Germantown to pay DOT for


Donges Bay engineering work
The Germantown Village Board
agreed on a plan Nov. 16 to pay
$216,929.52 to the state Department of
Transportation (DOT) for engineering
work done on Donges Bay Road.
The state agency had sought a
repayment for the work "immediately,"
according to a village staff report.
Village Administrator David Schornack
said "that's quite a bite for us to pay
back in one or two years."

Schornack is suggesting the village


place the item in a 2016 bond issue and
structure it so that portion of the bond
is repaid within the first five years of
the bond issue. He said there would be
some interest with that option, but the
rate "would be very minimal anyway."
Trustee David Baum asked what the
potential penalty would be if the village
didn't pay back the amount. Schornack
said the DOT has threatened to with-

hold highway funds in future years.


"I really think we want to keep our
relationship as good as we can with the
state DOT," Schornack said.
The board approved a motion agreeing to pay the amount within two years
while directing Schornack and Finance
Director Kim Rath to return to the
board with borrowing options.

Germantown falls to
Brookfield East in quarterfinals

volleyball tournament Nov. 13, as
Brookfield East rallied behind
Matt Szews 29 kills to win 17-25,
26-24, 19-25, 25-21, 15-6.
"Pretty hard to answer for
him," Germantown Coach Brian
Rushmer said of Szews, a Ball
State recruit. "He's a very good
player."
Germantown started the first
game with a 5-1 run and held a
20-9 lead before the Spartans
closed the gap in the latter stages
of the game. In the second game
Germantown held 15-9 lead but
East rallied behind two kills by
Szews and two blocks to reduce
the lead to 17-14, prompting a
Germantown time out. The teams.
Szews finished the game with a
kill.
East then jumped out to 12-7
lead but then Germantown rallied,
as a kill by Jack Thompsen tied
the score at 16-16. With
Germantown leading 17-17, a kill
by Max Keefe started a 3-1 run for
Germantown. East scored one
more point before an attempted
block went out of bounds to give
the game to Germantown.

A five-pint run, which included consecutive kills by Szews,


opened up a 17-13 lead for
Germantown in the fourth game.
After a time out by Germantown,
another kill gave East an 18-13
lead. Germantown rallied and
reduced the deficit to 23-21 following a kill by Thompsen but a
Germantown block went out of
bounds and Nick Watry converted
an ace to send the match to a tie
breaker.
In the tie-break the Spartans
bolted out to a 7-2 lead.
Germantown only scored three
more times as East advanced to a
semifinal the next day, where
they lost to eventual state champion Kaukauna.
Germantown beat East twice
during the regular season.
Rushmer noted that East started a
different rotation from either of
the regular season matches or
what Germantown had seen on
game film between East and other
opponents.
"They played well, they won
that match," Rushmer said.
He later added that East
"played better than our team
overall. There's no one reason why
we lost by any means. They
earned it and they deserved it."

Rushmer noted the team won


more matches and had more
blocks this year that Germantown
team has ever had, had a higher
passer rating and more digs.
"The boys played well all year.
Just to get back here is a privilege
and to play a match like that,
that's why there's 700 people or
however many are out there to
watch it -- they come to see
that," Rushmer said. "The boys
laid it out there, and so did they,
they (Brookfield East) just happened to have come out on top."
Rushmer added he was happy
for the three seniors -- Max Keefe,
Jack Thompsen and Alex Shebesta
who were part of the team that
made it to the state final in 2012.
"For those three to get back
here and play again is just awesome," Rushmer said.
Keefe was named to the allstate team by the Wisconsin Boys
Volleyball Coaches Association.
Rushmer noted that Keefe doesn't
play during the club season.

he'll have a place near and dear to
my heart and so will Logan Reindl

and their campus, and their environment," Weber said of Illinois.
Weber said the decision was
finalized in February of his sophomore year.
"It's been awhile since I knew

