SECTION 1: Findings
Congress makes the following findings:
1. Styrene, an element used to make styrofoam, is established by the EPA and
the International Agency for Research on Cancer as a possible human
carcinogen, and can cause the irritation of skin, eyes, and respiratory tract for
people manufacturing styrofoam. (i)
2. A research by The National Bureau of Standards Center for Fire Research
says that there are 57 chemical by-products released when making styrofoam,
which not only pollutes the air, but also produces wastes that needs to be
disposed. (i)
3. Styrofoams ingested by animals can block the animals digestive tracts, which
can cause death and starvation. (i)
4. According to a Washington University study, styrofoam takes 500 years to
decompose. (ii)
SECTION 2: Purpose
The purpose of this bill is to reduce the use of styrofoam to improve the environment
and reduce the health risks of manufacturing styrofoam.
SECTION 3: General Provisions
This bill provides that it will be illegal to use styrofoam cups for drinks, which includes
but not limited to coffee and tea. The use of styrofoam cups will be regulated by
the United States Environmental Protection Agency. Any individual seen using a
styrofoam cup will be fined 100 dollars, and any individual seen selling drinks
contained in a styrofoam cup will be fined 300 dollars.
SECTION 4: Definitions
Styrofoam: Expanded polystyrene.
Drinks: Liquid intended for human consumption
