IMPORTANT MATTERS REGARDING

THE SOLID WASTE MANAGEMENT ACT (RA9003)

Three things that I consider important in the Ecological Solid Waste Management Act of 2000 are:

City and Municipal Solid Waste Management Board (Section 12) under Chapter II (Institutional
Mechanism). The SWM board is headed by the city or municipal mayor, and has members coming from
various government and nongovernment sectors. This section is important because it shows the
responsibility carried by these officials; they are responsible for developing the solid waste management
plan in their area, for providing measures to effectively implement and monitor the SWM programs, for
developing the guidelines of the plans, etc.

Solid Waste Management Fund (Section 46) under Chapter V (Financing Solid Waste Management). A
special account in the National Treasury is created for the SWM fund, which are sourced from fines,
penalties, proceeds, licenses, donations, endowments, grants, and contributions. These are used to finance
researches, products, facilities, technologies, programs, technical assistance and other matters that
enhance proper solid waste management. This section is important because it shows that there is a proper
source and allocation of funds handled by Local Government Units, to address problems on solid waste
management.

Environmental Education in the Formal and Non-formal Sectors (Section 56) under Chapter VII
(Miscellaneous Provisions). The national government is making an effort not only in raising awareness,
but also in strengthening the integration of environmental concerns in several institutions, especially in
schools. This section is important because it shows that the government is taking a large step to emphasize
the theory and practice of waste management principles among its citizens.

These sections all sum up to the cooperation between the government and the public to address problems
in managing solid waste. I believe that our country can come up with more effective solutions to these problems if
there is proper coordination and active participation in both sides. I would like to emphasize the significance of such
relationship.
