Interview with student services director. Questions were created from the districts
response to the review.
What was this OCR in response to? What data was used to determine the
violation? Over how many years to you have to respond?
2011 request for data was made, random compliance audit, they identified
some significant discrepancies, 8.8% population were identified African
American and of that subgroup 33% were identified as needing special
education services
2013 12% population were identified African American and 24% were
identified as needing special education services
They did not have any consistent process for identifying students
for special education;
The district had a response to meet the settlement agreement; didnt get
summary of findings till after 2 years
Recommendation #1: Adopt non-negotiables or principles of practice to use to
guide the how behind inverting a deficit based model to a proactive service
delivery model - for all learners, especially those who are African American -
The National Equity Plan - your principals and team were going to choose
which goal to monitor: African American students below 50%ile or African
American students above the 50%ile but not making progress
What are the 9 week cycles of inquiry? It exists at all levels of the system (this is
not only based on deficit model) there is an obligation to inform when students
are at risk (it is a deficit based statute)
Recommendation #6: Implement a proactive service delivery model delivered by
Tier 1 through Universal Design for Learning - Mini lesson: no pull out from core
instruction - Excellent
How are your PLCs focused? In progress data rules, interventions, began to
collect information about PLC, helping to align their goals (arrows) lifting all
student achievement
