Change control is essential. The anomaly of projects is that, while they are the
means for instituting change, change
itself creates many of the problems on
projects.
Sam listed the objectives and other considerations that would be important in deciding how to manage the building of a raft.
Then three WBSs were developed down to
level 3. Each of these was evaluated on a
three-point scale: good, bad, and intermediate or indifferent. Based on this analysis,
even though it required more work by Sam,
the fast and efficient approach was chosen
(see Table 3).
