Dear Sgt. Kent Swim
You cannot possibly be as dumb as your writings appear being of particular concern due the
humongously serious nature of the issues and I must presume you are getting some help from your
superiors. Such errors are absolutely pathetic for the business you are in, but personal incompetence is
dwarfed by the ideology adapted in the structuring of the system that requires another one to deal with
you people.
See copy of your letter November 16 2009 (Pg 12) which you incorrectly refer to the file I request as
RCMP file # 2007-2316 & 2007-2317
I corrected you on this in my November 19 2009 response to your 16th (See Pg 22-3) when you
provided me 30 days from the date of your letter to provide what you felt was missing information.
You provided me an e-mail address so I used it requesting you acknowledge receipt, but you did not.
You acknowledged receipt of $5.00 required under the Access to Information Act and from your letter
head and e-mail address I presume you to be with the RCMP.
Your December 21 2009 letter (Pg 11) states “This letter is with regard to your access to information
request dated November 6 2009 for RCMP Complaints file # 2007-2316 & 2007-2317. Your request
was received by the RCMP December 21 2009”
The request I filed November 6 2009 (See Page 33 and 34) was for the same RCMP Staff Sgt. RB
MacAdam’s Report File # 2007 – 1355445 from both the RCMP and Commission for Public
Complaints against the RCMP. Either one would have a copy as explained in my request and the many
documents sent you that you declined to acknowledge as you are not required to give a damn about
HUMANISM in your world of ASSHOLEISM.
Since you are with the RCMP and it is an RCMP report I request namely the RCMP Staff Sgt. R.B.
MacAdam NCO i/e file # 2007 - 1355445 that he has a copy, RCMP Superintendent Robert Davis
District Commander of the GTA has a copy and they are both at 345 Harry Walker Parkway S.,

Newmarket, Ontario, L3y 8P6 as I have informed innumerable times and is included in the
preponderance of evidence provided you and all others referenced in the evidence.
On page 23 I inform the RCMP Commissioner could have a copy and if you want his address I could
look it up for you.
Perhaps you are aware that he is at the 1200 Vanier Parkway building in Ottawa and you may even be
aware that you are too.
Case File Numbers and Staff personnel should be in a common data bank, but no matter how much
information is available such as the November 19 2009 e-mail I sent you providing the information you
already had, you must look at it with a sane purpose in mind to nudge the natural progression of
thought and reason that uses the knowledge already stored in the brain to gather more to intermesh,
such that a mind coherent to the concept eventually can do what is right without the exercise of
thought, being the same process used from a struggling crawl to an easy run with another process
developed to inform when one should relax, crawl or get their ass on the move. (See Page 22-3)
To this day no matter how hard I try I cannot get the basic information in your head, the foundation this
exercise is founded on. For the moment I am addressing the situation as if you were involved in a
legitimate unbiased competent responsible and irreproachable Constitution: Establishment in, of and
with the Spirit of the Law” that is the Spirit of HUMANISM” that OF COURSE is the Spirit of the
Golden Rule” that we all understand at 5 prior to the first day of school due to the fact it is the epitome
of simplicity and sanity because we are all humans that know well of what is and what is not receptive
to another human being, and OF COURSE we know despite the simplicity and sanity of it all we must
have a system financed by us all to deal with the ornery critters that refuse to abide to protect us all
equally founded on the principles of CAUSE and EFFECT, fundamentals of realty that must be sanely
dealt with to the ideal.)
That OF COURSE is not the reality, yet it is the Law of Canada, the Rule of Law and ultimately the
Law of HUMANISM that I cannot possibly over emphasize and assuredly no sane person would debate
“the Spirit of the Law” due its simplicity and ultimate sanity relative to humankind where we all desire
to advance our quality of life unobstructed, just dealing with whatever must be done to the fulfillment
of what one perceives as their heaven on earth that is a compromise of the effort one wants to apply to
its acquisition that gives credence to the words of Confucius once again.
“Choose a job you love, and you will never have to work a day in your life”
Okay …. So let’s assume we all have the jobs we like and thus are not working, but have now dealt
with priority one … provide for oneself … the responsibility of everyone due the necessity … being
what gets us out of bed with magnificent brains, and minds developed since born to earth innocent and
empty to control the magnificent state of the art body to serve the mind that must have purpose or be no
more than a vegetable as far too many poor souls have succumbed to being just part of the reality that
exists that the majority of us do not have to endure.
Interesting jobs pass the time most quickly while putting in the prerequisite hours, but very few have
been lucky enough to enjoy a job so much that they take the work home to solve problems simply
because they need to be done with money not the issue paid on salary that is adequate to provide for the
life style chosen or perhaps the lifestyle is developed around the income the job provides.
I was never paid for my extra efforts and never asked to be paid feeling the job itself and the interest I
had was reward enough being much more fun than doing cross ward puzzles although they keep the
mind working and get it more proficient with words, recall and thought, but when applied to a job you

