Ball Township Engineer Subject: Professional Engineering Proposal For Technical Services For PV System Triad Proposal #CEI101095 Dear Mr. Ball: Triad Consulting Engineers, Inc. is pleased to respond to your RFP for Professional Engineering Services for the Analysis, Recommendation and Final Engineering Design of Photovoltaic Systems for The Township of Branchburg. We feel that Triad is uniquely qualified to undertake this important project for The Township of Branchburg, NJ. We are listed as the 37" largest MEP consultant in the U.S.A., so we have the manpower and financial strength to execute the project in the highest professional manner assuring Branchburg of the maximum return on their investment in PV Solar. We are heavily involved in the solar industry in New Jersey such that 70% of all qualified projects in the present PJM queue were developed by Triad Consulting Engineers, Inc. for investors and developers. As electrical engineers we are very involved in utility cost structure and this knowledge will help in maximizing Branchburg's return on investment by designing the system to offset utility costs while also generating additional monies from solar credits. Our bid package contained herein will confirm that Triad Consulting Engineers, Inc. meets or exceeds The Township of Branchbura's technical, commercial and insurance requirements which are necessary to insure Branchburg a successful, safe and protected project. We carefully responded to each and every section and requirement of your RFP. We believe as a total project we are able to combine tasks and reduce the overall costs. We believe executing the project as indicated will save The Township hundreds of thousands of dollars and have it operational sooner. President SCOPE OF WORK AS SPECIFIED BY THE TOWNSHIP OF BRANCHBURG, NJ Item 1 - g Assessment/ Conceptual Planning Per Each We have carefully reviewed this task and are prepared to execute it, in full compliance with the listed scope. Triad proposes the following in compliance with the RFP: 1. Triad will perform a site visit to identify any issues that may inhibit the process of developing a solar site whether ground based or rooftop installation at specific locations to be provided by Branchburg. Such items as shading, setbacks, right-of-ways, age of roofs, etc. will be verified, 2. Triad will obtain the necessary topographic data and soils mapping from the County of Somerset or from other available sources for the particular site. This data will be used for the conceptual design and preliminary discussions, but not for final design documents. Triad will also obtain NIDEP data from I-Map, the State website for environmental constraints. 3. Triad will carefully review existing electrical infrastructure in and around the particular site for first pass feasibility/cost assessment for tie in to utility. We concur that interconnect should be focused on net metering to minimize utility involvement with their potential delays and possible impact on Branchburg’s return on investment. 4. Triad will prepare conceptual design drawings consisting of overall site plans showing panel layout, substation, and typical details, As part of this development, Triad will show shading constraints or other issues that might affect output. 5. Triad will provide estimates of PV array size and effectiveness based on our technical layout to maximize exposure. This will be executed for all land based and roof top site possibilities. 6. Triad will prepare a brief report to accompany the plan that outlines the constraints and the potential costs that will be necessary to develop a particular site, Triad will provide abbreviated financials to support the financial viability of each site emphasizing net metering applications. Item 2 - Item 3- Meeting with Branchburg Officials ‘We concur that it is important to have all Branchburg officials aware of the PV program, its status and path to a successful completion. Accordingly, in full compliance with the specifications, we are prepared to provide the following for this task: Triad will prepare and present the recommended PV site selections and methodology for installation to accomplish Branchburg Township's objectives in conformance with the grant. Five (5) copies of the presentation shall be delivered to the Branchburg for review. One week later Triad will provide a power point presentation to The Township of Branchburg officials and be prepared to address questions from Branchburg. We will state why certain sites are recommended and why others may not be as suitable for development. Based on this presentation, we understand that Branchburg will direct us to which sites are to be developed for final engineering construction documents. Preparation of Construction Documents We understand this to be one of the most critical tasks. This will define Branchburg's requirements for quality, reliability, safety, maintainability and longevity. All bidders for the construction of the system will be on the same footing for quality, reliability, and maintainability. Without technically and commercially controlling the procurement and construction phase, the bidding process will be difficult and most likely result in less than the desired final ROI attainable. To achieve this needed result, Triad proposes to prepare detailed drawings and specifications to be issued to pre-qualified PV installers for the installation of the system. Triad’s engineering effort will insure that the best technical, cost effective and reliable solutions are selected for PV modules, racking systems, control systems, inverters, and electrical equipment such that the system will have a minimum 20 year designed life span. Our design will include monitoring to allow demonstration of the system to residents, and for possible instructional purposes for the Branchburg School System and interested residents. The installation designed will be covered as a prevailing wage under the Bacon-Davis Act and such documentation shall be included in the final bid package to installers to insure only responsible pre-qualified installers bid, Item 4 - Item 5 - Preparation of RFP for Construction of System(s) The RFP for construction will set the project for success. It is important that the chosen consultant has the experience in producing both solid bid documents as well as the ability to carefully review bids of contractors for true compliance and weigh the results in a technical/commercial bid tabulation such that Branchburg officials have a clear unequivocal ranking for their review. Our proposal for this effort is in complete compliance to Branchburg's RFP and includes the following: Triad Consulting Engineers, Inc. will work with the Township to produce a final bid document for construction to be determined under previous tasks that will include: + How process can be staged to be most cost effective and to efficiently administer grants. © Cash flow charts for use in preparation of RFP. This will maximize contractor's interest in project. «Prepare pre-bid meeting with bidding contractors. * Review bids received with Branchburg and assist in technical and financial bid tabulation. + Award contract for construction. + Chair kick-off meeting with successful contractor. + Review and approve all shop submittals. * Provide professional review of construction submittals. Visit the sites on a regular basis to insure conformance to the specifications. * Punch list project. + Work with Branchburg inspectors to confirm compliance. ‘Assist in commissioning and testing. Electricity Offset and Additional Incentives Triad Consulting Engineers, Inc. is very cognizant of the issues with large solar farms, the difficulty and cost of utiity/PJM interconnections and ongoing issues with utlity acceptance. We concur with your RFP assessment and will do everything possible to insure that net metering is our primary focus. Although the Township is the recipient of a grant, Triad Consulting Engineers, Inc. will do a search of all other available grants, incentives, or financing that could improve the Township's return on investment. QUALIFICATIONS Triad Consulting Engineers, Inc. has been in business as a professional engineering firm in the State of New Jersey for over 35 years. Our electrical engineers are licensed professional engineers in New Jersey among other states, LEED AP listed and approved as NJ State Energy Auditors under their P4P Program. We meet with PJM on a regular basis to discuss PV solar farm intertie requirements and we are well recognized in the NJ energy market as professional engineers who know utility requirements. Triad works with First Energy and other utilities and PJM to resolve intertie issues and develop workable solutions. Our biggest thrust has been to develop net metering ‘opportunities were the owner is assured of the best ROI. Triad provides engineering, design and design build services, if requested, for projects of this magnitude.
