National Platform provides the Government of Republic of Tajikistan with a
structure for planning and coordination of activities on reduction of natural
hazards, and with an additional entry point for dialogue with REACT partners on
these issues.
For the first time, due to the approval of the Memorandum of Understanding
by the members of the REACT group in 2008, both the Government of Tajikistan and
the development partners were able to strengthen the overall management of
disaster risks in Tajikistan, based on the National Strategy on Disaster Risk
Management and establishment of the National Disaster Risk Reduction Platform.
Since the very beginning in 2001, REACT has played an important role in
mobilization of support for purposes of coordination of reaction to large scale
emergency situations, which occurred in Tajikistan.

As a result of destructive floods in July of 2015, particularly in GBAO, the
Government of Republic of Tajikistan has requested the World Bank to
support the rehabilitation of critical transport and flood protection
infrastructure

Consisting of 4 components, SCINHP focuses on rehabilitation of critical

infrastructure by means of building back better approach, as well as
provision of support to key ministries and agencies, such as Ministry of
Transport, Agency of Land Reclamation and Irrigation, Ministry of Finance,
and Committee of Emergency Situations and Civil Defense, on increasing
their technical and institutional capacities in planning and management of
disaster risks.
Technical support under the GFDRR Trust Fund is aimed at supporting the preparation of the
mentioned SCINH project, and also to complement projects institutional and technical
activities by way of:
- Component 1: Institutional strengthening of DRM capacity

- Component 2: Preparation of hazard information for strengthening of critical

infrastructure

- Component 3: Strengthening of disaster risk identification and preparedness and

response capacities

- Component 4: Improving exposure database for the road network

Component 3: conducting a capacity and needs assessment for various departments within the
CoESCD that are involved in risk identification and emergency preparedness and response, such as the
Information Management Analytical Center, Crisis Management Center, Search and Rescue Center, and
the Methodical-Training Center, and development of conceptual design of crises management centers
network

Component 4: improving the national road network exposure information via development of GIS
database for national roads with relevant attributes and bridges, tunnels and other infrastructure that
is part of the network (inventory)

In Tajikistan, there are already existing studies and activities conducted for various parts of the country,
particularly in terms of transport network, done by by development partners (such as JICA). Accordingly,
close collaboration with these organizations on part of relevant ministries and agencies of Tajikistan will
be quite necessary, such as during the planned road network data on the national level.
In Japan, mechanism and approach to preparedness and reaction to emergency situations is
quite effectively put in place from practical standpoint, which stems from Japans difficult
experience of past disasters;

It is impossible not to highlight the fact that preparedness, planning and management of
disaster risks is a cross-cutting theme in Japan, to which attention is paid at the highest
level of Japans Government, as was demonstrated throughout the visit, and during the
September 1 National Drills held in Tokyo, in particular;

As was observed both in Tokyo and Kobe, the system and capacity of reaction to crises
situations is very effective both at the national and local levels (for example dispatch
services, crises management centers), and furthermore, active engagement of the
population as volunteers of fire brigades, community groups, and other forms is also
effective;
Submit a proposal to the Government of Republic of Tajikistan
on announcing a national day of preparedness to disaster risks,
with practical participation and oversight of the highest
echelons of the Government

Consider the relevant experiences of Japan during the process

of the planned capacity and needs assessment of CoESCD, such
as to look at feasibility of automatization and visualization of
dispatching functions and hazard data / information collection
and transfer mechanisms
