house, bequeathed by her mother. The
house was registered in Anuradha's
name in 2004 and a registered will to the
effect was left in the custody of their family lawyer by her mother, a medical professional. The lawyer sold the house to
two different buyers without her consent,

succession, making provisions for married and unmarried daughters, sisters,
widows and mothers to inherit land with
full proprietary rights to its disposal.
The apprehension of losing exclusive
male rights over the lands rather than
the ground reality made landowners of
Punjab act in a rather unusual rush to
by the family through sale of the property, often prompted by their spouses. If
we go by the number of women demanding share in property, it's not even one per
cent. They are told, you got your share in
dowry and they believe it, says Santosh
Dahiya, the first-ever woman national
president of Sarv Jatiya Maha Panchayat.

married, so where is the question of more
share? Even after the amendment of
2005 to the Act, that took care of the
major lacunae in favour of female inheritors, a RDI (Rural Development Institute) study showed, most women were
unaware of their rights, 61 per cent of
women surveyed had never gone to a
revenue office and of these 99 per cent
said this was because men handled such
matters. If, there is a political will, such
constraints can be removed.
Gap in knowledge of gender and property ownership is more pronounced for
urban women than it is for rural women,
says Bipasha Baruah author of Women
and Property in Urban India. A strong
correlation has been established between
landlessness and poverty. Land ownership and drastic fall in the incidence of
spousal physical violence are also interrelated. It is not desirable that families be
torn apart by litigation over property, it
requires a voluntary recognition by society that women who participate in the
labour force almost on equal terms, are
not treated unequally when it comes to
rewarding the fruits of labour.

RBI likely to
cut rate, says
Moody's
New Delhi, September 11
RBI is likely to cut interest
rate as the wholesale pricebased inflation is expected
to decline further to 4.3%
in August, Moody's Analytics said today.
"India's wholesale prices
are likely to fall 4.3% yearon-year in August, a further
decrease from last month's
surprise 4.1% decline. Energy and manufactured-good
costs are expected to continue their decline, while
food prices will likely fall
steeply as a result of base
effects," it said.
At the same time, retail
inflation also slipped to a
record low of 3.78% in July.
It further said "the RBI
paused its monetary easing cycle, but we expect
there will be further cuts
in 2015 as inflation continues to fall." RBI mostly
tracks the consumer price
inflation for its policy decisions and its bi-monthly
monetary policy review is
due on September 29.
India Inc has been pitching for a rate cut by the
RBI to spur growth and
investment.
In a recent meeting with
Prime Minister Narendra
Modi, industry made a
pitch for cut in interest rate
by RBI citing record low
inflation. Even the government is in favour of interest cut as inflation is low.
Finance Minister Arun
Jaitley had expressed hope
that RBI will consider factors like low inflation and
commodity prices.
In a scenario where inflation is under control, the
quantum of interest rate
cut is "the prerogative of
the RBI", the minister had

Vienna, September 11
Austria partially shut a
motorway linking Vienna
and Hungary on Friday as
dozens of migrants who had
crossed the border set off
for the Austrian capital on
foot rather than wait for
struggling authorities to
arrange transport.
Austria closed the A4
motorway near the Hungarian border for security reasons on Friday morning. A
spokeswoman for the road
operator ASFINAG later said
the eastbound lane towards
Hungary had reopened.
Around
8,000
people
crossed the border into Austria on Thursday and a further 3,600 had crossed since
midnight,
a
police
spokesman said, adding that
he expected the number of
crossings to match Thursdays throughout the day.
Austria cut its rail link to
Hungary on Thursday, citing
a massive overburdening
of its capacity by migrants
who continue to stream in
from Hungary, many of
them having fled the civil
war in Syria and marched
through the Western Balkans. The train line will remain
closed over the weekend, the
rail company said.
Since Germany and Austria said on Saturday that
they would let the wave of
migrants enter their territory, tens of thousands of people have passed through
Austria on their way to Germany. Only hundreds have

A massive construction
crane crashed into Mecca's
Grand Mosque in stormy
weather today, killing at
least 87 people and injuring
184, Saudi authorities said,
less than a fortnight before
the hajj pilgrimage starts.
The civil defence authority said on Twitter that emergency teams were sent to
the scene after a "crane fell
at the Grand Mosque."
That came about an hour
after it tweeted that Mecca
was "witnessing medium to
heavy rains," with pictures
circulating on social media
showing lightning.
Pictures of the incident on
Twitter showed bloodied
bodies strewn across a courtyard where the top part of
the crane, which appeared to
have bent or snapped, had
crashed into the several
storey-high building.
A video on YouTube showed
people screaming and scurrying around right after a massive crash was heard and as
fog engulfed the city.
The incident occurred as
hundreds of thousands of
Muslims gathered from all
over the world for the annual hajj pilgrimage expected
to begin on September 21.
The Grand Mosque is usually at its most crowded on Fridays, the Muslim weekly day
of prayer. It houses the Kaaba,
the massive cube-shaped
structure towards which Muslims worldwide pray.

investigation into the incident and was heading to the
mosque,

Twitter said.
A massive project is currently underway to expand
the area of the mosque by
