Zero Tolerance: The zero tolerance rules will be followed (i.e.): Any player who arrives at the
chessboard after the start of the chess session shall lose the game. Thus the default time is zero
minute.

Rules and Regulations : FIDE Rules in force shall apply.


System of Play : Tournament shall be conducted on a 9 Rounds Swiss system.
Time Control : 90 minutes each with 30 seconds increment per move
from move no. 1

Age Limit: Players must have been born on or after 01-01-2007. Age proof is required.
Each participant must produce a valid certificate to prove his/her age. Certificate should be
from the Panchayat/Municipality or corporation obtained soon after birth. Players without the
date of birth certificate will not be allowed to participate. Complaints against suspected over
aged players could be made on payment of Rs.1000/- to the Organizers, who shall medically
verify the players concerned. Only Indian National are eligible to participate in the
championship.

** Instruction to District Chess Associations: As per the rules of AICF only the
players whose date of birth are registered within one year of their births are
permitted to take part in respective age group nationals. Hence District
Associations are directed hereby to forward their Players name whose birth
registrations have been done within a year of their births for this TN State U-9
Championship. Wherever discrepancies exist the matter may be taken up with
AICF through TNSCA. This will avoid the inconvenience caused to such
players when they appear in National U-9 Championship.

** Please note that only players who take part in this State
Championship will be permitted to represent Tamil Nadu as
selected /Special entries in the forth coming National U-9 Chess
Championship for Boys and Girls. Hence Participation in this
State Championship is COMPULSORY.

**Note to District Chess Associations: Hence advise all your U-9


players to take part in this state Championship.

Registration of participants with TNSCA is compulsory. The participants of all TN State Chess
Championships are required to register themselves with TNSCA by paying Rs.100/- as registration fee
for the year 2014-15. The amount should be remitted along with the duly signed TN players
Registration form plus one passport size photograph and Date of Birth Certificate copy.
Entry Fee: Boys & Girls -Normal: Rs 400/-, Special Boys: Rs. 800/- &
Girls: Rs. 700/-
All entries, be it regular or special should be sent through the respective District Chess Association
concerned with a copy to Tamil Nadu State Chess Association on or before 7th May 2016.(Sat)

Subject to age limit, the following players are eligible:


1. Every affiliated member of TNSCA is entitled to send two entries in each category.
2. The TNSCA General Secretary can nominate one entry in each category.
3. The top four rankers of 2015 TN State U-7 Boys and Girls Chess Championship held at
Perundurai are seeded to play in this event.

5. The top four rankers of 2015 TN State U-9 Boys and Girls Chess Championship held at
Madurai, are seeded to play in this event subject to age stipulation.

The top four rankers of 2015 TN State U-11 Boys and Girls Chess Championship held at
Nagapattinam subject to age stipulation.

6. The top two rankers of the 28 TN State U-9 Chess Championship for girls can opt to play in
Boys category.
7. Any other player who remits the prescribed special fee: Rs.800/- for Boys & Rs. 700/- for
Girls.
8. In each category the host Madurai District is entitled to field one additional entry.

9. If the number of participants at the start of the championship in a category is an odd number the
host Madurai District Chess Association can add one more entry to make it even.
10. Those who have qualified to represent the country in official FIDE events.
11. In addition to the above the following districts can field additional entries by virtue of their
players finishing in top four of the previous 28th TN State U-9 Chess Championship held at
Madurai District. Boys: Tiruvallur - 2; Chennai - 1; Krishnagiri - 1;
Girls: Erode-1; Kanchi - 1; Chennai-1; Dindigul - 1
12. Two players in each category approved by TNSCA will be permitted from areas where no
district association exists
A copy of the entry from each district should be sent to TNSCA.

Lodging: Free dormitory type of lodging will be given to players plus a


manager per team. Those who are in need of this facility are requested to
inform the organizer in advance.
** Note: While sending the entries District Chess association should certify that their
players have been selected from the selection/district Chess Championship. If such a
certificate is not sent all their entries will be treated as special entries.

Tie break: Buchholz tie break rules will be applied. In case of tie, prizes will not be shared.

Withdrawals: A player may withdraw at any stage of the event, after informing chief arbiter in
writing.

Appeals Committee: Before the commencement of the tournament a five member appeals
Committee will be formed at the managers meeting. The decision of the appeals committee on all
protests shall be final and binding.

Chess Clocks: Each association is requested to provide at least two chess clocks.

Protests: Protests, if any against the decision of the arbiter shall be made in writing with a
protest fee Rs.200/- within 30 minutes of the incident. The protest fee is refundable only if the
protest is upheld.
Arrears: The players belonging to Districts which are in arrears to TNSCA, will not be allowed
to take part in the above event.

Rights of Admission :The TNSCA /organizer Madurai District Chess Association reserve the
right to admit/reject any entry without assigning any reason thereof.
The TNSCA /organizer Madurai District Chess Association reserve the rights of admission to the
tournament venue and lodging places.

Silence in the Tournament Hall:


Strict silence must be observed in the tournament hall. Spectators, and the players
who have finished their games, shall not remain in the tournament hall. Players shall not
analyze in the tournament hall.

The top two players in each category will represent Tamil Nadu State in the
forthcoming Under-9 Nationals.
