Guide for determining the emissions

classes of heavy commercial vehicles


As of: 31 July 2013

1. Lorries and articulated tractor units registered in Germany (not cars):


For motor vehicles registered in Germany with EU-standard vehicle registration documents, the emissions class can be
determined from the text for item 14 or from the third and fourth positions of item 14.1. On older vehicle registration
certificates, the emissions class is shown under item 1 in the fifth and sixth positions.
In the case of domestic [German-registered] heavy commercial vehicles only (however not for cars and motorcycles or motor
homes up to 2.8t), these code numbers can be determined from the following table:

When vehicles in pollutant emission categories S 2 or S 3 have been retrofitted with a particulate reduction system, they
qualify for a more economical toll category (only when these conditions are met) based on the following table:

In certain cases, under item 22 or letter V.9 on the EU-standard vehicle registration certificates or under item 33 (comments)
on old vehicle registration, there may be a deviating (generally more favourable) emissions class entered. In these cases,
the more favourable emissions class applies.
The particulate reduction class is indicated under number 22 (on new vehicle registration certificates) or under number 33
(on old vehicle registration certificates).

Attention is explicitly drawn to the fact that, in the case of non-German registered heavy commercial vehicles with EUstandard vehicle registration certificates, the code numbers to point 14.1 do not necessarily correspond with the code system for emissions classes applied in Germany. It is possible for deviating national codes of the EU member states to be listed under point 14.1.
For non-German-registered heavy commercial vehicles, therefore, only the following comments apply:

2. Heavy commercial vehicles registered outside Germany:


a) In the case of non-German-registered heavy commercial vehicles with EU-standard registration certificates, an initial
check needs to be made, whether any plain text to point 14, V.9 or point 22 unambiguously identifies one of the EU directives listed in sequential numbers 10 to 35 and 37 to 38 in the above table (plain text e.g.: 93/59/EEC I and, as such,
can be classified under one of the Euronorms listed in the table (in the example case, this would be Euronorm 1).
b) I n the case of non-German-registered heavy commercial vehicles without EU-standard registration certificates, an initial
check is also to be made, whether these have any plain text corresponding to one of the EU Directives listed in sequential
numbers 10 to 35 and 37 to 38 in the above table, and which can be accordingly classified.

3. A
 lternative evidence of the emissions class for German and non-German-registered heavy
commercial vehicles:
Where it is not possible to provide evidence of the emissions class of German and non-German-registered heavy commercial
vehicles, in terms of the above comments, this can also be provided by submission of:

1. the current vehicle tax licence in German, or


2. a certificate that the vehicle complies with specific environmental requirements.

This also applies for clear proof of the particulate reduction class. It is regulated in Section 8 subsection 2 of the German
Regulations for Collection, Evidence of Proper Payment and Refunding of the Toll (LKW-MautV) or Section 9 subsection 1 in
conjunction with Section 8 subsection 2 LKW-MautV. The LKW-MautV regulations are published in BGBl. I 2003, p. 1003 ff.,
and can also be accessed on the Internet at http://www.gesetze-im-internet.de).

Full evidence for point 2 is provided by the vehicle-related document for CEMT approval (green, super-green and safe
and EURO 3 safe, EURO 4 safe, EURO 5 safe and EURO 6 safe vehicles). Here, the vehicle-related document for a
green vehicle provides evidence of emissions class Euro 1, that for a super-green and safe vehicle, of emissions class
Euro 2, and that for a EURO 3 safe vehicle, emissions class Euro 3, for a EURO 4 safe vehicle emissions class EURO 4, for
a EURO 5 safe vehicle emissions class EURO 5 and for a EURO 6 safe vehicle emissions class EURO 6.
If the emissions class cannot be derived according to these principles, alternative possibilities for establishing the plausibility of the emissions class are:

Carrying in the vehicle a certificate in German from the vehicle or engine manufacturer, containing clear evidence of the
engine approval or the approval of the particulate reduction system. This certificate must clearly show (for example by including the vehicle registration number or the vehicle identification number (chassis number)) that the low-emissions engine or particulate reduction system is actually installed in the vehicle in which the certificate is being carried.

Certification in German of approval of the engine or particulate reduction system by an independent expert. In this
case, too, evidence must be provided that the low-emissions engine or particulate reduction system is actually installed in
the vehicle in which the certificate is being carried.

If any other suitable document is submitted, the German Federal Office for Goods Transport (BAG) will, at its own discretion,
decide whether the emissions class of the toll-liable vehicle has been demonstrated beyond doubt (Section 8 subsection 3
LKW-MautV or Section 9 subsection 4 in conjunction with Section 8 subsection 3 LKW-MautV). If the submitted documents
provide contradictory evidence of the emissions class, the emissions class applicable to the classification can also be determined at the honest discretion of the Federal Office of Goods Transport, taking account of the existing presumption rules for
non-German-registered vehicles.
The following presumption rules for non-German-registered vehicles apply (Section 9 subsection 2 LKW-MautV):
Toll-liable vehicles, registered outside Germany and for which none of the mentioned certificates is submitted, or for which
contradictory documentation is submitted, can be assumed to be allocated to the following emissions class:





1. Emissions class S 5 for first registration after 30 September 2009


2. Emissions class S 4 for first registration after 30 September 2001 and before 01 October 2009
3. Emissions class S 3 for first registration after 30 September 2001
4. Emissions class S 2 for first registration after 30 September 1996 and before 01 October 2001
5. Emissions class S 1 for first registration after 30 September 1993 and before 01 October 1996
6. No emissions class for first registrations before 01 October 1993.

If the vehicle is classified in point 6, it is to be booked as Euro 0 at toll station terminals. This also applies in the absence of
any appropriate points of reference. There is no objection whatsoever to logging on with Euro 0.

4. Vehicles with abnormal emissions:


In the case of vehicles with abnormal emissions, which are very evidently (e.g. by the emission of considerable amounts of
diesel soot) contrary to the emissions class determined in the registration procedures, the German Federal Office for Goods
Transport can demand evidence that the heavy commercial vehicle does actually meet the standards of the emissions class
to which it has been classified (Section 9 subsection 3 LKW-MautV).
