Congratulations for serving as a volunteer member of the nation' s leading Auxiliary Police
Program. With your commitment and service to your community, the Auxiliary Police Program
continues to provide invaluable assistance to the Police Department and citizens of New Yark City
by performing uniformed auxiliary police patrols as an effective crime reduction strategy.
The Auxiliary Police Section, with the assistance of the Management Orders and Directives
Section, has re-engineered the Auxiliary Police Guide to improve the efficiency and integrity of the
Auxiliary Police Program.
The Auxiliary Police Program is an integral component of the Depanment that strengthens
police community relations by bridging the gap between the police and the community. The
knowledge, skills and abilities of every member of the service and auxiliary police volunteer
working cooperatively is necessary as we strive forward to provide superior police sen/ices to all
communities throughout the City of New York.

The NYPD Auxiliary Police Program is the nation's largest and finest
volunteer crime prevention program. Thousands of dedicated men and
women contribute countless hours of service each year to their
community. Auxiliary Police Officers function as extra "EYES AND
EARS" for the Police Department. Their primary function is described as
PATROL, OBSERVE and REPORT.
The New York State Defense Emergency Act of 1951 required cities to
recruit, equip and train volunteers to be Auxiliary Police Officers who act
as an adjunct to Police Departments in the event of a Civil Defense
emergency or natural disaster.
Executive Order # 51 of 1967 charged N.Y.C. Police Department with
full responsibility for the City's Auxiliary Police Program and Executive
Order # 38 of 1975 extended this responsibility.
Auxiliary Police Officers are not peace officers or police officers, and do
not possess any powers above or beyond those of the private citizen. In
the event of a Civil Defense emergency however, legislation exists which
enables the Police Commissioner to confer peace officer status upon
auxiliary police officers.
In order to carry out the functions and responsibilities assigned to the
Police Department by the Mayor, the Police Commissioner has the
overall responsibility to direct and oversee the Auxiliary Police Program.

The Auxiliary Police Program is organized under the Auxiliary Police Section and is
comprised of the following commands:

The jurisdiction of the auxiliary police units are as follows:
a.
Auxiliary Police Headquarters Section - encompasses all units of the
Auxiliary Police Program and is citywide in scope and territorial jurisdiction.

Patrol Borough Units - the geographic boundaries of their respective Patrol

The functions of the various auxiliary police units shall include the following:

AUXILIARY POLICE HEADQUARTERS SECTION - shall assist the
Auxiliary Police Section staff with the application and operation of the Auxiliary Police
Program, and supervise the Headquarters Section Units.

a.
Administrative Unit - perfonn clerical and administrative duties,
which includes assisting the unifonn and civilian staff at the Auxiliary
Police Section on scheduled "shield nights," and other special events.
b.
Recruitment Unit - assist precinct/unit auxiliary police
commands to explore methods of recruitment, carry out such
programs, and put into practice a system of follow-up
procedures directed toward the retention of those recruited.

Auxiliary Police Commanding Officers are responsible for proper supervision ofAuxiliary Police
units within their respective jurisdictions. They will assist the Commanding Officer, Auxiliary
Police Section in the operation and administration of the Auxiliary Police Program.

Conduct annually, two (2) three (3) hour classes in both "Use of Force" and
"Baton Techniques" for all members NOT designated "Administrative Duty
Only."

Include the OEEO, two (2) hour class, annual refresher to ALL
Auxiliary members.
Maintain and provide to the BoroughlBureau Auxiliary Police
Coordinator and Auxiliary Police Section, an updated list of trained,
eligible auxiliary members for "Quality of Life" enforcement operations,
removing members no longer eligible.
Identify and recommend to the Special Operations Lieutenant suitable
volunteer Auxiliary Police Officers for "Quality of Life" enforcement
operations.
Inspect Auxiliary Police officers at roll call, make assignments, and
provide instruction on current orders, operations orders, bulletins, etc.,
issued by the Commanding Officer, Auxiliary Police Section.

Ensure that Auxiliary Police Officers are assigned to nonhazardous
and non-enforcement tasks which assist the
command's police
officers in providing service to the
community.
Confer with the Commanding Officer, Special Operations Lieutenant and
Planning officer to develop plans for optimum use of Auxiliary Police
members in the event of an emergency.

Ensure that auxiliary police mobilization plans are developed and
tested by the command and all Auxiliary Police personnel are
instructed on the provisions of the plans.