simply get more proficient, efficient and effective especially when you give serious thought to
precisely what you are trying to accomplish.
I am retired now after starting out in a bank leaving my chief clerk position after 2 ½ years at the end of
1963 simply because I did not like the job and it did not pay well.
I started at the bottom of a legal survey crew with the Department of Highways of Ontario in April
1964 and left 10 years later to join the private sector and 16 years later after working with many
companies left my manager job of a small office mainly because the economy was going under again
and I was offered a job with the City of Scarborough with humongously less responsibility for greater
pay and benefits with the security that goes with it and technically less hours, but as I say I have always
enjoyed my work … always looked for better ways to get the job done using the latest technologies and
quite frankly I am damn good at what I used to do before retiring from the City of Toronto in August
2004.
Needless to say I have an excellent understanding of the dedication to ignorance by the government
personnel that I know well of from either side of the counter so do not believe you people are pulling
the wool over my eyes for I am just going through this exercise of futility with you to document your
last days cooperating with the government organized crime hierarchy for the benefits, which in
legitimate legal terms is knowingly accepting the proceeds of crime aiding and abetting their
ransacking of the 90% majority while obstructing justice that is the least of the charges as you
undermine the sanctity of the Constitution as criminal frauds putting on the façade that you are there to
serve the people consistent with the Constitution conducive to every individual’s guaranteed Charter
rights of equal protection and benefits when the evidence irrefutably proves you all play a major role in
the conspiracy, having been provided the evidence and continue in your imbecilic ways … perhaps
justifying your actions as you are just dealing with reality the best way you can and everyone of you is
doing the same, therefore it must be right and as long as you all hold your silence … but that will no
longer work as you have all demonstrated well the incompetence of the system to protect the people,
and in fact have proven it is done deliberately as reality attests that I have used the experience gained
over my 42 ½ years highly dedicated working career to develop an efficient and effective plan to
collapse the absurdity by just bringing it to the attention of the people who are already most familiar .
It is not a matter of a trial and bringing you to court as that would be a venture into futility anyways as
the organized crime has infested the political and legal system with Brian Mulroney a Prime example
that have also infested and invested the corporate world supporting and benefiting them of the 10%
wealthy minority of the Upper Tier with them all gaining their wealth from taking the humongous
advantage afforded them in their positions of trust who have not been able to demonstrate that there is a
legitimate system in place to back the Constitution and equally protect and benefit every individual as
guaranteed.
For those of you that simply say it is not my responsibility … then whose is it … the 90% majority that
do not have a clue as to what is going on having chosen other fields of endeavor knowing well the
consequences of irresponsibility and the benefits of reliable competence and trust you people are the
same?
Only the people that know can do anything about it and assuredly you have been provided the evidence
and are well aware of the simplicity of going to a file cabinet, pulling out the information I requested
having no reason not to if the government was legitimate, unbiased responsible and irreproachable with
fortitude and conviction to do their jobs for the benefit of society and its people consistent with the
Constitution that is the nucleus of their safety and well being … the invisible force behind their
guarantee granted in Perpetual Possessory Title either stated or implied that every effort will be
consistently exerted by all members involved in the structured system that obviously must be staffed by

