COUNCIL ON DISASTER RISK GOVERNANCE IN CHITRAL-KP PAKISTAN


New opening for Disaster Risk Governance Project in Chitral
INTRODUCTION:
District Government Chitral under the dynamic leadership of District Nazim Chitral in collaboration of Barcelona
Provincial Council is implementing a pilot project on Disaster Risk Governance in Chitral, initially for one year till
31 December 2017, extendable on an ex-officio basis or after written and supported request from JAD Foundation,
by means of a resolution of Barcelona Provincial Council.
Local Government Chitral and regional government Barcelona call for a collective action framework to localize
SFDRR-2030, SDGs-2030, and climate finance at COP 22 through this pilot project.
JAD Foundation, a dynamic humanitarian, development, and research oriented organization is facilitating both
the governments to implement this pilot project in District Chitral Pakistan to work locally to contribute towards
interdependent, interlinked and interconnected challenges that are transnational in nature and trans-institutional
in solution at local to global level.
JAD Foundation is committed to supplement efforts of the governments, organizations, and the community to
tackle natural, human, and technological disaster and climate risks at multiple levels by harnessing human
potentials and strengthening the district level disaster management system through local government structure.
Through its work, the foundation aims to contribute to KP Provincial government Road Map for Disaster Risk
Management 2014 2022, national disaster management policies and the four major global frameworks i)Sendai
Framework of Disaster Risk Reduction, ii) Sustainable Development Goals, iii) Paris Conference Commitment on
Climate Change, and iv) Global Humanitarian Summit 2015.
The project will specifically focus on the two essential out of four priority areas of SFDRR 20152030,
i) Understanding disaster risk, ii) Strengthening disaster risk governance to manage disaster risk.
The JAD Foundation Chitral is regarded by both the government of Chitral District and Barcelona Provincial
Council as an organization suited to managing and executing the Pilot Project on Disaster Risk Governance (DRG)
in three areas: (i) disaster preparedness and response, (ii) disaster risk governance, (iii) youth
development/leadership, initially for one year till 31 December 2017, extendable on an ex-officio basis or after
written and supported request from JAD Foundation, by means of a resolution of Barcelona Provincial Council.
In the current project, the following vacancies are open for prospective, dynamic, innovative and energetic
professionals who are interested in career building in multi-dynamic local/global teams of multi-sectoral and
multidisciplinary experts and organizations.
All the positions are challenging professionally and technically and test the managerial and leadership skills as well
as competencies. The candidates will be working with district administration, local government agencies,
international donor, line departments, emergency responders/volunteers, provincial and national government
departments, senior bureaucrats, politicians, youth and women leadership.

JOB Description:
1 Program Coordinator
The role of position in the organization:
The Project Coordinator is responsible for overall management, operation, and performance of the
project.
He/she will be responsible for coordinating all the three areas of project activities for integrated outcome
and achievement of the result of the project.
He/she responsible for capacity building of the staff and partner organizations on local government
system on disaster risk governance, climate change adaptation, youth development and leadership and
effective functioning in service delivery to the public with specific consideration of risk reduction of multisectoral development strategy.
He/she will be responsible for overseeing human resources, procurement, recruitments to ensure the
maximum outcome of the project and that JAD values have not been compromised.
Project coordinator shall directly report to the project director.

Job Purpose

The Project Coordinator will lead the overall project implementation process under the guidance and supervision
of PD and shall ensure that project objectives are achieved efficiently and effectively within committed resources
and timelines. PC shall supervise the project team, and support the work of the staff and local partners in
promoting as well as implementing, monitoring and evaluating the cooperation program, policy and DRR agenda.
The overarching strategic objective of the work of the Project Coordinator is to keep the track of the things, work
plan, budgets and deliverables and keep the PD informed on progress and issues as well as provide advice and
consultation to resolve issue and bottlenecks.
Key Responsibilities:

The Project Coordinator is required to demonstrate high-quality skills of program management and
leadership while designing and managing program policy and overall implementation of project activities
with a futuristic approach.
He/she will be the member of Senior Management Team (SMT) of cooperation program and will be
required to provide quality input in shaping new programs, to contribute to and develop new strategic

initiatives for influencing policy internally and externally as well as developing program strategies for
effective and successful achievement of objectives.
Coordinate effectively with the members of tripartite cooperation program including district government
Chitral and Barcelona.
Mobilize and coordinate with local community leadership, elected representatives and youth leadership.
Plan, organize, direct, control and review program/projects and manage program budgets as well as
facilitate recruitments and manage project human resource control and development.
Proactively analyze and review sector policies and plans for promoting pro-poor, gender sensitive, and
sustainable approaches in the sector and project areas.

