SECTION 1: Findings
1. Research shows that adolescents require at least as much sleep as
they did as children, generally 8 1/2 to 9 1/4 hours each night. Key
changes in sleep patterns and needs during puberty can contribute to
excessive sleepiness in adolescents, which can impair daytime
functioning. (i)
2. 69% of US high school students get fewer than 8 hours of sleep on
school nights, and 40% get 6 or fewer hours. (ii)
3. High school students are recommended 9 to 10 hours of sleep per
night. (ii).
4. Starting school too early in the morning for students is unproductive,
unhealthy, and incompatible with teenage sleep schedules. (i).
SECTION 2: Purpose
To promote better health by providing more sleep and to aid in better learning
in schools.
SECTION 3: General Provisions
All schools provided for students under the age of 19 are prohibited to require
students to attend school related activities from 12 A.M. to 9 A.M. Voluntary
work and extracurricular activities such as, but not limited to, sports and
drama are not included. A class may have three exceptions per year, but
reasons must be approved by the school administration. Any schools that
do not follow the presiding guidelines can be penalized between a
minimum of one thousand dollars and a maximum of five thousand dollars.

Schools: An institution designed to provide learning spaces and learning
environments for the teaching of students under the direction of teachers.

adult.
