“AN ORDINANCE PRESCRIBING NEW TRICYCLE FARE RATES AND ITS IMPLEMENTATION OF
POLICIES AND GUIDELINES AND VIOLATION THEREOF”.

RATIONALE:

Upon petition for fare rate increase of all Local Tricycle Drivers and Operators
Association of this Municipality has been heard and studied carefully, a public hearing and
consultation was conducted and attended by various affected commuters and representatives of
different organizations. Since the enactment of Municipal Ordinance No. 03-2008 fare rates, the
rates therein fixed has not been adjusted. It is of common knowledge that prices of all goods
and prime commodities had gone up including gasoline and motor vehicle spare parts. The said
increases had adversely affected the income of all sectors particularly the transport including
tricycle operators and drivers.

After weighing the pros and cons of the foregoing petition as a result of conducting a
public and several committee hearings, the same has been considered favorably. Amendments
on existing ordinance is necessary to add all necessary provisions that would help improve
tricycle operations in the municipality of San Juan, Batangas. The integrated and coordinated
action between the executive and legislative departments of the LGU of San Juan, Batangas in
regulating tricycle-for-hire will result to an effective supervision of the public transportation
system.

The Municipal Traffic Enforcer Unit, which is under the supervision of office of the
Municipal Mayor, in coordination with the SB Chairman of the Committee on Transportation and
Communication, shall be the responsible for the implementation of this ordinance specifically
provided under Sections III, IV, V, and Section VI. The Municipal Mayor under reasonable
circumstances may ask the assistance from the PNP, LTO and other concerned agencies for the
proper implementation of this ordinance.

The amendments of the immediate preceding provisions which shall serve as the new
tricycle fare rates 2023 and this ordinance shall take effect fifteen (15) days upon its approval
and upon posting in at least three (3) conspicuous places in the municipality of San Juan,
Province of Batangas.
