RESOLUTION GRANTING A TRUCK BAN EXEMPTION FOR TRUCKS PARTICIPATING IN TERMINAL
APPOINTMENT BOOKING SYSTEM (TABS)
WHEREAS, the Metro Manila Council (MMC) has authorized the Special Traf c Committee (STC) to
study, craft and formulate the new truck regulations to respond to the pressing needs to alleviate
traf c congestion in major thoroughfares of Metro Manila and submit the same to the Metro Manila
Council for approval and adoption;
WHEREAS, to reduce the number of trucks during traf c peak periods without affecting the total
number of imports and exports going in and out of the port, utilize traditional supply chain off-peak
hours and reduce truck cycle times and maximize truck utilization; the International Container
Terminal Services, Inc. (ICTSI) and Asian Terminals Inc. (ATI) created a Terminal Appointment
Booking System (TABS);

WHEREAS, the TABS is a system of booking in advance, the trucks scheduled to deliver goods in
and outside the port of Manila to minimize port/traf c congestion in the Metropolis;
WHEREAS, the MMC-STC recognized the need to encourage more trucks to participate in TABS by
granting a truck ban exemption;
NOW, THEREFORE, by the authority vested upon MMC-STC under Metro Manila Development
Authority Resolution Nos. 10-17 and 13-02, be it resolved, as it is resolved, and hereby approves the
granting of truck ban exemption for trucks participating in TABS.
