Subject: PRE QUALIFICATION OF SOLE AGENTS/ PARTNERS OF FOREIGN

MANUFACTURERS OF MOBILE HEALTH UNITS.
Primary & Secondary Healthcare Department, Government of the Punjab invited proposals for pre-
qualification from sole agents/ Partners of foreign manufacturers for the purchase of Mobile Health
Units (Qty:12) during financial year 2015-2016 to be provided in various districts. Accordingly, an
advertisement was published in the press and on PPRA web site as well. The pre-qualification
proposals were opened on 13.05.2016. A total of 09-firms participated in the process as under;

4. NEOTECH (Toutenkamion, France)
5. SIEMENS (Odulair, USA)
6. DIGIONICS (Two quotes: Binz, Germany & Odulair, USA)
7. AHMAD MEDIX (Local)
8. RAZMAK INDUSTRIES (Local)
9. COMPUTER MARKETING COMPANY/ HEALTH SOLUTIONS ( ? ? ? )

1. MEDI URGE (Lamboo, Netherlands)

a. The firm complies with above mentioned criteria.

2. MEDEQUIPS (IPS, Germany)
a. The firm complies with above mentioned criteria.

The firm is recommended for its pre-qualification.
3. MEDICAL COACHES, USA with local partner MEDILAND (Medical Coaches, USA)
a. The firm substantially complies with above mentioned criteria.

The firm is recommended for its pre-qualification.
4. NEOTECH (Toutenkamion, France)
a. The Committee physically inspected the premises of the firm and found that none of the
person was relevant to the Mobile Health Unit. There was neither any tool nor any person for
after sales services.
b. The firm does not have three years business history.
c. No support structure.
Decision:
The firm is not recommended for its pre-qualification.
5. SIEMENS (Two proposals: Odulair, USA & Kentucky Trailer, USA)
a. The firm submitted two proposals which is the violation of PPR 2014.
b. The firm has no authorization from any of the firms.
Decision:
The firm is not recommended for its pre-qualification.
6. DIGIONICS (Two proposals: Binz, Germany & Odulair, USA)

a. The firm submitted two proposals which is the violation of PPR 2014.
Decision:
The firm is not recommended for its pre-qualification.
7. AHMAD MEDIX (Local)

 a. The firm submitted the proposal for local unit while the advertisement was for the foreign
manufacturer which is not as per requirements.
Decision:
The firm is not recommended for its pre-qualification.
8. RAZMAK INDUSTRIES (Local)

a. The firm submitted the proposal for local unit while the advertisement was for the foreign
manufacturer which is not as per requirements.
Decision:
The firm is not recommended for its pre-qualification.
9. COMPUTER MARKETING COMPANY/ HEALTH SOLUTIONS ( ? ? ? )

a. The firm is a computer based company which made a joint venture with a firm which
constructs the hospitals. Both have no relevancy with the Mobile Health Units.
b. This venture did not submit any proposal for any manufacturer.
Decision:
The firm is not recommended for its pre-qualification.
