ACCREDITATION GUIDELINES

Akbayan! Youth Third Regular Congress


Congress Delegates
The official voting delegates of the Third Regular Congress of Akbayan!
Youth or A!Y shall be the following:
1) Official delegates of accredited Territorial Assemblies [TA];
2) Members of the National Council including the Executive
Committee; and
3) Two official delegates from the National Secretariat [as per 2 nd
Regular Congress Resolution].
In line with the principle of proportional representation, the number of
official delegates or representatives in every TA for the Third Regular
Congress of A!Y shall be based on the minimum required number of
members in an assembly. That is, for every 135 members, an assembly
shall be entitled to two (2) voting delegates. For every additional 135
members, there shall be additional 2 voting delegates provided, that
the assembly has a minimum of 9 chapters.
The official delegation of the TA shall be composed of at least 40%
women. A!Y practices progressive gender-recognition.
Territorial Assemblies and Chapter Formation
A Territorial Assembly can be of the following:
1) city or municipality;
2) legislative district; and
3) province.
A TA is composed of at least 9 chapters, the smallest unit of the A!Y
structure. A chapter is composed of at least 15 members. The following
rules shall apply in chapter-formation:
1) For barangays with a general population of at least 10,000 in the
latest National Census, multi-chapter organizing will be allowed.
That is, for every 5,000 general population in the barangay, an A!
Y chapter can be formed with at least 15 members each provided
that every chapter is clearly delineated (sitio, purok,
organization, etc.);
2) For schools with a general population of at least 10,000, multichapter organizing will be allowed. That is, for every 5,000
general population in the school, an A!Y chapter can be formed

with at least 15 members each provided that every chapter is


clearly delineated (college, division, organization, etc.);
3) If the number of members meet the requirement for chapterformation, a chapter can be formed in a certain workplace or
organizational headquarters.
Accreditation Requirements
The following are the requirements of for a TA to be accredited:
1) Territorial Assembly Form (format attached). Each TA shall
produce a Territorial Assembly Form, a database of membership
and their contact details. Each member data-based must have a
reachable contact detail. Failure to provide so may result to nonaccreditation due to non-verification.
2) Photographed/scanned copies of all membership forms (format
attached). There is a revised format of membership forms is
available and attached, but the old membership forms (if still
available) can also be used. The reproduction of the forms shall
be the responsibility of the local structures. The signed
membership forms shall be kept as a record of the territorial
assembly.
3) Minutes of the TA. The recording of the minutes of the
proceedings of the TA, including the names and contact details of
the delegates, must be given.
4) Membership fee. The membership fee shall be collected through
the TA Treasurer, as computed according to the membership fee
rules of A!Y.
The following are some considerations in the submission of the
accreditation requirements:
1) Through random-testing per chapter, the members will be
verified by the accreditation committee;
2) Each chapters leadership must be at least 40% women;
3) Members must be 15-30 years old on the time of membership;
4) Official delegates must be AT MOST 30 years old on or before
November 27;
5) The deadline of submission of ALL Accreditation Requirements is
on October 15 (no extension); and
6) The National Secretariat is aiming a paperless system (save
trees!)

Aggregated Territorial Assemblies [ATA]

Instead of holding separate Territorial Assemblies, AY will be holding


Aggregated Territorial Assemblies especially for those that are
geographically proximate to each other. The schedules of the ATA are
pre-determined and decided on by the AY National Secretariat, in
coordination with local coordinators and political officers. This allows
for a more efficient and cost-effective manner of holding the said
assemblies.
The Political Officer [PO] is in charge of coordinating all local structures
for the preparations before, during, and after the ATA. The preparations
of the local structures will be spearheaded by the Coordinator and will
involve the following:
1. Establish at least 9 chapters per TA following rules of
accreditation (membership forms, chapter leadership, gender
and age quota, etc.);
2. Facilitating the chapters decision on at most two representatives
to the ATA (with at least one female);
3. Securing chapters membership forms to be brought to the ATA
for accreditation.
The National Secretariat will only provide reasonable travel
reimbursement to at most two representatives per chapter, provided
that the representatives present proper liquidation receipts and have
followed the rules of accreditation (brought proper accreditation forms,
underwent gender and age quota, etc.).
The participants of the ATA will be the following:
1. A member of the ExeComm or a representative designated by
the Island Vice Chairperson;
2. A member of the National Secretariat or its designated
representative;
3. Designated representatives (at most 2; at least 1 woman) of the
established chapter;
4. At most 3 members of the local secretariat; and
5. (Optional) Invited guests from Party structures and allies.
The schedule and venue of the ATA must be announced through official
channels at least 48 hours before it is held.