2 Program Officer
The role of position in the organization:

The Program Officer is technical expert responsible for providing capacity building training to line
departments, local government agencies, INGOs/NGOs and CSOs on Disaster Risk reduction and
governance, climate change adaptation, assistance to the Project Coordinator in the overall
management of project implementation.
He/she shall provide technical assistance in field management and act as the first point of contact for all
program related information, progress tracking, knowledge management, proposal development,

fundraising, developing an exit strategy, sustainability of the projects and d partners relationship
primarily at district and community level.

Main purpose of the Job
To provide leadership in strengthening of coordination and capacity building of District Disaster Management
Unit(DDMU) and local government agencies, line departments, NGOs/CSO and youth leadership and
implementation of the Disaster Risk Governance Project and Disaster Risk Reduction Strategy and Program
The Program Officer will extend every desired support to project team and local partners to ensure successful
implementation, monitoring, and evaluation of the cooperation program, its policy, DRR agenda, and
objectives.
The overarching strategic objective of the work of the Program officer is to implement the project strategic
work plan, track progress, record indicators and bottlenecks and prepare situational analysis and progress
reports on the basis of data and evidence from the field.
Key Responsibilities:
He/she will be the frontline driver of the field implementation of cooperation program and will be
required to provide quality input in shaping the direction of success.
Plan, organize, manage field activities i.e. meetings with local government leaders, social events, social
organization, training of youth and local council leaders, community and volunteers.

3 Monitoring and Evaluation Officer


The role of position in the organization:
Under the overall guidance of the Project Director and direct supervision of the Project Coordinator, the M&E
Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that
the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in
a cost effective and timely manner.
The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting
the Project coordinator in preparing Quarterly/Annual reports on project progress and will monitor the project
activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the
collection & analysis of different data in relation to the project activities.
The Monitoring and Evaluation Officer works in close collaboration with work closely with project team and PD,
Steering Committee of the Project, Government officials, private sector, non-government and civil society
organizations. The M&E Officer is responsible for providing quality services in overall monitoring and evaluation
of project implementation, he/she shall provide technical assistance in knowledge management through project
MIS, data collection, and management, identification and measurement of progress indicators to keep the project
on track of success.

Admin and Finance Officer

The role of position in the organization:


The Admin and Finance Officer is responsible for providing administrative, logistic and financial management
services to effective and efficient delivery and achievement of project objectives

The Admin and Finance Officer will extend administratively and financial management assistance to project team
to ensure successful implementation of cooperation program. The overarching strategic objective of the work of
the Admin and Finance Officer is to facilitate the development and implementation of the project strategic work
plan, finance, and procurement policies, develop and maintain administrative and financial records and reports
as per audit needs and requirements of national and international standards.
Key Responsibilities:

He/she will be the frontline manager of the administrative, procurement and financial activities of
cooperation program and will be required to ensure the quality of records, procurement of goods and
services involved in project implementation.
Facilitate to plan, organize and manage the administrative, HR and financial policies and procedures.
Provide logistic support for meetings with local government leaders, social narratives, social organization,
training of youth and local council leaders, community and volunteers.

5 & 6. Two training and youth development Officers (one male and one female)
The Role of position in the organization:
The Training Officer is responsible for engaging/involve, train, organizing and making functional the youth councils
at village/Tehsil and District Level. To enhance the essential capacity of the youth and women leadership to
strengthen their capacity to manage disasters and emergencies at the local level and to plan to mitigate the
emerging threats of disaster. To provide exposure opportunities to the emerging youth generation in collaboration
with the local government leadership. To establish and functional village youth councils, Tehsil and district youth
councils and linking with national and international youth forums and other organizations to harness their
potentials to meet the future challenges.

Job Purpose

The Training Officer will provide managerially and leadership support to the youth and women leadership across
the district and establish youth councils at village/Tehsil and district level to coordinate youth development
activities/program at the village to district national and global level. The training and youth development officer
will extend capacity development support to project partners and youth and local representatives to ensure
successful implementation of the cooperation program, its policy, DRR agenda, and objectives.
The overarching strategic objective of the work of the Training Officer is to implement the project training and
building capacity of youth leadership in a befitting manner for peacebuilding and conflict transformation at the
local level.
Key Responsibilities:
He/she will be the frontline driver of the field implementation of training initiatives of the cooperation
program and will be required to provide quality input in designing training curriculum and manuals.
Plan, organize, facilitate and manage field training activities and need assessments for DRR/DRM of local
government leaders, CSOs, ERTs, DDMUs, youth, community, and volunteers.
Proactively analyze and review training outputs/impact in line with project results and objectives.
Develop, manage, and update training records/reports learning outcomes and achievement of
deliverables etc.
Facilitate the process of development and documentation of capacity enhancement, ToRs, bylaws, IEC
materials, profiles for youth councils, forums, and committees
