Abstract
The purpose of this paper is to suggest standard layouts for printouts to be included in the weight report for
engineering and construction of offshore structures. The proposals are based on a systematic review of
weight reports for existing oil platforms built for the North Sea and Gulf of Mexico during the last 10 year.
The content of these weight reports are systemized according to the ISO standard for weight control, as
well as the Statoil requirement for weight control.
Requirements for weight control of offshore structures are described in the ISO standard 19901-5
Petroleum and natural gas industries Specific requirements for offshore structures Part 5: Weight
control during engineering and construction. This document includes definitions, weight control classes,
weight- and load budgets, weight reporting, requirements for suppliers, requirements for weighing in
addition to various appendixes. In this paper we will focus on chapter 6.3 Requirements to the weight
report. The content of existing weight reports are systemized and mapped to the defined chapters
(printouts/tables) that are required according to the ISO standard.
The Norwegian energy company Statoil has a technical requirement for weight control titled TR2352
Weight control requirements for topside and substructures. This document specifies among others which
data fields the weight database should include as a minimum. One of the results of this paper is an
overview of which data fields are included in the various weight report chapters required by the ISO
standard.
This paper can serve as a specification of the data fields and printouts that should be included in a weight
control system for offshore structures to fulfill the requirements of the ISO-19901-5. The layouts of the
printouts are in focus. In this paper it is also discussed whether its realistic to design a weight control
system that automatically or semi-automatically produces the weight reports.
Stein Bjrhovde is one of the founders and head of development of BAS Engineering. Mr. Bjrhovde has a
Master of Science Degree in Ship Design, and has been developing the weight engineering software
ShipWeight since 1993. He has also been involved in development of other weight control software, in
addition to being a consultant doing weight estimation and monitoring in the offshore industry. He has
more than 15 years experience in weight estimation of new ship designs for several Norwegian and
international ship designers and yards.

Background
A weight report for offshore structures is typically released every second month during the engineering and
construction period. A large offshore project can take years to complete and the numbers of revision of the
weight report can be significant. The amount of work put in to preparing these weight reports is therefore
also quit significant, and it might be that more standardization can reduce time consumption and increase
quality both when it comes to reliability of the figures, but also in terms of readability.
In the Norwegian offshore industry the content of a weight report has been quite standardized due to
Norwegian Standards (NS 2128 NS2131 from 1994) that have been around for a long time, and oil
companies having similar requirements. But even though the overall content has been standardized, the
order and format of the figures, tables and text can differ quit a lot. And when the industry has become
more internationalized over the years, the demand of standardization is even higher.
A key document when it comes to standardization is the ISO standard for weight control for offshore
structures during engineering and construction from 2003. In addition to this standard the oil companies
will have separate requirements when it comes to weight control and reporting. A standardized format for a
weight control report must be based on these two requirement sources.

The goal of this Paper


The main goal of this paper is to present suggestions to formats of printouts included in the weight reports
according to the report content specified in the ISO standard.
A second goal is evaluate whether weight reports can be generated automatically from the weight control
system, as a replacement of todays practice of putting together a document from a word processing system.

ISO 19901-5: Weight control during engineering and construction


Requirements for weight control of offshore structures are described in the ISO standard 19901-5
Petroleum and natural gas industries Specific requirements for offshore structures Part 5: Weight
control during engineering and construction. This document includes definitions, weight control classes,
weight- and load budgets, weight reporting, requirements for suppliers, requirements for weighing in
addition to various appendixes. In this paper we will focus on chapter 6.3 Requirements to the weight
report.
The ISO standard defines three different weight control classes. In this paper we will only look into class A
which involves projects with high sensitivity when it comes to weight and center of gravity.
Chapter 6.3 in the ISO standard document describes requirements for weight reporting. The content of a
weight report is divided into 5 main chapters with several subchapters:

Statoil requirement TR2352: Weight control requirements for topsides


and substructures
The Norwegian energy company Statoil has a technical requirement for weight control titled TR2352
Weight control requirements for topside and substructures. This requirement document cover new
building projects in the engineering and construction phase. The technical requirement TR1244 Technical
requirements for cost estimate classes offshore projects with appendixes A1-4 covers Pre-Feed and
modification projects.
The TR1244 document refers to the ISO standard 19901-5 both in general and when it comes to more
specific topics. TR1244 requires that weight control is performed according to class A.

The TR2352 document specifies among others which data fields the weight database should include as a
minimum for each weight record. These fields are described and discussed in the following chapters.

Identification (key) and description fields

Drawing number (key): The drawing number from which the weight has been identified or
calculated.
Piece number (key): The unique piece within a drawing number, e.g. plate girder M10-2356
shown on a structural deck drawing. The data field is a text field with maximum 20 characters.
Weight phase code (key): A coding to identify during which phase a piece number will be
installed and present.
Piece designation: The designation of the piece number, e.g. HE200A, Pl 20 mm.
Date: The date when a piece number was entered or revised in the weight control database.

