History
Until the middle part of 17th century, San Luis was a part of the town of
Pinpin (now Sta. Ana) and was known then by the name of San Nicolas
Cabagsac. Cabagsac is a contraction of Cabag, bagsac or bagsacan
cabag in Kapampangan meaning the place where plenty of fruit bats are
catched. The name San Nicolas was in honor of it first parish priest, Fr.
Nicolas de Orduno.
On petition of the inhabitant and consequently upon the recommendation of
Fiscal General Don Sebastian Martinez and Assessor Commissioner Juan
Joseph Itra, this southern section was separated from Pinpin. By virtue of an
Executive Order issued by Miguel Espeleta, the Spanish Governor General of
the Philippine Island, on February 14, 1761 the Municipality of San Luis
was then created and the name of San Nicolas Cabagsac was changed to
San Luis, after the name of the Patron Saint Alloysius de Gonzaga whose
feast day is celebrated by the whole town on the 21st day of June of every
year.
About three decades later or about in 1793 that the old church and convent
was constructed under the supervision of Don Tomas Manankil. The Church is
one of the oldest and most durable religious edifice in the Philippines

POLITICAL BOUNDARY
San Luis is bounded on the North by Sta. Ana; Northwest by Mexico;
Northeast by Candaba; Southwest by San Simon, all of Pampanga; and
Southeast by Baliuag, Bulacan.
TOPOGRAPHY
San Luis is located in the low lying areas Southeast of Pampanga. South of
the Municipality are the areas whose physiography is gently sloping and
flood does occur. It is a highly agricultural town where the dominant crop is
palay, followed by vegetables and orchards, respectively. Agri- businesses
like inland fish culture, poultry, piggery and other livestock raising is noted. It
serves as a satellite municipality of Pampanga urban centers, being a major
supplier of food.
GEOLOGY
The province of Pampanga consists of physiographic sections, one of which is
the Candaba Swamp on the eastern portion between the Pampanga- Bulacan
boundary where the Municipality of San Luis is a part of the soils in the
Candaba Swamp of the hydrosol area consist of silt and clay materials
deposited by water. Land suitability values based on compressive strength of
the sediments are moderate. These are evident in the predominance of
poorly consolidated sediments, the most unstable in relation to be races
foundations are areas where fault- lines or fault- zones are located. The
poorly consolidated sediment are either limestones, shale or alluvial
deposits. These ranks next to fault- zone in terms of instability of bedrock
foundation and usually in low relief areas.
SLOPE
The slope of the town is level to slightly undulating, slope 0.3% is highly
recommended for rice lands if identifying a land capability of Class A. Areas
located on greater slope are suitable for limited cultivation of seasonal crops,
cultivated only the dry season croppings, and those lands planted during the
rainy season are imperfectly drained.
