Lets look at the steps from this question perspective only

1. Before we start closing the project the deliverable should be validated and accepted by the
customer, in PMBOK this is done in Validate Scope process, if the transition is part of your project , it
should have been done before you start the close project process. But while closing the project we
need to ensure that all deliverable has been accepted
2. Close procurement should have been done as a separate process and same like point 1 it could be
done well before the project closure. but yes when we close we need to ensure no such thing is left
open.
3. These two steps are the one where we need to see the sequence , since other two should have
happened before.
Ensure completion of scope as per Project Management Plan OR Obtain Administrative Closure
Yes before we start recording lesson learned etc (Administrative Closure ) we need to ensure the Scope
is complete as per Project Management Plan. So the answer become Ensure completion of scope as
per Project Management Plan

ey Difference:

Procurement Closure or Contract Closure is done before the project can be closed
completely.

Procurement Closure may be done multiple times ( once for each contract) during the
lifecycle of a project.

Administrative Closure is only done once per phase, or for the entire project. Project
closure is not complete without procurement closure.

Product acceptance is carried out using the Close Project or Phase process.

The contracts are closed using teh Close Procurement process.