unbiased competent responsible persons dedicated to removing any obstructions to the certainty
attentive to efficiency and effect.
You are all aware of the humongous seriousness of the issues that caused the RCMP Commissioner to
initiate an investigation against him self and the entire government and the insanity of having the
criminal investigate him self and the obvious outcome that they could have responded in a week except
for the fact they are well aware that there is a certain amount of showmanship that comes with the job
specifically trained as charlatans, assuredly “Learned and Honourable” for they tell us so and know that
if they are to appear to be responsible investigating themselves, ha ha ha it goes without saying the
natural inherent bias that afflicts us all will assuredly overpower artificial unbiased … commonly
understood and identified as “Conflict of Interest” that any sane person of moral legitimate thought in,
of and with “the Spirit of the Golden Rule” as they must be to meet the words as defined in published
reference sources would know.
When you are part of the government organized crime you simply must have the people believe that
you are not, despite the obvious as Brain Mulroney is not only a tax evader sorry that he got caught as
any of them would be, but he is a Prime example of their catering to the corporate world which is theft
in itself of every individual’s equally guaranteed right as the people do not have the wherewithal to
persuade them to there side because they simply do not have the money to bribe them having been well
ransacked with barely enough to pay off the interest to their corporate friends in the banking and credit
card industry.
Mulroney sits as Chair with many corporate boards knowing the ins and outs of the people’s
governments gained in trust plus his influence gained purportedly serving the country that is all quite
useful to the corporate world proving them the humongous advantage over the people as they have
infested and invested the corporate world with their affluent and influential friends bringing them to the
ball which of course they dance with.
So I say they are criminals and they state they are not because they legalize BRIBERY and call it
LOBBYISM, deny there is a 2 TIER system using the word “THRESSHOLD” instead, which the
people say “then alright then as long as it is not a 2 TIER system” with the rich continuing to get richer
and the poor continue to get poorer with the Auditor General well aware of what is going on … HOW
COULD HE NOT?
It is just one of those things that they say is just “How it is” and damn it we know “How it is” being the
first step to the cure with them all convicted having had their trial and should anyone of the
ASSHOLES stand in our way as we proceed consistent with the Constitution conducive to every
individual’s equally guaranteed Charter rights where their ASSHOLE commentary will only identify
them as insane once frenzied by their insatiable lust for gold and now frenzied the time has come to
make amends … as the loot they stole will be returned to the people and they will work for fair wages
to recompense them they victimized, however will be banned from public service and perhaps flee the
country if any countries populace would have them as they will be dealing with their own issues as the
world is finally eradicated of the scum of the earth that are in of and with “the Spirit of the Roman
Empire” existing a heaven on earth impossible for all as they raised the bar to a humongously higher
level than the economy is capable of due their deliberate betrayal of the trust they were financed that
simply sucks the life out of society humongously obstructing the ultimate potential of every individual
and thus the ultimate potential of society as a whole as these arrogant insatiable ASSHOLES pit their
countries populace against each other to temporarily sate themselves as theirs is a never ending story as
history attests with a humongously obvious 2 TIER system that existed long before Confucius 551 BC
– 479 BC said.

