DISCLAIMER
The purpose of this document is to provide information to prospective bidders. This
is NOT a part of invitation for Expression of Interest for Architectural Consultancy
firm (ACF) for rendering comprehensive Architectural and Project Management
Consultancy Services (PMC) etc. for the proposed construction of a multi-storey
building having about 2,00,000 sq ft Built Up Area at GIFT CITY, Gandhinagar
(Gujarat). Bidders should NOT enclose any part of this document with technical bid.
Nothing in this document brings any obligation, contractual or otherwise, on State
Bank of India.

1. About Gift City Project


1.1 GIFT CITY
Gujarat International Finance Tec-City or GIFT is an under-construction central business
district in the Indian state of Gujarat. It will be built on 886 acres (3.59 km 2) of land. Its main
purpose is to provide high quality physical infrastructure (electricity, water, gas, district cooling,
roads, telecoms and broadband), so that finance and tech firms can relocate their operations
there from Mumbai, Bangalore, Gurgaon etc. where infrastructure is either inadequate or very
expensive. It will have a special economic zone (SEZ), international education zone, integrated
townships, an entertainment zone, hotels, a convention centre, an international techno
park, Software Technology Parks of India (STPI) units, shopping malls, stock exchanges and
service units.
To develop and implement the Project, Government of Gujarat (GOG) through its undertaking
Gujarat Urban Development Company Limited (GUDCOL) and Infrastructure Leasing & Financial
Services (IL&FS) have established a Joint Venture Company, "Gujarat International Finance
Tec-City Company Limited" (GIFTCL). The estimated cost of the entire project is Rs.
70,000 crore .
GIFTCL proposes to implement GIFT with an eventual built on area of 85,000,000 sq ft. The
company plans to develop, finance, implement all infrastructures in and around GIFT on a
turnkey basis to ensure that all conceivable services in relation to connectivity, communication,
technology, security, services for quality of life etc. are established and sustained.
Currently, two, 29-floor commercial towers have been completed.
It is centrally located in the state of Gujarat, between Ahmedabad and Gandhinagar, on the bank
of river Sabarmati, having geographical coordinates 23926N 724112E. The site is 18 km
from the Sardar Vallabhbhai Patel International Airport and 8 km from Gandhinagar.
All the electricity cables will be underground. Natural Gas will be distributed to every house and
building via pipes. GIFT will have a centralized air conditioning system called district cooling,
which is cheaper to run and uses less electricity.
GIFT offers real estate packages in the form of shell, furnished, plug and play or press and play
spaces. Uniformity of design and aesthetics would be maintained.

1.2 State Bank building in GIFT City


State Bank of India (SBI) has acquired rights to develop and use 2,00,000 square feet Built
Up Area in GIFT City. GIFT CL has allotted building foot print to SBI in block 53. In that block
our plot is 53-A.
The shape of the foot print can be derived by removing a quadrilateral from left-bottom
portion of a rectangle. The top-left corner of foot print indicates north direction.. The length of
this rectangle is 55.00 m and width is 36.50 m. The quadrilateral is made up by placing a
rectangle (of 15.00 m length and of 10.00 m width) and a right-angled triangle (of legs of
10.00 m each and hypotenuse of 14.14 m) adjacent to each other. The area of foot-print is
1800 square meter. The basement can be projected from all sides of building foot-print. The
projection is 8.50 m from 55.00 m side (Top line) and 10.00 m from 36.50 m side and 3.00
m from remaining sides. If some portion of maximum allowable foot print is left unutilised
then basement can be extended from lines of actual foot print to the extent as mentioned
above. The maximum area of basement can be 3046 square meter. The maximum height of
building can be 60.00 m.

Therefore we recommend you to regularly watch procurement news section of
www.sbi.co.in to get updates till selection process of ACF is over.
Format-II of EOI is a comprehensive check list of your eligibility. Before ticking
Yes on any column of that format, kindly critically examine the status. If you are
sure that you fulfil that particular criterion and have a documentary evidence to
support it then and only then tick yes. It is necessary that answer to every column
of Format-II is yes to become eligible to submit the bid.
Each page of Technical Bid should be signed by authorised signatory of the firm
along with affixing of seal of the firm. Only proprietor or one of the partners/
directors can be authorised signatories.
All enclosures must be signed by authorised signatory. All enclosures must be
serially numbered and index (on Format XI) be prepared and enclosed with
technical bid.
Demand Draft of earnest money should be enclosed with Technical Bid. The date
of issuance of the demand draft should be 30.01.2015 or later.
Financial bid must be kept in a separate sealed envelope.
You have to mention particulars of building project completed by you during last 5
years period ended on 31st December 2014 in Format -IX. For each of these
projects you must enclose a certificate from the owner/client of the building. The
certificate from the owner/client of the building should clearly mention particulars of
the project, scope of services offered by the consultant, actual project cost, date of
completion of project, existence of green building features, number of basements
and floors, height of building from ground and opinion of client on quality of
services rendered by the consultant.
While mentioning projects in Format-IX, please restrict to mentioning only those
projects which have bearing on selection process either as eligibility criteria or for
awarding of marks. Please dont mention any project having project cost less than
Rs. 20 cr because these projects will not be considered. Similarly dont mention
any incomplete project or any project which was completed before 1st January
2010.
In Format-VI you have to mention primary e-mail address and an alternate e-mail
address. All communications to you from the Bank will be send on this primary e-

