Dear Comrades,

ELECTION COMMITTEE 35TH GENERAL COUNCIL MEETING AT CHENNAI

I am greatly honoured to have been nominated by the Union as Chairman of the Election Committee
for conducting elections in the ensuing 35 th General Council Meeting. I seek your wholehearted
support and co-operation for conducting elections for the posts detailed in Annexure-II of this
circular as furnished by the Union.

The schedule for conduct of elections is as follows:

A) Last date for filing Nominations 30-06-2017


B) Publication of valid Nominations 03-07-2017
C) Last date for receipt of Withdrawals 07-07-2017
D) Publication of Final list of Valid Nominations 10-07-2017
E) Date of Election

from 1.00 P.M. onwards

1) Nominations should be made only as per the format furnished in Annexure-III of this Circular.

2) Nominations should be proposed and seconded by delegates of 35 th General Council. In this


regard be guided as per Circular No.04/2017 dated 22-05-2017 of the Union.

3) For the post of Assistant General Secretary, National Executive Members, Regional Committee
Members allotted to Regions / States / Clubbed Branch Units, contestant, proposer and
seconder should be from the respective Regions / States / Clubbed Branch Units only.

4) A delegate cannot propose and/or second more number of candidates than the number of
posts for each category as detailed in Annexure II.

5) Nominations/withdrawals will be accepted only in person, post or courier. Nominations /


withdrawals by Telex/Telegram/Fax/E-mail, SMS or in any other electronic communication
form etc., will not be accepted.

6) Incomplete Nominations will be rejected.

7) No member can contest for more than one post. However, a person can file nomination for
more than one post, but on the expiry of last date of withdrawal if valid nominations of a
member are there for more than one post, all such nominations will be treated as invalid.

8) Nominations should be sent by closed cover superscribed with Nomination for Election for
35th General Council Meeting addressed to :-

9) In as much as this notice is sent well in advance before the election schedule mentioned
above, candidates in their own interest are hereby advised and ensure that their
nominations / withdrawals reaches our office on or before the stipulated dates.

10) Acknowledgement: Each cover will be acknowledged to the addressor found on the cover.

11) Scrutiny: All these closed covers will be opened after 6.00 p.m. on 30-06-2017 and
nominations will be scrutinized.

12) Votes :

a) Voting by secret ballot only. Postal ballots are not allowed.


b) All members of the 35th General Council Meeting duly confirmed by the union shall be
eligible to vote for the posts (A) 1 to 9 of Annexure-II
c) General Council members belonging to a particular Region / State / Clubbed Branch Units
shall alone be eligible to vote for the Assistant General Secretaries, National Executive
Members and Regional Committee Members of the Region / State / Clubbed Branch Units
respectively.
d) All the members of the National Executive and Regional Committee as on the date of
election are ex-officio members of the General Council.

The decision of the Election Committee in respect of election shall be final and binding.

Dear Sir,

A REQUEST

We have great pleasure in informing you that we are convening our 35 th General Council
Meeting at Anna Arivalayam at Chennai on Saturday & Sunday the 22nd & 23rd July 2017.

One of the important agenda in addition to other matters to be transacted in the above said
meeting as per the bye-laws of our Union is election of Office Bearers and members of National
Executive and Regional Committees for the ensuing period.

As per clause 17 of the bye-laws of our Union, powers are vested with the President to
nominate person or body of persons to whom the duties of elections shall be entrusted and
their decision in respect of conduct of elections shall be final. The date of election is on
23rd July, 2017.

In tune with our reputation of being a model Trade Union symbolising the model of inner
democracy, we have decided this time this arduous task of election of Office Bearers should be
entrusted to an independent person who is not a member of the Union so that fair and free
elections can be ushered. While scanning from the fond reflection of scores of ex-IOBians
association with the Union it was a difficult choice for us to make as many as ex-IOBians are
ever willing to reciprocate the gratitude to the Union and offer their services when called
for by our Union.

But your commitment as could be perceived from the way you have been associating in the
well being of the Union and your ever willingness to assist the Union even after your
retirement from the Bank, whenever the Union required, gives us no other option but to
entrust this task of conducting elections to you only. We have implicit faith that you will give
consent of being the in charge of the Election Committee and conduct elections of Office
Bearers as per bye-laws embracing the tenets of democracy.

We enclose a copy of the bye-laws to facilitate you in conducting the elections. Further we
enclose the list of the posts and allocation of the post for the National Executive and the
Regional Committee for which elections have to be conducted.

Member means Any member as defined in Clause 4(a) of the byelaws of the Union.

Branch Unit Means:-

a) Membership at each Office / Branch, Extension Counters etc., shall normally constitute
branch unit of the Union. However, the National Executive shall be competent to
define from time to time such other offices, grouping of departments, cells, divisions,
etc., in administrative and other offices as branch unit. The members of each such
branch unit shall elect a branch secretary for the conduct of the day to day affairs of the
Union.

b) All other spin off units of branch / office, other departments, cells etc., other than
mentioned above are not eligible for separate delegateship, but members attached to
these units have a right to contest as well as right to vote in their parent unit, to which
these spin off units are attached. Any offices / branch of the Bank other than mentioned
above shall be granted delegateship only after approval from President / General
Secretary as per facts, circumstances and merit and the decision of President / General
Secretary shall be final and binding (Refer Union Circular No.4/2017 dated 22-05-
2017).

Note VI : * Regions formed by clubbing branches for the purpose of Administrative


convenience of the Union.

Remaining regions as defined by the Bank for the purpose of Banks Administration .