BENEVOLENCE, RIGHTEOUSNESS and MORALITY … finally I began to make out what was
written between the lines; the whole volume was filled with a single phrase: EAT PEOPLE”
Any one of the persons who have been informed of this information would have no problem in taking
the matter to the proper legitimate unbiased competent responsible and irreproachable authority who
would immediately with exemplary fortitude and conviction deal with the issues in a manner to ensure
such absurdity would never reoccur administering due punishment attentive to deterrence being the
only viable means of present knowledge and is in fact the God damned law.
For them like the Ombudsman that the government publish on their web sites as the end all to the woes
of society instigated by the government is as absurd as the RCMP investigating them selves as the
evidence is prodigious in numbers with them all stating sorry you have accessed all departments and
agencies available to you with the issues not resolved being irrefutable evidence that they have not
structured the system to resolve issues, but to hide them, with the taxpayer taken for a ride and the kids
suffer with their parents income humongously ravished and equality of life by all of the 90% majority
no matter how hard they work humongously suffer to feed the avarice bias beast of the government
personnel left uncontrolled as I have tested them all and them believing by citing their mandate and
following it to perfection, that invariably turns victims away … WE HAVE TO ASK WHAT THE
HELL DO THEY THINK THEY ARE THERE FOR IF NOT TO SUPPORT AND COOPERATE
WITH THE GOVERNMENT ORGANIZED CRIME.
Are the people not insane to finance such imbeciles that cannot discern the difference between what is
right and wrong … that think with their asses because it pays well, being the same for most illegitimate
enterprises.
Well lets wrap this exercise up with the facts I have not yet informed the public of that all persons
referenced in this episode of as the Stomach Turns” are real people with real names identified as they
demonstrate that they believe they are nothing but guides to direct their victims around in circles
hoping they will tire or at least discourage others as in the end those who try demonstrate the futility of
“How it is” that they know and we know as if “Oh well then …. If that is “How it is” … Okay then … I
was thinking it was supposed to be something else … but if this is all there is … I’ll just have to resign
myself and settle down with all the rest in this world of “ASSHOLEISM”
You know what “NOT BLOODY LIKELY”

due the simplicity and sanity it is impossible not to realize the entire government legal system hierarchy
are the epitome of ASSHOLES converting the societies under their illegitimate authority to
ASSHOLEISM with the people having come to accept “How it is” simply because they are led to
believe that nothing can be done about it”
Well they now fear the word CDF1.CA and it assuredly will not be long before they are on their way.
Them who are cooperatives of their conspiracy ignorantly citing their laws that are major evidence of
their conspiracy that have left an indelible trail they cannot erase or cover-up, but invariably will try as
they must and invariably they will expose themselves rather than blending in with the crowds and begin
to act appropriately.
Assuredly the astute will be well aware of the power of truth that is the Force and all they wait for is
signs the people are awakening and assuredly they will know when CDF1.CA is in the air everywhere.

Them who have been informed and do not act appropriately will assuredly be dealt with when the
system quickly converts legal for any person as I say that obstructs the Charter Democracy Force and
its members who are in, of and with “the Spirit of the Law” with irrefutable evidence of who is not,
with the promise of many more certain to attempt to stand up against us with their charlatan tongues
that will not work once exposed and plain old sane thought and reason picked up on the streets
permeates the brain of the legal system.
Assuredly they have thoughts of covering me up and I doubt there is a moment they veer from it, but
though hardly the likes of Confucius or Jesus they could very well make me something humongously
more significant than I am, but whatever will be you cannot possibly kill the Spirit associated with
Jesus and “the Spirit of the Roman Empire” is on its last flight as the winds blow from every direction
that holds “the POWER of the Spirit of the Golden Rule” when grasped and the Force is amassing as I
write in cyberspace where the final war will be fought by every individual in separate battles in their
minds and them that lose will be assuredly insane and invariably attempt to obstruct an invisible and
invincible force.
So RCMP Sgt. Kent Swim with obvious insider information and the side you have chosen just as
obvious still of the faith “the Spirit of the Roman Empire” will survive in this world where the Pen is
far from as Mighty as once thought though innumerable more edges than a two faced sword the pen
that scrawled this way and that across every page left innumerable indelible trails for us to follow from
where it left off back to the source, the epitome of simplicity for all of us to follow who are adept to
recall the spirit of when we were 5 prior to the first day of school.
Like your letter dated December 21 2009 referenced at the onset with the first minute paragraph a giant
absurdity.
The second paragraph suggests that another institution other than the RCMP would have a greater
interest in the irrefutable evidence of government organized crime.
So please explain what the hell you think the RCMP are there for.
The same as all you clowns involved in the handing out information and know well of the type you are
not supposed to give out being precisely what has to get out to the people, but you are obviously
cooperatives of the conspiracy for the money … receivers of stolen goods …. Loyal to your employer
perhaps you believe, but they are not your employer as they are criminal frauds posing as the people’s
representatives to get their hands on the people’s money ransacking them in which ever way they can
so they will have the wealth and power to invade other countries for their resources as they are infested
and invested in the corporate world as Mulroney is a Prime example and Michael Bryant another.
The whole God damn bunch of you are financed by the people in trust on the presumption that you are
of the status of the presumption of innocence in absence of evidence to suggest otherwise and you
haven’t a clue of what the hell it means because you subscribe to the ideology of the Law Society with
the arrogance to state or imply that their members are not required to give a damn about every
individual’s guaranteed Charter rights and true enough under their unscrupulous regime they do not.
Since they have infested the political and legal system may I ask who is backing the guarantee?
They go on to state that they are not required to look at evidence when it is against their members and
demonstrated it finding their member innocent just as the RCMP found themselves innocent by not
looking at the evidence as RCMP Superintendent admitted..
It just cannot get any more obvious than that.

