TECHNICAL SPECIFICATION

1 INTRODUCTION

The electrical auxiliary systems shall be of a quality commensurate with the


performance, reliability and availability requirements of the Electrical Equipment shall
be in accordance with all the relevant standards shall satisfy the requirements
specified herein and shall be designed to operate in the environmental conditions
specified in the relevant sections of this specification.

The electrical station systems shall be required to provide the voltage classes
indicated in Table 1.1. for operation of various plant equipment operating
mechanisms, plants, control and communication systems:

The auxiliaries shall be capable of withstanding all over frequency and undervoltage
conditions without loss of supply to the power circuits or shutdown of any auxiliary
system meeting the essential loads of the substation plant and equipment.
The material offered shall have been successfully Type Tested during last five years
on the date of bid opening. The Type Test reports shall be submitted along with the
bid.

2 SCOPE
This specification covers manufacture, assembly and testing at manufacturers
works, supply and delivery on site of the DC distribution board 24 VDC for the
Discharge Chanel Modification loads belonging to the Surface Works Las Lajas.

a) One (1) complete 24 VDC system, distribution board is outdoor;


b) One (1) lot of special devices, tools, maintenance equipment etc., required for
installation, testing, commissioning and maintenance of the distribution
systems;
c) One (1) lot of spare parts.
The scope shall include all components and other systems which are required for
performance, durability and satisfactory operation of the equipment even though not
individually or specifically stated in these specifications.

3 STANDARDS
The equipment shall comply in all respects with the latest edition of relevant Chilean
Standard Specifications and IEC except for the modifications specified herein. A
Photo copy of such standards in English shall be enclosed with the offer.

The design, construction, equipment and tests of the boards of auxiliary services
shall comply with the following standards of the International Electrotechnical
Commission (IEC):

IEC 60051: Direct acting indicating analogue electric measuring instruments
IEC 60068: Enviromental Testing Procedures
IEC 60144: Degrees of protection of enclosures for low voltage switchgear
and controlgear.
IEC 60157: Low-voltage controlgear: contactors.
IEC 60255: Electrical Relays
IEC 60337: Control Switches (low voltages switching devices for control and
auxiliary circuits, including contactor relays).
IEC 60947: Low-voltage switchgear and controlgear.
IEC 60050: Vocabulary
IEC 60255: Electrical relays

4 SERVICE CONDITIONS

The ambient environmental conditions for the transmission lines are as follows.

Altitude : 800 to 2 500 m (above sea level)


Temperature Maximum : 40C
Temperature Average : 30C
Temperature Minimum : - 10C
Humidity Relative : 15-100 %
Ice : 12 mm
Ceraunic Level : 60 storm/km-year

5 DESIGN AND LAYOUT REQUIREMENTS


5.1 General
The basic requirements for the equipment are listed in the General Technical
Specifications.

The supply to the 24 VDC distribution boards in the powerhouse shall mainly supply
the control circuits (i.e. switching function), protection circuits (i.e. tripping function),
from each busbar of the 24 VDC main distribution board. For decoupling of one

circuit, diode or DC/DC switching power supply modules (double DC input) shall be
used. At the diversion weir and Modification Channel, the 24 VDC system shall
mainly supply the control circuits.

The UPS systems serve critical consumers in the powerhouse mainly of the control
system (such as PC's, monitors, printers, etc.) and emergency lighting.

Each battery assembly shall be capable of supplying successfully the load connected
to it, at maximum load, for at least 8 hours for the 24 V DC system without recharge.

The final allocation of the consumer to DC feeders shall be realized during detail
design.

5.2 Distribution Board

The distribution board shall be self-supporting steel cubicle outdoor


compartmentalized fully enclosed with doors for access to the interior. The
distribution board shall comprise of non/draw out type panels placed side by side to
form a continuous unit with access door for each panel at the rear. The material &
thickness of the sheet to be used as per the description above.

The complete panels shall not be more than 2250 mm. high with mechannel base
and 600 mm. depth measured from rear to front faces and of suitable width.

The working height shall be limited to maximum of 2000 mm. The design shall be
such as to permit extension at site on either end. The bottom of the distribution board
frame shall be suitable for erecting flush on concrete floor by securing it by means of
evenly spaced grouting bolts projecting through the base channels. The panels shall
be designed to facilitate cable entry from the bottom and removable plants shall be
supplied along with the panels for this purpose which will be drilled at site to fit the
cable glands.

The distribution board shall be vermin proof and suitable for use in tropical climate.
All ventilating louvers and oleos shall be covered with fine wire-mesh from inside or
inbuilt type. All control and power cables will be paid in open distribution trenches
running under the D.C. distribution board. The cable will enter the cubicles through
entry holes of removable plates provided at the bottom of the cubicles. The
successful bidder shall furnish foundation drawings for the switchboards showing the
cable entry holes required and the position of the foundation bolts.

