In some cases, the accessibility KPI is degraded due to specific phone type.

When
troubleshooting accessibility KPI degradation, it is also important to investigate
whether the degradation is due to a certain type of UE or a particular IMSI
number.
A cell was observed to have low RRC connection setup success rate due to high
pmNoFailedAfterAdm. The RRC connection request for CS & PS traffic can be
setup successfully. All AAL2 connections are also setup successfully for
problematic
cell.
Thus, based on the observations, this issue is not related to hardware, software,
resource, air interface, AAL2 or Iu. It can also be deduced that the establishment
cause for failed RRC connection request is for registration purpose.
Based on the CTR (RRC and NBAP messages with triggering event of RRC
Connection Request) and RNC trace (RRC, NBAP, UEH exceptions), ONE UE was
seen to continuously sending RRC connection Request with cause Registration
or
Inter-RAT Cell Reselection, but failed to send RRC Connection Setup Complete.
