ACTIVITY DESIGN

AREA ELECTIONS OF REGIONAL AND PROVINCIAL CHAPTERS

I. RATIONALE

Lady Local Legislators’ League of the Philippines (Four-L Phils.) composed of


women officials, Vice Governors, Sangguniang Panlalawigan Members, Vice Mayors,
Sangguniang Panglungsod Members, Sangguniang Bayan Members, Punong
Barangays, Sangguniang Barangay Members, and Sangguniang Kabataan Presidents
which is under the supervision of the Bureau of Local Government Supervision (BLGS)
of the Department of Interior and Local Government (DILG) also an active member of the
Union of Local Authorities of the Philippines (ULAP).

The Four-L also believes that fostering unity among the members in the league will
uphold the dignity and boost the morale of every member, and that is tantamount in the
attainment of goals and objectives towards sustainable development.

The Article IX, Section 1 and 2 of the Constitution and By-laws also provides:

Section 1. Regional Presidents- The Regional president shall be the head


of the lady local legislators within her region. She shall update the National
Officers as regards their respective regional concerns and take part in
formulating policies that address the same in a meeting called for that
purpose by the National Executive Board,

Section 2. Regional, Provincial, District, City, and Municipal Chapter


Officers — The Four-L Philippines shall organize regional, provincial,
district, city and municipality chapters which shall be under the supervision
of the National Executive Board. They shall elect their officers and conduct
meetings and business in their respective areas in coordination with the
National Executive Board and the Local Department of Interior and Local
Government (DILG) Office;

Further, the conduct of Area Elections under Article XV, Section 5 and 6 of the
Constitution and By-laws provides:

Section 5. Area Elections — Regional, Provincial, District, City, and


Municipal Chapter Presidents and other officers shall be elected by the
members of the different Sanggunians in their respective areas;

Section 6. Frequency of Election — Election of National and Area Officers


of FOUR-L Philippines shall be held once every three (3) years during the
month of January in a National Summit held in Metro Manila called for the
purpose;

II. OBJECTIVES

To promote a participative governance where the members of the league exercise


their fundamental rights to vote the persons who will lead the organization and involve
themselves in the responsive and effective legislative concern that promotes the rights
and welfare of women, children, and their family in every local government unit.

III. PROGRAM CONTENT

Part I: Registration of Members

The Four-L National Executive Board in cooperation with the Regional Convener
and her staff will commence the registration of FOUR-L members on day of the event.

Each member shall pay the fees to cover the registration, hotel accommodation,
meals, training, materials and other logistical supplies and the prescribed Membership
and Term Dues as provided in Article IV, Section 3 of the Constitution and By-laws,
Resolution No. 004-2023 of the National Executive Board of Four-L, which provides:

shall be determined and collected by the National Executive Board.

Resolution no. 004-2023 “A resolution setting and approving the term-based


organizational fee in the amount of the five thousand pesos (Php5,000.00)
for all regular and associate members of the lady local legislators’ league of
the Philippines, Inc. (Four-L Phils) effective immediately.”

The designated secretariat shall release the official list of members in good
standing at the end of the registration period.

Part II: Reorganization of Regional and Provincial Executive Committee

The Regional Convenors will convene their respective Regions together with the
Regional/Provincial DILG Officers and will have the following assignments:

A. The Department of the Interior and Local Government (DILG)

1. Assist the Regional Convener in the identification of the venue where the
reorganization and election will take place.
2. Assist the Regional Convener in identifying and approving the registration fee
to cover the cost of the reorganization and election.
3. Issue an invitation letter/memorandum regarding the conduct of the event.
4. Assist in the preparation of the necessary documents and logistical
requirements for the conduct of the Regional and Provincial Elections such as,
but not limited to, Ballots, Ballot Boxes, Certificate of Canvass and Proclamation
of Winning Candidates, Tally Sheet, Statement of Votes, and Oath of Office.
5. Ensure that the reorganization and elections will happen between April to June
of 2023.
6. Provide Local Secretariat during the reorganization and elections.
7. Oversee the conduct of the reorganization and elections.