So before I move on let me assure you that under legitimate law the issues I have addressed are your
priority interest and you had best quickly give your head a shake and get that God damn report … the
RCMP Staff Sgt. R. B. MacAdam Report File # 2007 – 1355445 out to me as the request has been in
your hands since November 6 2009 and if you RCMP are all legitimate with no evidence yet to suggest
that you are, you have the connections, you know where it is and there is no reason in, of and with the
Spirit of the Law” for you to not immediately hand it over.
But there’s the rub … they are not legitimate as the evidence irrefutably proves and undoubtedly they
are going down anyway with or without the elusive RCMP Staff Sgt. R. B. MacAdam Report File #
2007 – 1355445 for any person can read the September 3 2008 RCMP Superintendent Robert Davis
District Commander of the GTA Final Letter of Disposition with his signature for all to see that he
found the RCMP innocent of refusing to investigate government organized crime while himself openly
stating he refused to investigate the hundreds of pages of irrefutable evidence of government organized
crime that now clearly exposes him and now this your final chance to escape the hardships that are
about to befall them that would mess with every individual’s equally guaranteed Charter rights, a direct
assault on the Constitution and the people of Canada, being treason at the least.
So we already have Chair Paul Kennedy of the REVIEWS Commission for Public Complaints against
the RCMP and of course all his superiors as well as the RCMP Superintendent, Deputy Minister RCMP
Commissioner William Elliot, the Minister of Public Safety my MP Peter Van Loan that of course
leads to the Minister of Justice and Attorney General of Canada Robert Nicholson who advises him and
all other government and agency heads who is a bencher of the Law Society with precedence and of
course the Prime Minister Stephen Harper who appointed him.
So in your letter of December 21 2009 you go on to state that the request has been transferred to the
Commission for Public Complaints with their agreement, but of course with them, the RCMP and
entire government irrefutably proven guilty as charged all connected under the Minister of Justice, the
Prime Minister Parliament and the Senators having all been provided the same evidence since June
2005 that in fact caused them to enact the Accountability Act, 2006 with absolutely everything they do
evidence against them when the people are awake to observe it.
Anyway I did not want to miss the opportunity to document the Access to Information institution of the
Commission for Public Complaints against the RCMP so I already wrote Michel Gervais November 4
2009 who obviously had to refuse to respond, but now you suggest that they have agreed to deal with
my request … that means what?
Another 2 months of stalling while they fix up THE REPORT?
They simply cannot fix up the evidence that I have published on the innumerable Charter Democracy
Force web sites which innumerable people have downloaded.
If THE REPORT arrives unadulterated done unbiased, competent responsibly and irreproachably it
should be thick and concise considering the 9 months it took and assuredly would have been given
priority 1 status if Sgt R.B MacAdam understood the safety and wellbeing of every individual as