mail address and CC to secondary e-mail address. Please ensure that these e-mail
addresses are functional during RFP process and mail send to these mail boxes
should not get bounced. Similarly you have to mention name and telephone
number of a contact person in your firm. Please mention name of a responsible
person from your firm for this purpose who knows the background of task of
bidding and can resolve queries raised by Bank in time bound manner.

4. Design competition and design brief


The Bank will shortlist 5 bidders to participate in design competition on basis of
parameters given in Part A of Format-V of RFP. The design competition will be held
on 13th March 2015.
The design brief for preparation of design for this competition is being given
hereunder. Please note that this brief is for limited purpose of holding design
competition. The brief which will be given to selected Architectural Consultancy Firm
for actual construction will be different from this brief.

The maximum height of the building prescribed by the GIFTCL is 60 mtr. However, this
height may be revised by GIFTCL. If it happens we shall advise this on our web site.
(All lengths are in feet and all areas are in square feet)
For size of plot, Built up Area, maximum permissible height please refer section 1.2 of this
document. Currently the building will be used by around 600 persons. In future number of
persons may increase gradually and this number may reach to maximum persons allowed by
National Building Code for 2,00,000 Sq Ft BUA.

B3 and B2 will be used for parking of cars. B1 will be used for parking of two wheelers and
utilities like transformers, chilling plants etc. Size of basement will be equal to maximum
area permissible (which is given in section 1.2 of this document). The basement will be
designed as per bye laws of GIFT authority. Basement area is free of FSI.

Ground floor will have two distinct areas with different entry areas. There will be a retail
branch having 3000 sq ft area. The branch will have following amenities and the layout will
be as per guidelines of the Business Process Reengineering viz. 70% area for customers and
30% for staff.

The entry of the retail branch will be from the side of the e-lobby. Size of e-lobby should be
700-800 Sq ft. There would be a lift and stair case to go to first floor, which will house CAG
branch. This lift and stair case will not lead to any other floor and first floor will not have any
other passage to connect with other floors of the building (except emergency fire exit).
The other area of ground floor will belong to LHO and entry to those areas will be from side
of e-lobby.
At the main entrance of the building there would be a reception area (800-1000 sq ft) and
office of security officer (150 sqft ), X-ray machine, equipment of biometric entry barriers
etc.
From reception visitors can go to lift lobby only. There should not be any access to other
portion of Ground Floor from there. Beyond entry area there will be a set of four lifts
(including lift for firefighting) and one VIP lift. VIP lift will not be adjacent to other lifts.
The lift shaft will be designed as per the requirement of National Building Code (NBC),
however, the lift cars will be installed as per our present need to serve around 600
employees. The speed and capacity of the lift will be decided in the beginning of the project.

In vicinity to CGM cabin there should be space for his PS and secretarial staff (5 in number)
and Board Room (of 20 capacities).
This floor will also have a main conferencehall (of total 70 capacity whereas around 35
persons can sit in oval shape table and 35 on back rows) and a VIP Dining Hall of 25
capacity in seat in position and 75 capacity in buffet arrangement. It should be ensured in
design that the food smell should not reach other portion of the floor.

Twelfth floor
This floor will have an auditorium (Multipurpose Hall).The auditorium will have the flat
floor so in case of need it can be utilised as multipurpose hall. Apart from auditorium there
would be a lobby for catering, ladies , gents and physically challenged persons toilets. The
size of these should be commensurate with the capacity of auditorium. The capacity of
auditorium must be maximum possible. The auditorium will have a stage, two projection
screens and control room for controlling audio visual facilities.
Apart from these there should be a system of fire exit stair cases, service lift in separate area
and provision of dumping of waste at each floor. Electrical room (80sq.ft. ) each floor, Space
for data room ( 80-100 sq. ft.) at each floor, BMS room 500 sq. Ft. at GF, provision of driver
rest room/ change room (150-200 sq. Ft.) , provision of maintenance room 200 sq. ft. and
house keeping room 200 sq. ft. may be made in the basement ( B-I).
