Introduction

Rwanda is a small land locked country located in the central part of


Africa with a population of 9.5 million.
It lies 121 Km South (75 miles) of the equator in the Tropic of
Capricorn, 1416 kilometers (880Miles) west of the Indian Ocean
and 1250Km (777Miles) east of the Atlantic Ocean literally the
heart of Africa.
Since 1995 Rwanda has achieved considerable progress as regards
to good governance, education, health, poverty reduction and
strengthening of basic infrastructure.

Electricity:

Short Messaging Service (SMS) Media, a Rwandan Information


Technology (IT) Company, has developed a solution that allows
you to purchase prepaid electricity (cash power) using your mobile
phone and recently won an award for excellence at the East
African Power Industry Convention (EAPIC), the leading power
event in East Africa.

Health

TRACnet : This is basically an Antiretroviral Therapy Management


Information System as an effective usage of ICT info structure in the
public sector. TRACnet is a dynamic IT solution designed to collect,
store, retrieve, display, and disseminate critical program information,
drug distribution, and patient information related to the care and
treatment of HIV and AIDS.

With a bilingual English and French telephone with the Interactive Voice
Response (IVR) technology and web interface, TRACnet employs a
practical and sustainable approach to using information technology.

Current Projects:

National ID

95 % of the population, including those in the Diaspora, have already


acquired national identity card the remaining 5 percent mainly include
soldiers, students, policemen, prisoners or people who move a lot.

New smart card electronic system: The services offered will include,
identification, access to insurance services, bank services and
immigration services among others.

Document Tracking and Workflow Management

The project seeks to deploy an ICT system across the public sector
organizations that should be able to register all incoming and
outgoing mail and to provide scanning facilities in case
documents being tracked or registered need to be archived. The
system would also enable secure and consistent storage of
documents and search facility. This will reduce paper based
process and inefficiency in service delivery in all Government
institutions and Public Sector Organization.

Unified Communication Project

This project is about deploying Tele/video conference facilities


within Government Institutions and encourages their use for
efficiency and effectiveness. The Unified Communication
system will provide sophisticated VoIP/ Videoconferencing
technologies that can support thousands of users through a
nationwide managed IP network (GovNet). This IP
Infrastructure shall support services such as IP Telephony
(IPT), fax and voice conference, messaging services, and
video/data communication.

Gov-Net / Government Intranet

The key objectives of this project are:

To inter-network all the Government Ministries and PSOs via their


organizational network into a secure GovNet, the Wide Area Network
(Intranet) of Government
To provide a common Internet gateway for all Government Ministries via
GovNet
To facilitate civil and public service-wide information access,
interchange and exchange via GovNet, an important component of the
overall E-Government initiative.