Ensure that hours performed by Auxiliary Police members are accurately
recorded.
a.
Include monthly activity figures on required Auxiliary Police
Section form A.P.S. #36 and forward a copy to the
Borough/Bureau Auxiliary Police Coordinator and the original to
the Auxiliary Police Section by the 5th day of the following month.
b.
Be cognizant of those members who fail to meet required
minimum hours and process as per Auxiliary Police Guide
procedures 505-06, "Active Participation" and 505-08, "Time
Accredited to Auxiliary Police Members. "
Obtain shield(s), LD. cards(s), Department issued bullet resistant vest(s)
and equipment of member(s) suspended or leaving the Auxiliary Police
Program and process accordingly.
Maintain an Information Log for Information/Observation Report (APS #
44) as per Auxiliary Police Section Directive # 1, dated January 26, 1994.
Maintain an Awards Log and submit requests for recognition awards, as
per Auxiliary Police Guide procedure 505-23, "Awards."
Create and maintain a "Command Auxiliary Reference Library"
containing relevant materials to the Auxiliary Police Program (i.e., Patrol
Guide, Auxiliary Police Guide, Training Manual, Department Bulletins,
Operations Orders, Personnel Orders, etc.)

PURPOSE
SCOPE
Auxiliary police supervisors assigned to the borough will have the primary goal
of providing leadership and direction to personnel under their command.
Members will work in conjunction with their respective borough and Auxiliary
Police Section staff to assure that all programs and policies are within Auxiliary
Police guidelines. All assigned borough personnel are under the direction and
supervision of the Borough Auxiliary Police Coordinator. Auxiliary police

Auxiliary Police Officers are not recruited or trained to perform police enforcement
activities. When a dangerous incident or crime in progress is observed, they MUST:
a.
Remain at a safe distance and gather intelligence (descriptions of
possible perpetrators, vehicles, direction offlight, etc.)
b.
Ifpossible, maintain visual observation
c.
DO NOT attempt to follow, stop or detain persons suspected of
committing a crime
d.
Stay on post and await the arrival of sworn police personnel and
provide any pertinent information
e.
Be guided by sworn police personnel arriving on the scene.
Auxiliary personnel are reminded that if they are on duty as an Auxiliary Police officer
and make an arrest, they are doing so as a PRIVATE CITIZEN as per the New York
State Criminal Procedure Law.
Auxiliary Police Officers must remember that they serve as the "eyes and ears" of the
Department. When a crime has been committed, observations made by Auxiliary Police Officers
are as important as the testimony ofcrime victims. It is important that Auxiliary Police Officers
gather information and remain on post qfter requesting a police response so that responding
Police Officers can be informed and conduct a canvass which may lead to an arrest.

PURPOSE
A Board of Review has been established to enroll quality candidates who meet
the basic qualifications for entry into the program. In order to further this goal,
the following forms must be submitted in the initial package at least two (2)
weeks prior to the commencement of the Basic Training Class: The Candidate
Questionnaire Score Summary (APS #50A), The Candidate Questionnaire

DEFINITIONS
The Candidate Questionnaire and Score Form (APS #50B) - will contain ten
(10) questions. Members of the Board will ask any five (5) of the ten (10)
questions to the candidate. U sing the grading legend provided, they will then
grade the candidate's response from one to five (1-5) with one (1) being the
lowest and five (5) being the highest.

The New York City Police Department has a strict zero tolerance policy
concerning illegal drug use. Any member of the Auxiliary Police
Program may be ordered to take a drug screening test at any time upon
reasonable suspicion of drug use. Any member of the Auxiliary Police
Program found in possession of illegal drugs or under the influence of
illegal drugs or who tests positive for illegal drugs will be summarily
terminated from the program.
No member of the Auxiliary Police Program shall disclose or assist in the
disclosure of any Department information to anyone outside the
Department and no member shall give out any information for
publication or other public use without written permission of the
Commanding Officer, Auxiliary Police Section.
No Auxiliary Police Officer shall communicate in writing with any
governmental agency, organization, association or individual concerning
any crime, police business or interest other than to a Commanding
Officer of the Department.
Auxiliary Police Officers are prohibited, under penalty of dismissal, from
using their membership in the Auxiliary Police Program, or the insignia
of the same, or the shield or logo of the NYPD, to further the political,
commercial or other private interest of themselves or another person.
Auxiliary police officers are prohibited from soliciting or accepting funds
of any kind for the Auxiliary Police Program. A person desiring to offer
a gift to this Department should be directed to send a letter of donation to
the First Deputy Commissioner. (See Administrative Guide procedure
325-33, "Gifts Offered to the Police Department, " for details).
An Auxiliary Police Officer will not obtain information from any police
source, including files or computers, for personal use by oneself or
another, except in the performance of duty when so authorized by sworn
Department officials.
Auxiliary Police Officers shall not have any proprietary interest in or
association with, inclusive of employment in any capacity (doorman,
bouncer, bartender, security person, etc.) with illegally operated
premises. These premises include and are not limited to unlicensed social
clubs, houses of prostitution, illegal gambling locations and smoke shops
or any location engaged in any criminal enterprise, and/or similar illegal
activities. Any auxiliary member or prospective member found in
violation of this procedure will be removed from the Auxiliary Police
Program.
Auxiliary Police Officers must cooperate with an official Department
investigation (i.e., I.A.B., Borough Investigations Unit, Detective
Bureau, O.E.E.O., etc.) or with a C.C.R.B. investigation whether the
incident occurred on or off duty. Failure to cooperate may result in the
member's suspension and formal disciplinary charges, which may result
in removal from the Auxiliary Police Program.