History of St. Nicholas Day


The true story of Santa Claus begins
with Nicholas, who was born during the
third century in the village of Patara. At
the time the area was Greek and is now
on the southern coast of Turkey. His
wealthy parents, who raised him to be a
devout Christian, died in an epidemic
while Nicholas was still young. Obeying
Jesus' words to "sell what you own and
give the money to the poor," Nicholas
used his whole inheritance to assist the

needy, the sick, and the suffering. He


dedicated his life to serving God and was
made Bishop of Myra while still a young
man. Bishop Nicholas became known
throughout the land for his generosity
to the those in need, his love for children, and his concern for sailors and
ships.
Under the Roman Emperor Diocletian,
who ruthlessly persecuted Christians,
Bishop Nicholas suffered for his faith,

was exiled and imprisoned. The prisons


were so full of bishops, priests, and deacons, there was no room for the real
criminalsmurderers, thieves and robbers. After his release, Nicholas attended
the Council of Nicaea in AD 325. He died
December 6, AD 343 in Myra and was
buried in his cathedral church, where a
unique relic, called manna, formed in his
grave. This liquid substance, said to have
healing powers, fostered the growth of

As a long-time resident of
Germantown, I agree with the national
magazines that have named Germantown,
Wisconsin, one of the best places to live
in America. However, to make
Germantown great, our elected leaders
need a vision. They need to make
Germantown a destination in itself rather
than settle for it being a gateway to
Washington County, as our standard marketing slogan describes it. The slogan
implies there is no reason to stop and
visit Germantown, or even stay for the
weekend, for Germantown is only a pit
stop on the way to somewhere else.
Our leaders need to preserve our values of a tight-knit community while planning for substantial growth. Germantown
holds so much potential; the name alone
is an obvious starting point for a new
marketing campaign. With its strong
German heritage, Germantown should be
promoting that asset to others in
Wisconsin and the rest of the country.
This op-ed piece will propose solutions to
the
problems
currently
facing
Germantownsolutions that are within
reach if politicians and residents are willing to embrace a new vision for the community.
The current approach to governing
Germantown is to keep the status quo
while hoping for some type of windfall
down the road that will cure the village of
all its problems. We should not put the
blame on the current village government,
for this is a problem deeply rooted in the
antiquated structure of the villages governance. However, more can and must be
done to move Germantown forward. A
government remains static without an
actionable plan. Germantown appears to
take a reactionary approach to decision
makingjust trying to keep the boat from
sinking. In contrast, a dynamic, proactive government recognizes the problems,
but develops a plan, communicates that
plan to its residents and employees and
involves them in a marketing strategy,
gathers feedback, makes adjustments, and
then executes the plan. What is needed
now, more than ever, is forward thinking
that will transform Germantowns government from a reactive into a proactive one.
With a population now over 20,000,
Germantown is no longer a sleeper community. Our residents need more than a
part-time village president and a full-time
administrator to address the problems
that face a growing population. Think of
the village administrator as a kind of chief
operating officer, in charge of mechanical,
day-to-day operations, ensuring that
accounts receivables are being managed,
invoices are being sent out, and bills are
being paid. In contrast to a chief executive officer, a village administrator is not
responsible for creating and implementing
a vision, that responsibility falls to the
village president or in a city, a mayor.
Unfortunately, the Village of Germantown
does not appear to have a viable and sustainable vision and does not have a fulltime executive whether that is a village
president or a mayor who is fully vested
to act on behalf of a population of 20,000.
This article is not intended to point
the finger at our current village president,
but rather to focus on the need for a fulltime executive (village president or
mayor) to attract and keep the industrial
parks of Germantown thriving (as many of
the employees of these industrial parks
are residents of Germantown) and help to