equally guaranteed was in his hands, and he did offer in one of his interim reports that he understood
the necessity to be thoughtful and thorough around the time he was promoted and went on vacation.
No matter what … the evidence he investigated will have to be read to coherency to compare his report
against.
And of course if it agreed with the RCMP Superintendents Final Letter of Disposition why wouldn’t
the RCMP Superintendent cite it in his report and why did Staff Sgt R.B. MacAdam get a promotion?
Nope … I am quite thorough both in my coherence to the evidence and the planning to lock them up
tighter than a frog’s ….. just a presumption on the frog thing though reasonable.
So whatever you are thinking Sgt. Kent Swim …. Let me inform what I am thinking.
You are legally responsible to get me that damn report within the time limit provided by the Act and
that is what I am holding you to.
Michel Gervais has already proven that she is not cooperative or consistent with the Constitution that
equally protects and benefits everyone as guaranteed only when you people financed by the people in
trust understand your responsibility … and punishment is the only viable means and the evidence is
prodigious and irrefutable that none of you are capable of doing anything more than pass paper with
scribblings this way and that across every page … proving you are aware of what is happening and
with nothing resulting addressing the issues irrefutable proof you are all in on the conspiracy.
So with that I strongly advise you to first understand the meaning of section 52. 1) of the Charter in the
manner you would understand at 5 prior to the first day of school before you traded in your common
sense for a share of the ransacking of the 90% majority.
52. (1) The Constitution of Canada is the supreme law of Canada, and any law that is inconsistent
with the provisions of the Constitution is, to the extent of the inconsistency, of no force or
effect.
The evidence consistently proves they are not consistent with the Constitution in anyway shape or form
except for the consistency to BENEVOLENCE, RIGHTEOUSNESS and MORALITY spiels at the
beginning and then clam up that decidedly proves they understand the concept and must express it
being the major role in the success of their conspiracy

Information & Privacy 1200 Vanier Parkway, Ontario, KIA 0R2 the RCMP building that found its
way to you by registered mail.
The request was directed to you as being the proper authority to provide me a copy of RCMP R.B.
MacAdam’s Report sent you of the RCMP being the institutions of authority to address the issues not
cover them up.
On October 15 2009 (See Page 45) I set out to get a copy of the elusive RCMP Staff Sgt. R.B.
Macadam report through the Access to Information Act and on November 4 2009 (Page 44) Eric
Murphy general@oic-ci.gc.ca acknowledges receipt of request and provides information
that took me to a fork in the road and having a split personality took both of them having
only one life to live in the service of the government organized crime I have adapted to
efficiency for effect, but began to realize that they do not appreciate my efforts and
decided to get out of the syndicate taking the worthy with me, however it seems that
ONCE YOU ARE IN THERE IS NO WAIT OUT

See Page 45 to start at the beginning of this simple exercise that should have been

And in response “Certainly Sir, do you have concerns, anything else we can help you with … this

But of course not going to happen in a system where the “Roles and Responsibilities of the Attorney
General:” published on the Ontario Government web site are perfectly clear in the matters that are

Who knows the truth why Parliament shut down?
Obviously they have to do a whole lot better than the Accountability Act, 2006
But whatever … they simply cannot be trusted because they are traditionally charlatans of deception,
prevarication, manipulation and orchestration as history attests.

that I first attempted to acquire a copy from the REVIEWS Commission for Public Complaints September 23 2008 I have

attempt to get an unadulterated copy of the RCMP Staff Sgt. R.B. MacAdam Report that includes a request to RCMP