B. Regional Conveners.

1. Coordinate with the women legislators in the Region and Provinces to convene
the Four-L Chapter.
2. The Regional Convenor shall identify the venue and registration fee for the event
in coordination with the DILG and National Executive Committee.
3. The Regional Convenor with the Provincial Convenor shall disseminate the
invitation regarding the conduct of the reorganization and election to all Provinces
belonging to its Region.
4. Provide staff to assist in the preparation, registration, program and elections.
5. The Regional Convenor shall assist the DILG before, during and after the conduct
of the reorganization and elections and submit the Terminal Report prepared by the
DILG to the National Executive Board (NEB).

C. National Executive Committee Representative. The Interim National


President, with the concurrence of the National Executive Committee shall
designate the Official Representative-Observer, during the conduct of the Regional
Elections. The Representative shall on no manner influence the conduct of the
Regional and Provincial elections in favor or against any candidate.

D. National Secretariat Support. The National Secretariat shall coordinate with the
Regional Convenor for the dissemination of the Program, Memorandum from Four-
L and other important documents, to manage and undertake the issuance of the
official receipts and certificate of attendance, provide secretarial work when
necessary and coordinate support to the elections. Also coordinate with DILG for
the conduct of the election proper.

E. Area Elections Guidelines. The Guidelines for simultaneous election shall be


based on Resolution 005-2023 of the National Executive Board which shall be held
in the following manner:

1. The Committee on Elections

The COMELEC shall be assisted by the Department of Interior and Local


Government (DILG). The Regional Convenor appoint and convene the members of the
COMELEC. The Chairperson and members of the COMELEC should be members in
good standing and not running for any elected position The COMELEC shall be
composed of the following:

1. One Chairperson
2. Three (3) Four-L members in good standing and not running for any
position coming from different Provinces or Highly Urbanized City or
Independent City
3. One (1) representative from the DILG.

The COMELEC shall have the full powers to decide on all matters related
to the election.

2. Qualification for the position

Qualified to be nominated for the position for the election are Lady
Legislators who are Vice Governors, Sangguniang Panlalawigan Members,
Vice Mayors, Sangguniang Panglungsod Members, Sangguniang Bayan
Members, Punong Barangays, Sangguniang Barangay Members and
Sangguniang Kabataan Presidents who are members in good standing.

3. Composition of the Provincial Officers. The composition of Provincial Officers


shall be members in good standing from Municipalities and Component Cities
belonging to the Province which shall be composed of the following;

1. Provincial President
2. Vice President
3. Secretary
4. Treasurer
5. Auditor
6. Public Relations Officer
7. Board of Directors (BOD)
a. For Provinces with five or more congressional district, two (2) Board of
Directors per district.
b. For Provinces with less than five districts, a maximum of ten (10) Board
of Directors will be voted upon with at least two (2) representatives
from each district.

4. Composition of the Regional Officers. The composition of Regional Officers


shall be members in good standing from Provinces, Highly Urbanized Cities,
Independent Cities, Component Cities and Municipalities belonging to the Region.

4. Treasurer
5. Auditor
6. Public Relations Officer
7. Board of Directors (BOD)
a. For Regions with five (5) or more provinces, two (2) BODs from each
Province.
b. For Regions with less than five (5) provinces, a maximum of ten (10)
BODs with at least two (2) members from each province
c. For Regions with Highly Urbanized City (HUC) and Independent City-
addition of one (1) BOD.
d. For the National Capital Region (NCR) – maximum of ten (10) BODs.

5. Nomination. A CANDIDATE MUST BE PRESENT TO BE NOMINATED


UPON. Nominations must be done on the floor until all positions are completed
prior to the voting. After nomination of all candidates, the COMELEC shall present
the Qualified Candidates.

6. Presentation of Candidates. Each candidate may be allowed to address the


plenary for the purpose of discussing her program of action and platform of the
government in accordance with the Four-L vision and mission. For this purpose,
the Candidates for President shall be given a maximum of five (5) minutes to
speak. All other candidates for other positions shall have a maximum of three (3)
minutes to address the plenary. The termination of the presentation shall mark the
end of the campaign period. The COMELEC shall determine the order as to who
shall be the first to speak by drawing lots done by the candidates.
7. Voting. The polling center shall be opened immediately after the candidates’
presentation and shall last for two hours, in the event that after two hours, voting
is not done, the COMELEC shall allow those qualified voters within 50 meters from
the polling center to still cast their votes.