sustain the commercial/retail service sector of small businesses here. When the
Villages executive is part-time, residents
can expect to get part-time results.
Neither the Chamber of Commerce nor
the village has done an effective job of
attracting and retaining commercial entities. You need only look at the many
vacant storefronts and strip malls that
line Mequon Road, which include the
empty restaurant once occupied by the
Trysting Pub and SportsZone, or the shop
that has sat vacant for nearly ten years
next to Starbucks and the Verizon store.
Additionally, the success rate of startups
has been discouraging. Germantowns
Chamber of Commerce is part of the
Germantown Economic Development
Commission, which, according to the
Village of Germantowns website, last met
on September 8, 2011over four years
ago! Given the prolonged effects of the
Great Recession, the lapse of four years
without a meeting is a disservice to the
businesses and residents of Germantown
and represents a failure on the part of our
elected officials.
If the following proposed solutions
can be realized, Germantown residents
will not have to look at empty storefronts,
and will be afforded more restaurants,
hotels, and places to shop and explore,
instead of having to drive elsewhere.
1. Germantowns executive needs to be
a full-time position, with a salary commensurate with full-time duties. One
option is to change from a village form of
governance to a city form of governance
with a mayors office and a council for the
legislative body instead of the current
system. If the village board and residents
are willing to turn Germantowns fire
department into a full-time force, then
why not change the governance, with a
mayoral position and turn the executives
job into a full-time position? A full-time
mayor would be able to create and communicate a master vision and a marketing
plan. A full-time mayor would be able to
sell the features that make Germantown
great and the benefits a business would
reap if it moved to Germantown. A fulltime mayor would fight for the funding so
desperately needed to maintain and repair
our roads and make Germantown safer, so
that Germantown does not lose out on
funding again, as was the case on Donges
Bay Road. At the very least, the executives job of village president should be
full-time.
2. The Chamber of Commerce needs
new leadership to partner with the Village
executives marketing plan. Whether that
means developing the plan in-house or
outsourcing it remains to be seen, but at
the very least, everyone who participates
in the planning should have a complete
buy-in to the vision.
3. Germantown needs to stand for
more than the German architecture
faades mandated for new buildings.
Germantown needs to showcase its
German heritage year round and in a way
that builds community pride while
attracting those outside the community.
For example, the area could provide visitors with an authentic German experience
in the form of German shops, and quality
German
cuisine
at
restaurants.
Additionally, Germantown could host
more year-round festivals, including
Oktoberfest. Visitors might then be more
receptive to traveling to Germantown to
spend money and support local businesses. Any marketing plan should build on

the successful campaigns of Mai Fest by


relocating the festival from a strip mall
parking lot to a more deserving location.
In developing its own plan,
Germantown might do well to learn from
the successes of neighboring Grafton and
Cedarburg. Both of those towns have utilized their proximity to a river to spearhead economic development and growth.
While Germantown does not have such as
an asset, our elected officials could take
advantage of Main Streets potential by
creating a replica of an authentic German
town square. And Germantown could join
Grafton and Cedarburg in a marketing
campaign to make the larger area a destination.
The development of towns such as
Batavia and Lake Forest, both in Illinois,
should not be ignored either, but viewed
as models of successful best practices.
Both Batavia and Lake Forest are similar
to Germantown in that they lack water
features; however, they have thriving
downtown areas. Batavia experienced economic growth when the downtown area
was turned into a Dutch-themed authentic experience and closed off vehicular
traffic on weekends. The opportunity
exists for Germantown to do the same,
taking advantage of existing best practices and implementing them at a reduced
cost.
Germantowns Von Rothenburg Bier
Stube is an example of what works in the
core area of Main Street. Although the
proposed Biergarten expansion has been
pulled, the idea for expansion is sound.
The expansion simply needs to be
addressed within a master plan and vet-

ted before proceeding. New restaurants


should not be relegated to a small suite in
a strip mall, and Germantowns only real
stand-alone restaurant on Mequon Road
should not be a Mexican restaurant.
Germantown should be known for a variety of authentic German restaurants.
Here lies a golden opportunity for a fulltime village president or mayor, who can
share the vision with current businesses
and residents, and proudly use the vision
to draw future businesses and residents to
Germantown.
Our German heritage should be the
focus of any marketing plan for a Main
Street square. This new hub would boost
existing businesses in Germantown, spur
the investment needed to improve and
maintain our infrastructure, and provide a
higher quality of life for our residents.
The first step is committing to a full-time
village president or mayor with a bold
vision and a comprehensive marketing
plan that will stimulate the growth of
Germantown and secure its ranking as one
of the best places to live in America.

training new carriers, and warehouse organization. Working the early hours