In response to your e-mail December 3 2009 immediately below my commentary I would like to thank you very much for
your response to my email of November 9 2009, however I would also like to make note of the HUMONGOUSLY
SERIOUS NATURE OF THE ISSUES as it seriously concerns you as it does every individual of Canada.
The point I would like to make is there simply can be nothing on your plate of higher priority than the issues that I convey
to you and will expect you to be coherent to that fact … as I have expected the same of all recipients of my writings on
these ISSUES OF THE MOST SERIOUS KIND that not only is pertinent to Canada, but is particularly relative to the
persistent “Struggle of Humankind” due the persistence of the hierarchy of State and Church to maintain “the Spirit of the
Roman Empire” that resulted with Jesus spiked to a cross as the British Empire expanded in the same way with the
hierarchy of the Spirit of the Roman Catholic Church intermeshed all the way.
This exercise is all about “TRUTH and CONSEQUENCES of BELIEF” and of course due the absence of TRUTH from the
charlatans of deception, prevarication, manipulation and orchestration that deliberately do so to feather the nests of their
PIG (Personal Interest Groups) to the HUMONGOUS CONSEQUENCES endured by the populace that they proclaim to act
on their behalf under the auspices of the authority of God that is “the Spirit of the Law” in Canada has caused me to rally to
the defence of the 90% MAJORITY with the only viable means to commence the beginning of the end of this insanity is to
the obvious “GET THE GOD DAMN TRUTH TO THE PEOPLE ASAP”.
Obviously it is expected and demanded of the Constitution: Establishment to deal with the TRUTH competent responsible
and irreproachably as “Learned and Honourable” persons and assuredly they do under the control of the Law Society of
Upper Canada propagates that unfortunately are BACK ASSWARD of the concept as CRIMINAL FRAUDS that inherently
must aspire to appear “Honourable” to deceive the people while they ransack them that unequivocally requires them to

exceptionally successful job.
The HUMONGOUS PROBLEM facing them is the fact that they cannot possibly COVER-UP the indelible trail as they
have documented every move and reality itself stands to attest against them awaiting the individuals of the 90% majority to
begin awakening to the truth that is everywhere to see upon their decomanizing as encouraging signs are apparent.
There is not much they can do until they see the truth that I have extracted a preponderance of excerpts from the

amongst 7 billion all destined to predetermined eventually beyond any individual’s control, however the enemy have
demonstrated the power of amassing 10% of the populace, but AIN’T SEEN NOTHING YET when the 90%% majority

In response to your two e-mails -
Subsection 2(2) of the Access to Information Act states that the Act is intended to complement and not replace existing
procedures for obtaining government information and is not to limit in any way the type of information that is normally
available to the general public, and article 4.1 of the Government Communications Policy, Communications Volume,
Information and Administrative Management, Treasury Board Manual explicitly states that institutions should respond to
enquiries outside the Act whenever it is possible to do so. However, institutions retain the discretion to decide on the exact
treatment of requests outside the Act.
Thus, with respect to "options":
Option 1, you make a request outside the Act. Sometimes this will obtain a faster response, however the institution is not
obliged to respond and the requester has no recourse if the institution refuses to respond.
Option 2, you make a request pursuant to the Act. With this type of request, the institution must respond within the time
limit allowed by the Act and in the format provided by the Act. If the requester is not satisfied with the institution's

response, he may file a complaint with the Information Commissioner, who will then perform an indepent investigation of
the institution's treatment of the request. If the requester is still not satisfied after the Commissioner has issued her finding,
he may then request a review of the matter by the Federal Court, pursuant to section 41 of the Act.
Please note that since the exemptions provided by the Act allow institutions to refuse access to certain information, and the
response to every request must be reviewed on a case-by-case basis to determine if information must be withheld (each
exemption has exceptions), the outcome of any specific request cannot be predetermined.
With respect to the 'loophole', the text in my earlier response referred to section 31 of the Act, which reads as follows:
“31. A complaint under this Act shall be made to the Information Commissioner in writing unless the Commissioner
authorizes otherwise. If the complaint relates to a request by a person for access to a record, it shall be made within sixty
days after the day on which the person receives notice of a refusal under section 7, is given access to all or part of the record
or, in any other case, becomes aware that grounds for the complaint exist.”
Lack of response by the institution within the time limit allowed by the Act is considered to be ongoing grounds for
complaint. Thus, until the institution responds, the deadline for complaining never expires, and therefore no proof is
required.

