Whereas, on September 10, 2015, the Bids and Awards

Committee (BAC) received the 1st Indorsement dated
September 08, 2015 from the Administrative Division;
Whereas, attached therein is Purchase Request (PR) No.
015-09-281 dated September 01, 2015 to cover the purchase
of Stamp/Load for Postage Meter Machine Pitney Bowes Model
B-994 SN & 72066 (old) and Purchase of Stamp/Load for
Postage Meter Machine Pitney Bowes Model B-994 SN & 72108
(new) worth One Hundred Twenty Thousand Pesos
(Php120,000.00).
Whereas, as per said PR, the items are to be directly
purchased from the Philippine Postal Corporation;
Whereas, Philippine Postal Corporation is an agency
created under Republic Act No. 7354 otherwise known as the
"Postal Service Act of 1992.
Whereas, under Section 53 of the Revised IRR of R.A. No.
9184, as amended by GPPB Resolution No. 12-2013, the
Negotiated Procurement method may be adopted under the
following grounds:

of goods, infrastructure projects and consulting
services, whereby the procuring entity directly
negotiates a contract with a technically, legally and
financially capable supplier, contractor or consultant
in any of the following cases:

Procurement
of
infrastructure projects, consulting services, and
goods from another agency of the GOP, such as the
PS-DBM, which is tasked with a centralized
procurement of Common-Use Supplies for the GOP
in accordance with Letters of Instruction No. 755 and
Executive Order No. 359, series of 1989.

Now, therefore, be it resolved, as it is hereby resolved,
that the BAC respectfully recommends that the OSG
Administrative Division be authorized to resort to Negotiated
Procurement Method through Agency-to-Agency Procurement
for the purchase of Stamp/Load for Postage Meter Machine
Pitney Bowes Model B-994 SN & 72066 (old) and Stamp/Load
for Postage Meter Machine Pitney Bowes Model B-994 SN &
72108 (new).