Unique identification of items


The combination of the three fields Drawing number, Piece number and Weight phase code shall uniquely
identify a record. The logic behind this is that a piece of material (item) has a unique position number on a
drawing. For a unique item e.g. weight and CoG can vary in different phases of the project because of
temporary location due to transport, infill areas, partially installation etc. For these reasons the same item
can occur as several records in the database; with identical Drawing and Piece number, but varying Phase
codes.

Equipment
For equipment items both drawing and piece numbers must be identical to the tag number for the weight
carrying item (skid). But the use of both drawing number and piece number it not logical to identify
equipment items because the tag number is unique by itself and theres not necessarily one specific drawing
describing an equipment skid.

Data from 3D systems


More and more weight information are these days exported from 3D data models. Identification and
traceability on item level can be challenging. Each item in the 3D model is uniquely identified for the
model, but the ID is often a complex strings giving no other meaning than identifying the 3D object in the
data model. Globally unique identifiers (GUID) can be used for this purpose and this ID is a 32-character
hexadecimal string, often randomly generated. The Statoil requirement specifies maximum 20 characters
for the piece number and this is a potential conflict.

Topics for further discussion and consideration


It might be more practical to use one large field for unique identification of records instead of both drawing
number and piece number, due to handling of 3D model data and equipment data.
It might also be practical to have a field for identifying the person entered the record in the database.

Quantity, weight and co-ordinate fields

Number off: Number of identical pieces. Only integer numbers shall be used.
Size: The size of each piece, e.g. 2,350 m for the length of an HE200A-beam.
Unit weight: Unit weight for the piece, e.g. 42, 3 kg for unit length (1m) of an HE200A-beam.
Dry weight: The dry weight of each piece in kg, that is the product of Number off x Size x Unit
weight, e.g. 1 x 2,350 x 42,3 = 99 kg for one HE200A with a length of 2,350 m.
Content: The weight of the content in kg in a piping line, vessel, tank etc.

Co-ordinates: The co-ordinates in the platform north direction, the platform east direction and
Elevation.

Net weight vs. gross weight


Net weight for an item is weight without any contingencies or allowances. According to the ISO standard
gross weight is net weight including allowances while contingency is the difference between the gross
weight and the budget weight. But its not unusual that the terms contingency and allowance are mixed
when applying percentage factors to the net weight to obtain the reported weight. Anyway, it is the reported
weights that are used in all calculation of totals and subtotals throughout the weight report. The percentage
factors used to calculate gross weight are dependent on weight status and usually also on discipline. When
gross weight is not stored in a separate field for each record, there is no direct relation between the weights
in the database and the results in the report without doing a calculation.
In the ISO standard gross weight is referred to as reported weight.

Content and co-ordinates


Content weight is applied to equipment items to calculate operating weight. Operating weight is defined as
gross weight including content. But the center of gravity for the equipment item itself (dry weight) and the
content are seldom identical. If not two sets of co-ordinate fields are applied to each record, dry weight and
content has to be defined as two different records. And if this is the case, the need for a separate field for
content can be discussed because content could be identified by other existing fields like ItemType which is
used to identify bulk, equipment and structure.

Local coordinates
Local co-ordinates for equipment skids are specified by the supplier on a weight datasheet. The global coordinate for the skid will refer to the origin of the item, often located in the southwest corner of the support
structure. If there are only one set of co-ordinates in the item database, these will refer to total co-ordinates
which are global- plus local co-ordinates.
But if the equipment arrangement is relocated, orientation is changed or local coordinates are updated on
new revisions of weight datasheet (e.g. du to weighing), it will be difficult to enter new total co-ordinates
without referring backup information. It should therefore be considered whether the weight record should
contain fields for both local and global co-ordinates and whether total co-ordinates also should be stored.

Topics for further discussion and consideration


It should be considered to implement a separate field for weight records for gross weight. In cases where
several factors / percentage are added to the net weight to calculate gross weight (both allowance and
contingency) there might be a need for separate fields for these calculated add-ons.
It should also be considered whether it is necessary to have a separate field for content weight, and if so
how different coordinate for dry weight and content weight shall be handled.
Fields for local and global co-ordinates in addition to total are also an issue.

Information fields

Originator code: The originator code according to the Engineering Numbering System (ENS) of
the organization or contractor who have calculated or revised the weight data for a piece number.
Discipline code: The discipline code according to the ENS.
System code: The system code according to the ENS.
Area code: The area code according to the ENS.
Drawing revision: The revision of the drawing from which the weight has been identified or
calculated.

Weight status code: A coding to identify the level of accuracy of the weight data of each piece
number. See sub-section 2.4.2 of this document.
Weight installation code: A coding to identify whether a piece is installed or not on a
module/installation.
The Physical Breakdown Structure (PBS): A hierarchical structure which defines the
physical/functional component of a project. For all projects at the Norwegian Continental Shelf
(NCS) the PBS shall be used at level four in accordance with NORSOK Z-014. For other projects
the NORSOK Z-014 is a recommended guideline.
Code of Resources (COR): A hierarchical structure which defines project resources. For all
projects at the Norwegian Continental Shelf (NCS) the COR shall be used at level three in
accordance with NORSOK Z-014. For other projects the NORSOK Z-014 is a recommended
guideline.
Package number: The procurement package number.
Compensation code: Contract Appendix B compensation cost item code at lowest level (for
modification projects).

