Tajikistan is one of the most vulnerable countries to risks of
natural hazards in Europe and Central Asia region
Most common and destructive hazards are floods, earthquakes,
landslides, mudflows, avalanches, droughts, and heavy
snowfalls
Between 1997 and 2011, losses associated with natural
disasters in Tajikistan were estimated to be over USD 353
million
The Committee of Emergency Situations and Civil Defense under the Government of Republic of
Tajikistan is a state management body, in charge of administration of a unified state policy in the sphere of
preparation and protection of the population, economy assets, and territory of the Republic of Tajikistan
against the consequences of emergency situations during peaceful and war periods, as well as handling
organization of coordination of all ranges of state wide, legal, defensive and other activities, aimed at
protection of the population of Tajikistan, economy assets, and the territory of the Republic of Tajikistan
against the consequences of natural and ecological disasters, and large scale industrial catastrophes.
Main tasks of CoESCD:
protection of the population, economy assets, and territory of the Republic of Tajikistan against the
consequences of emergency situations during peaceful and war periods;
organization of preparation, training of the population, conducting of constant control over the conditions of
forces and resources of civil defense;
organization of development and implementation of activities, over the territory of Tajikistan, on preparation
and protection of the population, economy assets, and the territory of the country against possible
emergency situations, their notification, localization and liquidation;
organization of management and control over conduct of rescue and other urgent actions on liquidation of
large scale industrial .and their consequences;
organization of development and implementation of targeted scientific and technical programs, aimed at
notification, localization and liquidation of consequences of emergency situations, protection of the
population, economy assets, and te territory of the Republic of Tajikistan;

As a result of destructive floods in July of 2015, particularly in GBAO, the
Government of Republic of Tajikistan has requested the World Bank to
support the rehabilitation of critical transport and flood protection
infrastructure
Component 4: improving the national road network exposure information via development of GIS
database for national roads with relevant attributes and bridges, tunnels and other infrastructure that
is part of the network (inventory)
In Tajikistan, there are already existing studies and activities conducted for various parts of the country,
particularly in terms of transport network, done by by development partners (such as JICA). Accordingly,
close collaboration with these organizations on part of relevant ministries and agencies of Tajikistan will
be quite necessary, such as during the planned road network data on the national level.
In Japan, mechanism and approach to preparedness and reaction to emergency situations is
quite effectively put in place from practical standpoint, which stems from Japans difficult
experience of past disasters;
It is impossible not to highlight the fact that preparedness, planning and management of
disaster risks is a cross-cutting theme in Japan, to which attention is paid at the highest
level of Japans Government, as was demonstrated throughout the visit, and during the
September 1 National Drills held in Tokyo, in particular;
As was observed both in Tokyo and Kobe, the system and capacity of reaction to crises
situations is very effective both at the national and local levels (for example dispatch
services, crises management centers), and furthermore, active engagement of the
population as volunteers of fire brigades, community groups, and other forms is also
effective;
Submit a proposal to the Government of Republic of Tajikistan
on announcing a national day of preparedness to disaster risks,
with practical participation and oversight of the highest
echelons of the Government
