These are the minutes from Post 10216 meeting held on Monday, 14 March 2016 at 1855. There were 28 Post
members in attendance. The meeting was preceded by draping of the Post charter and Pup Tent 8 Cootie
charters in memory of the passing of Jack Wilkinson and John Zakutney. In attendance were several
community members, to Include Jacks widow Hyon, Yu Shae.
Opening Ceremonies: The meeting opened at 1830 by Commander Max. Chaplain Billy Q led us in our
opening prayer and Commander Max led the Post in our Pledge of Allegiance.

Congressional Charter: Members recited Section 230102 of the Congressional Charter Incorporating the
Veterans of Foreign Wars of the United States.
Induction Ceremony: Eight new members present for induction. Among the inductees are Jacqueline
Johnson, Richard Smith, Jamie Gonzalez, Ricardo DeLaespriella, Jeno Sanchez and Sean Rouillier.
Commander Max inducts newest members and presents their Cross of Malta and VFW coins.
Post Meeting Minutes: Februarys meeting minutes were disseminated via email /and at www.vfw10216.com.
Doc made a motion to accept the minutes subject to correction; 2nd by Billy Q. Motion carried. They have
been posted to our Post website at www.vfw10216.com and Canteen Facebook site at: VFW Post 10216

Bills: None.
Quartermaster Ron Davis: Ron gave the January and February reports endorsed by two Trustees. Motion to
accept January report by Ernie, 2nd by Doc. Motion to accept February report by Ernie, 2nd by Leon. You can
view the monthly and quarterly audits at the Post home on the bulletin board above the desktop computer
(Februarys report inserted below the minutes).
Comrade in Distress: Chaplain Billy Q. asked that we keep Larry Lyons and Mrs. Price in our thoughts and
prayers.
Reading of incoming communications: None.
Report of Service Officer/Doc Higgins: Doc has been in communication with Jack Wilkinsons daughter.

Yellow Sand or Yellow Dust is also known as HwangSa in Korean
Q. What is Yellow Sand/Dust?
Known more commonly as yellow dust by most of the foreign community, it is basically inhalable particles that
originate from the dry desert regions of China and Mongolia. Due to the deforestation that has occurred in
Mongolia and China, along with the increased industrialization and resulting pollution in China, the yellow dust
storms have been occurring with increasing frequency and with greater and greater negative effects. For the past
few years, the dust storms often carry oxides (aluminium, calcium, iron, magnesium, potassium and silicon) and
toxic waste thus increasing the risks of respiratory and skin reactions.
Q. What are the effects of yellow dust?
In sufficient concentration, the fine particles can obscure visibility, irritate soft tissues in the eyes, nose, mouth
and throat. Because of the high concentration of minerals and other pollutants, it can cause or exacerbate
respiratory and cardiovascular problems. Pinkeye is a common side effect in both adults and children. The dust
can also damage sensitive equipment, such as computers, etc.
Q. When do yellow dust storms occur?
Although they used to occur mainly in Spring (March, April, May), yellow sand events are now being reported
in all seasons, including winter
Avoid outdoor activities, this applies especially to the elderly, young children and persons with heart
disease, diabetes and lung diseases or respiratory problems, such as asthma.
Keep windows and doors closed.
Remove contact lenses and wear your glasses instead, the dust can scratch your lenses and damage your
eyes.
Brush your teeth and wash your hands, face and eyes with warm water when returning indoors.
Drink plenty of water to keep your tears flowing well and prevent skin dehydration.
Use air filters to keep air clear and a humidifier to increase the humidity level inside your home/office.
Wash fruits and vegetables that may have been exposed to yellow dust before eating them.
Eat vitamin-rich and high-protein foods to help stabilise your immune system
Avoid spicy foods, smelly fish and excessive drinking.
Wear long sleeves as often as possible when outside.
Remove and wash clothing as soon as possible after coming in from outdoors.
Avoid walking in the rain if possible.
Wash your hands carefully before handling food.
Avoid burning candles or smoking indoors
Light showers are recommended rather than long, hot baths
After the yellow dust/sand storm has cleared, air out the house and wash any exposed object before
using it, including your car.
Even after the storm passes, be careful since the dust has settled and can easily be stirred by movement,
wind, etc.
Q. What are some of the things we can buy to combat the effects of yellow dust?
Masks (best to use those designed for yellow dust and approved by the Korea Food and Drug
Administration (KFDA) or (Shik-yak-cheong) in Korean. It usually says Yellow Dust Mask
somewhere on the package, in Korean, its . These masks are one-time use only (not great
for the environment but we haven't found any yet that are not disposable - to re-use is to breathe in the
dust from the previous use - to wash is to render the filter useless apparently).

History / Vacant: Ernie stated he is working with Jason Schmitz to capture the history of the Post and Cootie
activity over the past few years.
VFW Motorcycle Riders by Chairman Van Hazel: Nothing to report.
Remembering of our National Home: Chaplain Billy Q offered remembrance and prayer for our National
Home in accordance with VFW tradition and ceremony.
OLD BUSINESS: - Commander Max proposed a change to our current practice of the Post funding up to $500
for the outgoing Commanders trip to the Department convention. He suggested it should be the incoming
Commander whose trip should be funded for the convention. Doc motioned this should be the case; 2nd by
Mark Narkon. Discussion ensued and it was decided in the case of the 2016 convention, a single instance will
occur where the trips to the convention for both the outgoing and incoming Commanders will be funded by the
Post (not to exceed $1,000). A vote was held and the motion carried.
- Ron motioned to reimburse up to $200 for food prepared for Superbowl Monday; 2nd by Dan. Motion
carried.
- Doc motioned for $110 for additional Patriots Pen plaques, 2nd by Ernie. Motion carried.

Military Order of the Cootie (MOC): Due to scheduling conflict with the quarterly District 3 meeting, the
next Cootie scratch is 19 March at 1330.
For those who have questions about the Cooties, the Military Order of the Cootie or MOC is considered the
Honored Degree of the VFW. Membership is open to members in good standing in the VFW who have
displayed their willingness to work for the parent organization. If you are active in supporting the Post, you
may be approached to join this prestigious organization.