Additional fields needed to comply to ISO standard


The information fields listed in the Statoil requirement document are considered a minimum. These fields
are those necessary to generate content for the compulsory chapters in the weight report according to the
ISO standard.

Lift code
One of the chapters that are considered optional according to the ISO standard is lifting reports. A field for
Lifting code is not listed in TR2352 and should therefore be considered. Especially because Statoil in
chapter 5.1 of TR 2352 list lift report as one of the minimum required topics included in weight reports.
Lift code is neither included in specifications for Master Equipment list or Material Take-off list in Statoil
requirement TR1244 covering weight reporting for modification and early phase projects.

Displacement code
For floaters it is required to report lightship weight (ref. ISO 19901-5, ch. 6.3.2.1). Lightship is normally
complete dry weight included content from some systems. It will therefore be necessary to identify all
items included in the lightship weight (LW) with a specific code. All other items should be either
deadweight or temporary. This is also an argument for keeping content in separate records, ref. previous
discussion.

Topics for further discussion and consideration


As mentioned, fields for Lift code and Displacement should be considered added to the minimum field
requirement.
Appendix 4 for the Statoil TR1244 requirement covering modification project specifies several more fields
for Master Equipment List (MEL) and Material Take-off lists. And this is fields not only related to
modification phases and packages. It should therefore be considered to update the list of required record
fields in TR2352 according to those record fields required in TR 1244.

A systematic review of a number of weight report from North Sea and Gulf of Mexico for the last 10-15
years has given us a good overview of how the content of these report comply with the topics specified in

the ISO standard. An overview of mapping between ISO standard chapters and chapter numbering in
weight reports from some past offshore projects can be seen in Appendix 2.
In general terms it can be said that the content of the weight reports corresponds good with what the ISO
standard describes as necessary content for a weight report, but the order of how this content appears in the
reports and the actual layouts and formats varies a lot.
The ISO standard forms a template of how the chapters of a weight report can be organized.

Layout of printouts and tables


When it comes to layout of printouts and tables, we have tried to pick out the best cases from these weight
reports we have reviewed as a basis for this paper.
A key content of a weight report is the main summary and as the examples from various weight reports in
appendix 1 shows, the layout and content of the summary tables varies a lot.
In the following subchapters layout suggestions for printouts relevant for the ISO specified weight report
chapters are presented. These are marked as hyperlinks in the above list.

2.1 Main summary


The main summary shall contain all current main-weight data, including CoG, and comparisons between
those data and the WLB. The reported weights shall reflect all relevant loading conditions and all main
assemblies. Any major problems that need to be highlighted shall also be included here.
For floating structures, a block diagram showing all major elements of the displacement, lightship and
deadweight may be included. An example of such a block diagram is given in Annex D. ISO 19901-5: 2003

Automatic generated weight reports


Background
A lot of the time consume during production of weight reports are related to copying and pasting data from
the weight control system into a spreadsheet to format tables and printout and further into the final word
processor document. A better workflow would be to if the final report document could be produced directly
from the weight control system. This would make it possible to increase the time spent on investigating the
status and reasons for changes, instead of manual editing of spreadsheets and word processing documents. I
would also significantly reduce the chances of getting errors prone to missing updates between the various
sources and formula errors in the spreadsheets.

Requirements
Automatic generated weight reports can only be possible if all necessary information is present in the
weight database. One of the goals of this paper was to get an overview of how much of the information of
weight reports that can be presented as printouts / tables from the system and how much must be produced
manually.
Until now we have not found any information that cannot be systemized and stored in the weight database.
On the contrary, systemizing all information of a weight report would be of great benefit because that
makes it possible to quickly search up all related information from previous projects.
But there is no doubt that it would be significant amount of work to define all the queries and formats thats
necessary to produce weight reports with proper layout. It is therefore of vital importance that the content
and layout of the weight report are standardized.

Conclusion
There is good correlation between the ISO standard for weight control, ISO 19901-5, and the Statoil weight
control requirement, TR2352, when it comes to weight reporting. The Statoil requirement document focus
on which data fields should be included in the database, while the ISO standard is specific when it comes to
what information should be included in the various sessions of a weight report. While most reviewed past
weight reports includes all the information required by the ISO standard, the order of this information is
presented in the reports, and the formatting of printouts and tables are varying a lot. It should be considered
to extend the ISO standard 19901-5 with an appendix specifying contents and formats for printouts and
tables due to the requirements specified in chapter 6.3 of the standard.
A report format specification would also make it possible to automatic generate weight reports from the
weight control system. But without this standard specification, it will probably be too much work
implementing different format templates customized to the oil companies different requirements and
practice.