As you know or should know my original complaint began with the refusal of the entire Ontario government to back my
Charter rights of equal protection and benefits before and under the law that began June 30 2005 when my former tenant
and President/Director of a company I was a major shareholder committed offenses under the Tenant Protection Act, 1997
$43,000 if he had been successful and $100,000 under the Criminal Code which he was successful as the Ontario
government departments, agencies and police under the advisement of then Attorney General Michael Bryant aided and
abetted his flight from justice and have obstructed me in every which possible since absolutely 180 degrees adverse to my

Charter rights which I do not take personally as all evidence indicates we of the Lower Tier separated by a delineator they
refer to as “Threshold” knowing the public are not receptive to the term “2 Tier”
After exhaustive effort documenting their modus operandi with much admittance from various Ontario government
personnel that I had accessed all the options available to me I was satisfied and confident that they had irrefutably proven
that the system is deliberately structured not to be unbiased competent responsible and irreproachable with fortitude and
conviction to the certainty of every individual’s equally guaranteed Charter rights as they never intended the system to be
anything other than PIG (Personal Interest Group) … the Law Society of Upper Canada and their affluent and influential
friends as their propagates infested the political and legal system and infested and invested the corporate world that
eventually caused the financial crisis that the 80% majority are simply assigned to pick up the pieces while they make them
fill up the Legal Aid kitty to overflowing for a 50% raise and to continue to expand their illegitimate industry into the
poverty sector that they create. .
I took this evidence to the federal government hierarchy and did the cycle again ending up with the same irrefutable
evidence against them with the common connection being the Law Society that the Minister of Justice and Attorney General
of Canada has precedence as a bencher and runner –up the Ontario Attorney General a bencher that administers the Law
Society Act with them both seeing nothing wrong with the fact the Law Society admitted that they are of the belief that their
members that hold every position of authority in the legal system are not required to give a damn about every individual’s
guaranteed Charter rights as they state their only obligation is to vigorously advance their clients interests. They go further
to cite their mandate that does not require them to look at evidence when it is against their members explaining why they
needn’t give a damn about every individual’s equally guaranteed Charter rights.
It explains why the entire legal system under the advisement of the Minister of Justice and Attorney General of Canada and
the provincial Attorney Generals appointed by the elected governments that put on the façade that they are there for the
people why being a PIG (Personal Interest Group) catering to the people of the Upper Tier and send us of the Lower Tier to
be finished off by their private sector membership that extort exorbitant fees from them who can afford it with only them
and the people eligible for the Legal Aid system able to access the system that is unequivocally government organized crime
whose overhead is financed by the people allowing them an encumbered access to ransack them at will.
This evidence was provided to the Commission for Public Complaints against the RCMP November 8 2007 charging the
RCMP refused to investigate government organized crime which they citing the RCMP Act enacted by the federal
government provided the evidence to the RCMP to investigate themselves.
RCMP Staff Sgt. R.B. MacAdam was assigned to investigate the complaint and early in his investigation he was of the
opinion that he could do so without looking at the evidence when I Dick and Janed him until he understood that he would
have to study the evidence to see if it was valid, not trivial, frivolous or vexatious citing the Commission for Complaints
brochure.

back every individual’s equally guaranteed Charter rights and in fact is designed for the illegitimate flourishing business of
the Law Society Criminal Frauds whereas it is the responsibility of the people’s elected representatives who are trusted and
financed to put an efficient and effective system in place that serves every individual equally to the certainty of every
individual’s equally guaranteed Charter rights.
The first clue that they are crooks is when they state a victim has accessed all that is available to them through the system
they designed that did not serve the purpose or support every individual’s guarantee.
Then adding insult to injury if the individual has money, but empty mind they can empty their pockets equivalently and
venture the road of futility paying the extortion exorbitant prices of their private sector members in an attempt to make the
irresponsible Attorney General responsible consistent with his “Roles and Responsibilities” to the exemplary support of
every individual’s guaranteed Charter rights so that the victim can then access the courts with all other victims consistent
with the Constitution as guaranteed.
