Idea/Approach Details

Ministry Category :University Grants Commission(UGC)

Problem Statement :Internal Research Management Systems for institutions

Team Leader Name :Samprit.S.V

Problem Code :#UGC5

Current AICTE Application No :

Idea/Solution

The basic idea is to build a online portal web-based

monitoring tool that will capture data and produce
reports on research inputs, outputs and processes of
the research institutions. The system is aimed at
capturing statistical information on government
expenditure on R&D activities by the public research
entities and higher education institutions.
The Objectives are :
To provide a system that can be used throughout India to support research
in any public research institution including higher education institutions;

To address the highly disaggregated and fragmented picture of R&D

investment in India;

To provide essential fiscal information to decision makers;

To provide reliable and comparable data for national surveys as well as

routine information required by different statutory bodies and stakeholders.
Key Benefits To India :
The key benefits are:
a) Central Information Point
One coherent home for Indian research information, accessable by all statutory
bodies.

Central agencies can access researchers/research focus areas within all

participating institutions.

A common platform for the exchange of research information both nationally

and internationally. All funding opportunities (instutional, nationally and
international) can now be centrally viewed and applied for.
b) Research Institutions
Providing greater exposure for researchers and research institutes.

As more institutions come online, it will increase the spirit of collaboration and
sharing.

A general proliferation and exchange of information between bodies with common

interests.

Reporting can be done on all information that has been captured, from researcher
profile, funding opportunities, intellectual property and many more.

Researchers can apply for funding opportunities worldwide, increasing funding for
research institutes and greater exposure to the international community.
c) Government
Assist government to identify and better coordinate efforts in a variety of R&D
areas, most especially those that transcend institutional boundaries, such as
biotechnology, nanotechnology, and information and communication
technologies.

Allows government to have a holistic overview of different institutions R&D

activities, thus providing real time aggregated data that is important for policy
formulation and decision-making.
System Aims :

8 different output types
Data fields based on previous RAE requirements

Content files
Upload files of different file types (.pdf, .doc etc)
Configured up to 10 uploads per output
Captured Fields :
1) Common meta data fields
Titles (s)
Author (s)
Identifier (s)
Keyword (s)
Abstract
2) Fields specific to an output type. E.g. Journal Article
Journal Title
Issue Number
Part Number
Integration Aims :
Transfer the captured outputs to Dspace

Allow outputs to be checked in a predefined workflow

Make the output publicly available

Getting the captured data into Dspace
DSpace Batch Import
The batch import system for DSpace is a simple but primitive method for
importing multiple items into a DSpace repository.

Using this built in functionality ensures that the backend DSpace processes
are taken care of

(OPTIONAL)
Generating the folder structure :
A folder is created for each output. E.g. item1

Each folder consists of:

Physical files
Dublin_core.xml
Contents
Generation of dublin_core.xml :
Output has all information required
From this we can create the dublin_core.xml file, using the following
format:
<?xml version="1.0" encoding="UTF-8"?>
<dublin_core>
<dcvalue element="contributor" qualifier="author>Williams, Neil</dcvalue>
<dcvalue element="subject" qualifier="none">Repositories</dcvalue>
<dcvalue element="title" qualifier="none">

</dcvalue>
</dublin_core>
Executing the import procedure :
We need some software to execute the DSpace procedure

The Administrator is a multidisciplinary research centre, specialising in
medical, agricultural and environmental biotechnology etc.. The Institute
conducts innovative research in technology and related areas, driven by
multidisciplinary research and dynamic interactions with industry. The
Institute accommodates more than 500 research scientists, students and
industry participants and is one of the largest biotechnology research
centres in India

The Institute is currently utilising ITS SToR service (5TB) as a general

research data storage solution for its members of researcher as well as
projects related to users

The SToR storage share is provisioned to the administrator IT team as a

whole via the central UniMelb Windows Active Directory (AD) Security
Group and then assigned by the local IT administrators to individual
researcher within the institute according the internal arrangements.
Our Next Steps :
Status reporting
Direct link to DSpace item from RMIS
The DSpace item ID is returned from a successful import
This can then be used to get whatever information we desire from the backend
Updates and Deletions...
Think about retrieving publication data from external source (reference
management software)
Fill in core details with information retrieved from identifier
Automatic generation of citation
