1st The Union Enterprise Service Delivery Activities Interstate Oil - BR. Employ
er union comes in accordance with clause 46 th of the Collective Work Activities
based on the Law 5.811/72 the CLT, where this is leading to CLT, concluded and
ratified with the Workers Union of General Service Provider Companies and Climbe
rs Oil Platform and Ship - SINDPRESP, approved by this Employers' Union from May
1, 2009 until April 30, 2011, to standardize the oil sector, on behalf of techn
ological and logistical Brazilian self-sufficiency in oil Brazil and oil explora
tion in deep water, land, petrochemical activities and purposes. a) In clause 46
th says: Who is authorized to this Employer Activities Petroleum in twenty-two
states in Brazil, search for other unions and entities Labour and Employment of
Collective Labor Agreement (SINDPRESP), Foundations, Religious Entities, Clubs s

2nd The Union Employer signed technical cooperation agreements with the Municipa
lity of São Gonçalo-RJ, Universities and Technical Schools and Language Schools,
Religious Entities in general, trade unions, NGOs, Associations in general, Fre
emasons, Rotary Clubs, Lions Clubs, Clubs and among other services, in order to
mobilize a National Train, Train, Recycle and rehabilitate 24.2 million of labor
on an emergency basis, to meet every demand for skilled labor to oil sectors, B
iodiesel and Activities purposes throughout territorial basis of this union.

3rd Well as I said the President of the Federative Republic of Brazil, Mr. Luis

Agreement with the SEPSAP consolidates this promise.

BACKGROUND OF THE INITIATIVE SEPSAP
The 15th SEPSAP, is the Union of Employers Activities of Law 5.811/72 the CLT, t
he Federal Government has proposed a PROJECT / AGREEMENT emergency mobilization
contained in the National Collective Labor Agreement, Clause 46 th of normalizat
ion 2009/2011 in that says: Enable and train all necessary manpower activities o
n / off-shore and in the regions of each Petrochemical Complex to be inaugurated
from 2012 to 2015 of Petrobras, and preparing a skilled workforce to meet deman
d on land and sea platforms exploiting oil in Brazil and 80% of workforce in mar
itime activities are foreign workers, foreign carriers that companies justify th
at there is skilled labor in Brazil and in the SEPSAP aims to prepare skilled wo
rkforce to meet the System National Biodiesel and Petroleum and the future pre-s
alt that make Brazil self-sufficient in oil and skilled labor. 16th The SEPSAP s

18th OUTCOMES

for the oil sector. b) Forming a consortium of solid teaching in all the States
of this Union with basic vocational schools. c) Call the experienced professiona
ls in the oil sector and end activities to compose the faculty. d) To train and
train professionals to work in the oil sector companies and end activities.e) M
obilizing an audience of more than 30 million people from high school to check t
he activity on / off-shore and in-line assembly and Biodiesel elementary school

d tax revenues relating to employment taxes (FGTS CONFINS, PIS). i) Move the sec
tor of manufacture of office furniture with sales 954 000 954 000 desks and chai

in this sector, with the collection of taxes on products (IPI and ICMS) of appro
ximately R $ 97,365,240.00, plus tax (ISS) and tax revenues relating to employme

million booklets of 240 pages to 300 000 computers and 100 pages of textbooks f
or other courses and generate about 9,500 direct and indirect jobs in this secto
r, with the collection of taxes on products (ICMS and IPI ) of approximately R $
104,040,000.00, plus tax (ISS) and tax revenues relating to employment taxes (F
GTS CONFINS, PIS). 19th Move the Life Insurance industry personnel from $ 8.00 p
er student for a total of 24,252,044 students with a turnover of R $ 242,520,440
.00, with revenues of R $ 121,260.22 relating to duties on services (ISS), based
on 5%. And tax revenues relating to employment taxes (FGTS CONFINS, PIS). 20th

25th IN ECONOMIC ASPECT - DEPLOYMENT
a) According to the DIEESE, the 13th year salary for 2008 was R $ 78 billion and
represented 2.7% of national GDP, have benefited 68,263 workers, warmed and mov
ed the country's economy by 6.9% . The Project will move the country's economy,
generating formal employment in the industrial sector after the approval of the
Project. b) The market for this year, has lost 27,000 jobs, the 13th of this yea
r will be lower than the year 2008, representing a growth of GDP lower than that

RESULTS AND PRODUCTS: The Coordination / Management monthly report the results t
o sponsors and partners through formal report or via the Internet or other means

the framework for the pricing shown in the annex. The SEPSAP / FEDERAL GOVERNME

FEDERAL GOVERNMENT for Training, Qualification, and Recycling Training for curr

e establishment of this brief Letter of Intent on behalf of Afro-descendents, In
digenous Nations, foundations, churches, service clubs, federal, state and munic
ipal, Municipalities, State Governments, Armed Forces Command and National Insti
tutions included in this Project / partnership led by the union BUSINESS SERVICE
ACTIVITIES OF PETROLEUM Interstate - BR, which was sent to the above Letter of
Intent to His Excellency the President of the Federative Republic Brazil, Luis I
nacio Lula da Silva by mo Secretary of Social Welfare and Rights Human Rio de Ja
neiro, Benedita da Silva, so, this union Employers expect the Federal Government

EXPOSURE OF FINAL PROJECT
This project has as its foundation the Recycle Bin, Training, Qualification and
Training of manpower for current employees Labour and Social Inclusion of new em
ployees to be included in operating activities in the mantle of Law 5.811/72 the
CLT, which will cover all segments of aforesaid Act, with the inclusion of the
Activities of Biodiesel to the prerogatives of the Union of Enterprises of Servi
ce Activities Petroleum - SEPSAP in attendance demands contained in the Collecti
ve Labor Agreement in its Clause 46 th of this Union Employer with the Union of
Workers of Enterprises Providers of General Services and Climbers Oil Platform a
nd Ship - SINDPRESP - INTERSTATE.