8. Distribution of Ballots. All voters shall receive their ballots from their respective
representatives from the Provincial DILG as they arrive at the polling center.

9. Verification of Qualified Voters. A voting delegate shall present her Official


Receipt together with a valid picture Identification Card to determine the identity of
the voter before a Ballot can be given to her. In the absence of the valid I.D., the
delegate may submit other documents that may prove her identification before the
COMELEC.

10. Casting of Votes. Qualified voting delegate shall immediately proceed inside
the polling center upon the receipt of the Ballot and shall be prohibited from going
out of the polling center. Accomplished Ballots shall then be dropped at the Ballot
box by the voters themselves. There shall be a ballot box for each province
maintained to contain all accomplished ballots.

There shall be a ballot box maintained to contain all printed accomplished ballots
and shall be provided by the DILG for this purpose.

11. Prohibition Against Candidates. All candidates are prohibited to stay at


polling center unless she will cast her vote.

12. Watchers. Each candidate for Presidents shall be entitled to one(1) watcher
and one(1) alternate watcher at the ballot distribution centers. However, only one
watcher per presidential candidate can stay at each ballot distribution center. The
ALTERNATE WATCHER may only stay at the ballot distribution center whenever
the regular watcher is unavailable.

14. The Four-L National Executive Committee Representative. The Four-L


representative, with the concurrence of the National Executive Committee, shall
designate he Official Representative-Observer, during the conduct of the Regional
and Provincial Elections. The Representative shall in no manner influence of
interfere in the conduct of the elections in favor or against any candidate.

15. Proclamation. Candidates who obtain the highest number of votes shall be
proclaimed immediately by the Regional/ Provincial DILG.

After the election proper, the Regional or the Provincial DILG shall proclaim the
newly elected Regional/Provincial Officers and submit the Election Results and
Proclamation Canvass to the Four-L Regional President/Convener for transmittal
to the National Executive Board.

The DILG, Four-L National Representative or any Provincial Government Official


shall administer the Oath of the Newly Elected Regional and Provincial Officers.

16. Disposition in case of a tie. In case of a tie, the DILG representative shall be
designated to break it by using the "toss a coin" or "draw by lot" method to avoid
partiality.
17. Election Contests. The Electoral Committee shall resolve all election
contests officially brought before it within three (3) hours after the filing of a protest.
Protests shall be filed before the proclamation.

18. Protests. Protests shall be made in writing and should be received by any
member of the Electoral Committee within the period prescribed in the immediately
preceding section.

IV. TARGET PARTICIPANTS

Women officials who are Vice Governors, Sangguniang Panlalawigan


Members, Vice Mayors, Sangguniang Panlungsod Members, Sangguniang Bayan
Members, Punong Barangays, Sangguniang Barangay Members, Sangguniang
Kabataan Presidents

V. VENUE, DATE AND DURATION

Per Resolution 001-2023, Simultaneous Regional and Provincial


Reorganization will be done from April to June of 2023. The specific venue and date
for the conduct of the simultaneous elections will be decided by the Regional
Convenor in coordination with the DILG and National Executive Board.

Further, Resolution 003-2023, appoints the following Regional Convenors.

VI. BUDGETARY REQUIREMENTS

A. Registration fee shall be under the discretion of the Regional Convener in


coordination with the DILG and National Executive Board, and shall be based
on, but not limited to the following:
1. Hotel Accommodation on Solo/Twin Sharing basis
2. Meals
3. Training Materials and supplies
4. Certificates
5. Honorarium
6. Contingencies

B. Term Dues as provided in Four-L Resolution No. 004-2023 (Php5,000)

VII. REPORTS AND EVALUATION

A Post Activity Report will be submitted to the DILG after the conduct of all
Area Elections.