PURPOSE

The metal shield is worn as part of the regulation uniform while on duty. It does
not signify any special peace officer or police officer powers; nor does it imply
any special immunities or privileges. Auxiliary Police members who use, or
attempt to use the shield for any reasons other than for which it was intended,
may face disciplinary charges and possible removal from the Auxiliary Police
Program. Unlawful use of the shield may result in the arrest of the Auxiliary
Police member.

NOTE
It is imperative that Command Auxiliary Police Coordinators inform all new Auxiliary
Police Officers that the shield is Department property and must be returned to the
Department upon separation from the Auxiliary Police Program.
The IDENTIFICATION CARD must be worn at all times on the member 's outermost
garment while inside Police Headquarters.
The practice of safeguarding the newly appointed auxiliary member's shield and
IDENTIFICATION CARD is not permissible. However, certain exceptions are as
follows: (1) the Command Auxiliary Police Coordinator has cause to believe, based on
verifiable information, that the Auxiliary Police member upon issuance of the auxiliary
police shield, will likely not return to the program and decline to return the shield, (2)
the Command Auxiliary Police Coordinator may hold the shield of an auxiliary member
of disciplinary probation and (3) when an auxiliary member fails to perform the
minimum required quarterly hours the shield may be reissued on a "tour to tour" basis.
In this case, the Auxiliary Police member who performs the minimum required hours in

The helmet will be white in color with the word "AUX POLICE" affixed on both
sides in black letters. Helmets must be "ANSI" or "SNELL" certified, weighing
approximately ten (10) ounces. Sergeants and above must affix their rank
insignia (i.e. Sergeant using a chevron), adhesive type, to the front and back of
the helmet. Helmets are required for all auxiliary members on bicycle patrol.
NOTE
The NYPD AUXILIARY baseball cap is authorized/or use when not riding the
bicycle and coming in contact with members of the community. The baseball cap
will not be worn underneath the bicycle helmet.

Two tone (white/royal blue) waist length bolero type jacket with the letters
''NYPD'' printed in 3 ~ inch high white letters and "AUXILIARY" printed in 1

"AUXILIARY POLICE" printed as described above. Shirts are available in both
long and short sleeve. The authorized long sleeve turtleneck shirt is authorized to
be worn during inclement weather months underneath the long sleeve bicycle
golf shirt only.

Personal bicycles are not pennitted for use in this program. Bicycles will not be
assigned to individual Auxiliary Police Officers, they will be allocated to the
auxiliary bicycle unit concerned. Notwithstanding this policy, Auxiliary Police
Officers may utilize regular patrol unit's bicycles, if available, and if granted
permission by the Precinct/PSA Commanding Officer or hislher designee. If an
Auxiliary Officer utilizes a regular patrol unit bicycle, the desk officer must be
notified and an entry must be made in the command log.

All Auxiliary Police Officers MUST contact the Auxiliary Police Section Vest Unit at
(718) 520-9243 for authorization and approval prior to purchasing a bullet resistant
vest through the New York City Police Department via the NYPD Equipment Section.
AND:

MUST present vest to designated Auxiliary Police Section Vest Unit
personnel, after purchase, for inspection and approval prior to use by
the NYPD Ballistic Vest Unit..

MUST wear only one (1) of the following authorized protective vests:
(1)
Department issued loaner vest.
(2)
Department issued personal vest.
(3)
Personal vest purchased through the NYPD Equipment Section
after authorization and approval by the Auxiliary Police Section
and approved after inspection by the Auxiliary Police Section
and the NYPD Ballistic Vest Unit.
Auxiliary members MUST wear their bullet resistant vest panels with the vest carrier
specifically designed to fit these panels as provided by the manufacturer. Generic vest
carriers or vest carriers that are made to fit a range of ballistic panels are not
authorized for use.
All personal vests purchased through the NYPD Equipment Section shall be entered into
the Auxiliary Police Section Bullet Resistant Vest database.
Criteria for a member 's eligibility to purchase a vest through the NYPD Equipment
Section shall be determined by the Commanding Officer, Auxiliary Police Section.