The distribution board shall be supplied complete with channel base, removable
bottom plates, grounding bolts, lock nuts, washers, etc. and cable glands as specified
hereafter. All unfinished surfaces of the steel panels and frame work shall be free
from adhering matter or grease. Suitable rust resisting primer paint shall be applied
on the interior and exterior surface of the steel housing followed by application of an
undercoat to serve as base and binder. The finishing coat on the exterior of the
switchboards shall be polished cellulose enamel, or dark battleship grey, evenly
spared to present a fine appearance, while the interior faces shall be approved with a
finishing coat of light grey paint to provide a contrasting background for the wiring
inside the cubicle.

A small quantity of finishing paint shall be supplied with each consignment or the
switchboards to enable the Employer to restore at site any surface finish which may
get damaged during transit.

Tripped breakers shall generate grouped alarm for indication in the plant control and
monitoring system.

All feeders to and from the cubicle assemblies will be cables. The assemblies shall
be accessible for the cables from above or from the bottom to each feeder via
separate cable compartment. If cables are mounted from above, dust protection
shutters shall be provided.

Each distribution board shall have at least two fully wired spare feeders of various
standard current ratings.

For local instrumentation voltmeter (busbar) and ammeters for infeeds and main
outgoing feeders shall be incorporated.

5.3 Bus Bars


The bus bar shall be of E.G. copper/aluminum alloy, liberally sized for the specified
current rating (both short circuit and continuous currents). The size of bus bars shall
be such that the current density is not more than (1A/1.75A) per sq. mm. for
aluminum alloy and copper respectively at rated capacity. Necessary precaution shall
be taken to avoid bimetallic action where copper conductors shall be connected to
the aluminum bus. Means shall be provided for identifying the positive and negative
bus bars. Bus supports shall be of arc resistant, non-tracking, low absorption type
insulators of high impact strength and high creep age surface.

The bus and connections shall be so supported as to be capable of safety


withstanding stresses due to maximum short circuit current and also take care of any
thermal expansion.

5.4 Earthing
Earthing of current free metallic parts of metallic bodies of the equipment on the
distribution board shall be done with soft drawn bare copper bus Tail connections
shall have minimum area of 26 sq. mm. and the main earth connection for each
distribution board shall be brought out to two terminals for connection with the station
earthing system.
Earth terminals should be identified by means of the sign marked in a legible and
indelible manner on or adjacent to the terminals. Earth lugs shall be provided and all
earthing connections shall be carried out with green wires.

5.5 Control and Monitoring


Alarms, availability, indication of tripped devices, etc. shall be incorporated in the
power plant control and monitoring system.

5.6 Calculations
For taking consideration of their design, the Contractor shall carry out detailed
calculations for fault level as well as for loads at each board and the connections
listed in the scope.

5.7 Spare Parts and Special Tools


The following spare parts and maintenance equipment shall be furnished.
5.7.1 24 VDC System
One (1) lifting device for battery cells;
Five (5) battery cells of each type;
Five (5) intercell connectors of each type;
Five (5) fuses of each type;
Two (2) circuit breakers of each type and size;
Two (2) load disconnecting switches of each type;
Two (2) shunt resistor of each type;
One (1) A-meter and one (1) V-meter of each type;
Two (2) control switches and supervisory relays of each type;
Two (2) printed circuit cards of each type.

6 SHOP ASSEMBLY AND TESTS


6.1 General
All cubicle assemblies and their associated equipment shall be fully assembled and
tested in the factory according to the Contractor's detailed quality assurance
program.

The extent of factory tests and the test methods shall be governed by the
recommendations of the relevant IEC Publications.

6.2 Field Tests


After installation and prior to putting the systems into operation, at least the following
tests shall be done:

Dielectric tests;
Functional and operational tests;
Measurement of the insulating resistance of the different power and control
circuits, including cables, instruments and apparatus;
Adjustment of the protection equipment;
Resistance measuring of all major circuits and grounding.

7 CLEARANCE
The apparatus forming part of the panel shall have requisite clearances and these
shall be maintained during normal service conditions. When arranging the apparatus
within the panels, the clearances for them shall be complied with taking into account
the relevant service condition. In addition, abnormal conditions such as in short
circuit shall not permanently reduce the distances between bus bars.

8 NAME PLATE OF D.C. SWITCHBOARDS


Each panel shall be provided with name plates, marked in a durable manner and
located in a place such that they are visible and legible when the panel is installed.
The following information should be given on the name plate.
(i) The manufacturers name and /or trade mark& identification number.
(ii) Rated operational voltage.
(iii) Purchase order number and date.
(iv) Weight.
