Speaker, as I find that there is no
letter to Members to say that there will
be no speeches to congratulate you, it
would be well if an opportunity is
given to the parties on this side of the
House to offer their congratulations as,
in my view, the Honourable the Prime
Minister should not rise to offer con-
gratulations on behalf of the whole

and not on behalf of the whole House
unless the agreement of all sections of
the House has first been obtained.

Speaker of this House. We hope that
under your guidance the House will
henceforward function in an orderly
manner, bringing about the welfare and
prosperity of the country, which is the
aim in having this Assembly con-
stituted.

Speaker, Sir, I rise to offer to you, on
behalf of the representatives of the
Peoples Progressive Party of Malaya
and of the representative of the
Malayan Party sitting here, our sincere
congratulations.

tion point of view sitting here, the
prerequisite for the proper function of
parliamentary democracy is, in the first
place, the election of a Speaker who
will discharge his duties with dignity

Mr. Speaker, I rise to associate myself
with the speeches of congratulations
made by the Prime Minister, the Pan
Malayan Islamic Party, the P.P.P. and
the Party- I was surprised to
hear just now a Minister of the
G o v e r n m e n t suggesting that the
speeches should be confined only to
congratulations. I have no doubt that
you, Sir, are familiar with the rule of
procedure that a member making a
speech of congratulaiion may also be
permitted to express his views, briefly,
if we desire the House to be conducted
the principles of democracy.
wrote to the Clerk of the House
asking whether members would be
permitted to make speeches of con-
gratulations. And reply was that
there would be no such speeches to
avoid possibility of a controversy. We
see that your election has been
unanimous. I merely wish to express
nly views to you, Sir, and to
Honourable Members because the
composition of this House is not quite
the same as that of the former Legis-
lative Council in that here we have an
opposition on this side, comprising
about one third of the total number
of members of the whole House. I
would like to say that although mem-
bers of the opposition are only about
a third of the whole, I hope in any
debate in this House it should be
remembered that this one third
represents 46 per cent of the total
electorate at the recent Federal
Election.
This House is not quite the same as
the previous Legislature as we now
have an opposition which, I believe

will make for healthy debates.
Speaking for myself 1 can give you a n
assurance. This is because I have
heard of the apprehension expressed i n
some quarters that the opposition will
merely oppose. As a matter of fact it
is not going to be so. T h e aim of the
opposition is t o offer constructive
criticisms. That is what 1 have in mind.
However, although I have given this
assurance, it should not be thought that
f will always be at one with everything
that is desired by the Government.
You, Sir, have the necessary
experience and you were a member of
the Legislative Council of the Perse-
kutuan Tanah Melayu and of the Johore
Council of State, a fact which prompts
me to support ),our election as Speaker.
But, Sir, I would like to give my views
on this matter for your rruidance
because in m y opinion-I too-had the
honour t o sit i n Councils such as this-
an essential quality that a Speaker of
an assenlbly such as this should have,
especially now when we have various
parties here ---the Government and the
opposition - is first tolerance-more
than t o l e r a n c e when calied upon t o
consider any point raised in the
House. Likewise a Chairman or
Speaker is expected to give an im-
partial ruling regardless of whether the
matter is raised by a member on the
Government side or by the opposition.
I habe no doubt that you, Sir, are
conversant with this aspect of the
matter and will be fair to every section
of the House.
