Overview
Article VI, Sec. 1 of the 1987 Constitution:
Legislative power is vested in the Congress of the
Philippines, consisting of the Senate and the House
of Representatives. Except to the extent reserved to
the people by initiative and referendum

House of Representatives

The House of Representatives is the


lower house of the Congress of the
Philippines.
It is informally known as the
Congress
It is composed of not more than two
hundred fifty (250) members, elected
by legislative districts for a term of
three years.

The congressmen can be re-elected, but cannot serve more than three consecutive
terms.
Around 80% of congressmen are district representatives, representing a particular
geographical area.
There are 234 legislative districts in the country, each composed of around
250,000 people.
There are also party-list representatives elected through the party-list system who
constitute not more than twenty percent of the total number of representatives.

Every bill should have the Houses concurrence


in order for the President to sign it to a law.
Aside from that, it also has the power to impeach
certain officials, and all money bills must
originate from the lower house.

The leadership of the House of


Representatives compose of the Speaker
of the House, Deputy Speaker for
Luzon, Deputy Speaker for Visayas,
Deputy Speaker for Mindanao, Majority
Leader, and Minority Leader.

They are elected by a majority vote of


members. There are fifty seven (57)
standing committees and sixteen (16)
special committees of the House of
Representatives.

Senate of the Philippines

The Senate is the upper house of the bicameral Philippine


Legislature
It is composed of 24 senators who are elected at-large
Senators serve a term of 6 years, with a maximum of 2
consecutive terms.
Senate encompasses national concerns
Senate is the only body that could concur with treaties and
try impeachment proceedings

Leadership and Structure


The Senate is led by the Senate
President, Pro Tempore, Majority
Leader and the Minority Leader.
The Senate President is elected by
majority vote of its members.
There are thirty six (36) permanent
committees and five (5) oversight
committees.
