The affirmative should

1. give a clear definition of the key terms,
2. establish that there is a significant harm/ serious problem with evidence,
3. propose a detailed plan, and
4. prove with evidence that the plan can solve the problem.
The negative can
1. defend the status quo, arguing that
theres no harm,
the harm is not significant,
the cause of the harm does not lie in the present system,
the present system is on its way to fix the problem(i.e. no inherency),
the present system can be slightly altered (i.e., minor repair meaning
minor adjustment is made to what already exists in the status quo) to
remove/alleviate the harm
2. argue the affirmative plan cannot solve the problem
3. argue the affirmative plan is not feasible
4. point out that the affirmative plan will bring about disadvantages.

An overwhelming number of students find homework boring and is

a waste of time.
Instead of giving homework, teachers should give students time to
do in-class exercises.
The affirmative fail to give specific statistics for the number of
students who find homework a waste of time. It is likely that the problem is
exaggerated.
Affirmative: In this debate, homework is defined as written tasks
for students to do at home and will later be collected and graded.

Negative: According to Longman Dictionary of Contemporary English,

homework should be defined as work that a student at school is asked to do at
home.
Homework does not necessarily need to be boring. With careful
design, it can be fun.
With the tight schedule, it is impossible for teachers to squeeze out
time for in-class exercise.
Without homework, students are unlikely to master skills that
require repeated practice.
Even if teachers are banned from giving homework, anxious
parents are likely to buy extra materials for students to practice at home.
