RE: Investigation of Judge Robert Spencer, Respondents,

Respondents Counsel; Coulter v. Judiciary OS 2016-0024

Dear Ms. Taylor,

The last time we made contact was your letter of February

13th; nearly a month has passed. When I met with Matt Azer1 on
January 19th, he told me that he was done with the investigation
and that he was turning it into you that very day. I realize I
made a supplemental request; but that was only to clarify what I
had already reported to you.

I have prepared the lawsuit and will send out the Notice of
Intent to over 3,980 Defendants/Respondents this next week. I am
now left with no choice but to believe you are stalling this
investigation and I would therefore want to take advantage of
taking it to the Executive Ethics Committee per your rules.

I have found and contacted the Legislative Ethics Committee

liaison but I cannot find any information or contacts for the
Executive Ethics Committee. That said, I would again request of
you the contact information so that I can file a formal
complaint with them forthwith.

Respectfully submitted,

s/Peter Coulter
